ITEM BACKGROUND: The FWC FBIP grant program provides annual grant funding for boating and waterway projects under the categories of Boating Access Facilities, Derelict Vessel Removal, Boater Education, and Other Local Boating Related Activities. Project Management proposes submitting FBIP grant applications for two projects: one under the category of Boating Access Facilities and one under the category of Boater Education. FWC provides local governments an opportunity to submit applications for FBIP grants that could provide the County with 75% funding for the design and installation of a boat dock at the Blimp Road boat ramp and for the installation of two boater information and education kiosks at the State Road 4-A and Big Coppitt boat ramps. Monroe County would provide 25% matching funds for these improvements. The Blimp Road boat dock project is estimated to cost $200,000.00 for design and construction of a new boat dock. The installation of two boater information and education kiosks is estimated to cost $130,000.00. The FBIP application submission period is February 1, 2019 through April 4, 2019. FWC requires the County to pass a Resolution that affirms the County's ability to provide matching funds, the County supports outdoor recreation projects, public boating-related activities, and FBIP programs of the FWC. It is recommended that when submitting multiple applications, the applicant prioritize the projects. Project management recommends BOCC approval of the two projects in the following priority: 1) Blimp Road New Boat Dock. 2) Monroe County Boater Safety Kiosks Educational and signs. With BOCC approval staff will submit the priority order in its application packet. The proposed Resolution is attached for approval. Section 2: The Board of County Commissioners of Monroe County("BOCC")supports the Florida Boating Improvement Grant Program ("FBIP") of the Florida Fish and Wildlife Conservation Commission.
