RE: SOUNDING BOARD - Request to speak to the County Commissioners in regards to ensuring the
integrity of our natural and man-made environment by enhancing the Code Compliance department.
Dear County Administrator,
I would like to request an opportunity to address the Board of County Commissioners at the January 23,
2019 County Commission meeting with a Sounding Board item.
The Code Compliance Department is asked to do quite a lot for the county and the community. Over the
past few years, a variety of unforeseen events have generated additional work for the department which
already had limited resources.
The advent of vacation rentals has seen an explosion in code cases. Efforts to restore the Lower Keys after
Hurricane Irma
in other areas the department usually attended to.
This is apparent in the many illegal clearings that took place after Hurricane Irma. Though there are 160
code cases issued for these violations, they have yet to be resolved. The Keys community takes great
pride in their environmental awareness and our Comprehensive Plan is filled with directives and goals to
preserve, enhance, and protect our natural resources. It is heartbreaking to see exotic invasives take over
lots that were once filled with native plants because so much time has passed and no resolution has been
met.
Because the code department has been sidetracked by Hurricane Recovery, previous successful
compliance efforts have begun to backslide. It is time for the code department to acquire the help needed
to address the increased demands put upon them.

We would ask this commission to have the department review their needs and recommend action that
would enhance their efforts. It has been recommended that a code enforcement officer, trained as a
planner, would help the department be more efficient in analyzing and processing code complaints,
especially when it comes to land use complaints. This is a remedy that would enhance the departments
efficiency.
Monroe County spent quite a bit of time and money on planning out the county. Let us provide the
department that sees to its compliance with the tools they need to do a good job.
We plan to bring this up again at the budget hearings.
Thank you for doing all that you can to support the Code Compliance Department. We will be a better
county for it.
