07th Task Order 08/02/2018TASK ORDER #7 FOR WORK RELATED TO USDA-NRCS SUPPLEMENTAL APPLICATION SUBMITTAL FOR SEDIMENT REMOVAL FOR EASTERN SIDE OF BIG PINE KEY CANALS IMPACTED BY HURRICANE IRMA UNDER THE CATEGORY A CONTRACT FOR CANAL MANAGEMENT PROGRAM AND MASTER PLANNING SERVICES BETWEEN MONROE COUNTY AND WOOD In accordance with the Continuing Contract for On Call Professional Engineering Services made and entered on the 14th day of December, 2016, Amendmew N3.1 date! December 13'", 2017 and Amendment No.2 dated June 20th 2018 between Monroe County, hereinafter referred to as the "County' and Wood Environment & Infrastructure Solutions, Inc. hereinafter referred to as "Consultant" where design services are allowed if construction costs do not exceed $2,000,000. All terms and conditions of the referenced Contract for On Call Professional Engineering Services apply to the Task Order, unless the Task Order modifies an Article of the Agreement of which will be specifically referenced in this Task Order and the modification shall be precisely described. WHEREAS, the COUNTY has received a grant from USDA NRCS for marine debris removal; and WHEREAS, supplemental applications are being submitted to USDA NRCS for approval to be included in the Monroe County Hurricane Irma EWP - Debris Removal Grant. The activities currently approved under the Grant include marine debris removal, however it has been noted that multiple Canals throughout the County have also been impacted by sediment accumulation from Hurricane Irma. WHEREAS, the sediment build up is potentially causing a hydraulic capacity to the canal system which could cause flooding to the surrounding properties within the canal system; WHEREAS the services include completing centerline bathymetric surveys and engineering and ecological site visits to the impacted canals. The information, will be submitted to USDA NRCS for approval, if approved by USDA NRCS, CONSULTANT will submit sediment removal applications to local, state, and federal agencies for authorization ; and WHEREAS, these services will not be reimbursable under 1he USDA NRCS grant since they are supplemental activities outside the current approved activities under the grant, and therefore the services are included under this on - call contract; and WHEREAS, the task order will be effective as of August 2, 2018 and will terminate no later than February 28, 2019. NOW, THEREFORE, in consideration of the mutual promises, covenants and agreements stated herein, and for other good and valuable consideration, the sufficiency of which is hereby acknowledged, COUNTY and CONSULTANT agree to modify the Agreement as follows: Article 1.1 Terms Of Agreement: Article 2.2 Scope of Services: Task 1: Data Collection/Pro2MInna Conduct a centerline bathymetric survey for the affected canals utilizing a survey - grade GPS unit operating in Real Time Kinematic (RTK) mode mounted atop an adjustable height rod. Conduct an ecological and engineering site visit to determine any wetland impacts and site conditions for construction staging area for sediment removal. Task 2: USDA MRCS Authorization and Perpnit Applications CONSULTANT will utilize the information obtained during the bathymetric surveys and site visits to complete an application package for the USDA-NRCS associated with the sediment removal. Upon approval from USDA-NRCS, CONSULTANT will incorporate comments received during the pre -application meetings to complete and submit permit applications to the following agencies: • USACE • FKNMS Permit application fees and mangrove mitigation credits are not included in the costing of this proposal. Article 7.1 Payment Sum: The amount of the task order is a Not to Exceed of Twenty Three Thousand Five Hundred and Ninety Two Dollars and Eighty Cent ($23.592.80.) Data CollectionlProcessing 2.1 Conduct a centerline bathymetric survey for the affected canals utilizing a survey- grade GPS unit operating in Real Time Kinematic (RTK) mode mounted atop an adjustable height rod. The survey will be relative to the North American Datum of 1983/2007 Adjustment (NAD83107) and the North American Vertical Datum of 1988 (NAVD88) based on nearby National Geodetic Survey (NOS) and/or Florida Department of Transportation (FOOT) horizontal and vertical geodetic control monuments. All surveying and mapping services associated with this assignment will conform with the applicable requirements of the Department's Bureau of Survey and Mapping, and applicable sections of Florida Administrative Rule Chapter 5J-17, Standards of Practice, pursuant to Chapter 472, Florida Statutes. 2.2 Conduct an ecological and engineering site visit to determine any wetland impacts and site conditions for construction staging area for sediment removal.
