ITEM BACKGROUND: This item is to approve negotiations in rank order with the firms
ility Analysis and Capital Plan.
The RFQ was issued November 30, 2018. On January 17, 2019 proposals were received and
opened, and 7 firms responded. On February 11, 2019 the selection committee met in a publicly
posted selection committee meeting, and ranked the firms in the following order:

Monroe County is among the most vulnerable communities in the nation to rising sea levels, with a
120-mile archipelago of islands, most of which are at or near sea level. The County must prepare
now to identify the County-maintained roads subject to inundation over the long-term, and prepare a
plan of action for identifying the roads that will require adaptations such as elevation, how the costs
will be funded, and a legal and policy analysis of the levels of service the County can and should
provide to residents given the challenges from sea level rise the County is facing.
Monroe County prepared a GreenKeys Climate Change and Sustainability Plan, available at
http://greenkeys.info/, which includes cross-cutting strategies and some road specific adaptation
goals. In the 5-Year GreenKeys Work Plan, this is Item 2--wide roads analysis
to identify near-term roads subject to inundation risk, including nuisance flooding. This will include

researching where related green infrastructure would be appropria

ROADS ADAPTATION AND CAPITAL PLAN

I.Call to order Meeting called to order at 9:12 a.m. A ZOOM videoconference link was provided for use.
II.Roll call All selection committee members were present in person, as was Assistant County Attorney Pedro
Mercado. Various members of the responding firms were in attendance, see attached Sign In sheet.
III.Review of Proposals:
DHI Water and Environment, Inc: Very impressive international experience. Very good 3-D graphics. Very
good modeling approach, less emphasis on engineering experience. Great visioning task included. Good
public participation. Cohesiveness amongst all the various partners is somewhat lacking. Could be difficult
is missing. Lack of experience with outreach and public policy relative to this project.
Atkins: Good engineering firm. Strong project examples of similar road work not provided. Implementation
plan was not as strong as others. Less amount of local experience. Some good FDOT transportation
experience. Seemed less knowledgeable of the Keys geography. Public participation plan was less than liked.
HDR Engineering: Very clearly written proposal. Good visioning option offered. Strong proposal and format,
contained very relevant projects, including areas outside of Florida. Strong local knowledge and experience
in Monroe County. Program approach was all inclusive, discussed the wind and storm surge. Strong roadway
assets and roads experience. Optional services mentioned the municipalities of Islamorada and Marathon,
which were mentioned in the RFQ as potential additional areas to be covered. The size of the team is just
right. The intent for public participation could have been stronger. They already have a good working
relationship with the County. They are already doing the Keys U.S.1 road resilience study for FDOT, very
good relationship to this work.
Cummins Cedarberg, Inc.: Good approach and relevant projects. Clear and concise project approach. Good
coastal resilience experience. There were many subconsultants to manage which could affect the

effectiveness of the team and could be time consuming. Not a lot of roads experience, but very good planning
experience with resiliency. Proposal offered deputy project managers, which was questioned as being

efficient. Proposal offered heavy modeling which was very good but was lacking in the engineering tasks and
experience. Good visioning of 2040 and beyond offered. Bathtub model proposed was simplistic.
AECOM: Good engineering firm. Response was less tailored to this project and seemed more boilerplatein
places. Public input was present, but not a strong public engagement piece. The outreach portion of the
proposal did not seem to help Keys residents understand what was occurring. Broad depth of experience.
Data collection thorough. Acknowledged municipalities and vegetative habitats. Adequate proposal, but not
as strong as others. Only doing vulnerability assessments for regionally significant roads. Optional services
were not innovative.
Kimley Horn: Very well written proposal, good outline of the tasks. Good South Florida experience. Good
environmental management description. Good decision matrix. Formation of steering committee to make
decisions not well received. Discussion of regional stormwater approach is not applicable in the Keys. Good
project management. Draining discussion good and was not just related to sea level rise.
WSP: Good proposal. There was a good number of public meetings offered to allow the public a chance to
introduce their thoughts. WSP was helping the county with outreach. The proposal was tailored for our
needs, not boilerplate. It was well written. The executive summary was clear. Strong team, strong community
approach. They acknowledged that some residents may experience some road flooding and may need to
have a reasonable expectation set. The reorganization of the scope was good. The optional services of offering
a level rise was good. It was questioned why the University of Florida was selected
as a subconsultant for sea level rise modeling, when the RFQ stated that the SE Fl Climate Change Compacts
sea level rise projections would be used. The pavement conditions update was a good add-on. They have a
good working relationship with the County. They are already doing the two pilot road projects.
The discussion was completed.
