ITEM BACKGROUND: This item is for approval of a Request for Proposals (RFP) for marine debris removal services related to Hurricane Irma for plugged canals only. The current USDA NRCS marine debris and monitoring services grant does not cover Hurricane Irma monitoring services work in plugged canals, beyond the two plugged canals approved in the initial approvals. Florida Department of Environmental Protection is anticipated to provide the following funds per grant: • DEP LP44073 Stewardship Grant $ 42,000 for plugged canal clearing & monitoring, of which $4,000 is estimated for monitoring and $38,000 is estimated for clearing • DEP LP44074 Stewardship Grant $100,000 for plugged canal clearing & monitoring, of which $10,000 is estimated for monitoring and $90,000 is estimated for clearing • DEP 4T13D Water Quality Protection Funding Grant $100,000 for plugged canal clearing and monitoring, of which $10,000 is estimated for monitoring and $90,000 is estimated for clearing. • DEP 4T13D Anticipated new 2019 Stewardship Funding. $TBD A solicitation is needed to select the vendor(s) for the clearing of one or more plugged canals of Hurricane Irma debris.
