ITEM BACKGROUND: FDEM has indicated they will accept applications for mitigation projects
to be considered for funding in the event Tier III funds become available in the Hurricane Michael
HMGP process. As a result of both the total amount of funds requested and the number of projects
submitted under Hurricane Irma for Monroe County from all eligible entities, four of the five
original applications submitted scored below the funding available from FEMA for HMGP. To pre-
Florida Division of Emergency Management for potential FEMA HMGP funding under Hurricane
Michael.
Project Applications to be resubmitted for funding under Hurricane Michael HMGP are (see
attached documentation for more details):
Wind-Retrofit of County Facilities (total estimated cost $8,837,280.00)
Twin Lakes and Sands Subdivision Road Elevation and Drainage Improvements (SLR
Pilot) (total estimated cost $4,058,444.00)
County-Wide Road Elevation and Drainage Improvements (Phase 1 of 2) (total estimated
cost $367,004,000.00)
At present, only the authorization to apply for funding under Hurricane Michael is requested. If an
application receives HMGP funding, a separate subgrant agreement will be presented to the Board
for approval and must be executed between the County and FDEM which will identify the total
amount of federal funds anticipated and the local match.

Project Description
Purchase and installation of impact-resistant windows to protect against failure due to high wind and debris. Will also protect against rain-water intrusion during high-wind events.Implementation
phase of the Pilot Program developed by the Sustainability and Engineering/Roads Departments. It proposed to achieve a minimal and consistent elevation of roads in two of the most susceptible
areas of the County to reduce anticipated tidal flooding and the blockage of the roads during King Tide, Storm Tide, and other atypical tidal flooding events.Proposed follow-up project
to the Pilot Program. The Project would expand the road elevation process to a maximum of 68 miles of road within the County that would be vulnerable to inundation expected by SLR within
