VALUE ADJUSTMENT BOARD
Organizational Meeting
Marathon Government Center
Tuesday, October 6,2009
The Organizational Meeting of the Monroe County Value Adjustment Board convened at
10:00 a.m., on the above date, at the Marathon Government Center located at 2798 Overseas
Highway, Marathon. Present and answering to roll call were Commissioner Mario DiGennaro,
School Board Member Steven Pribramsky, and BOCC Citizen Member John Repetto. Absent
were Commissioner Sylvia Murphy and School Board Citizen Member Nancy Mayhew. Also
present were Danny L. Kolhage, Clerk; Pamela Hancock, Deputy Clerk; Karl Borglum, Assistant
Property Appraiser; Robert Tischenkel, Value Adjustment Board Attorney; and Attorney John
Dent, representing the Property Appraiser.
Motion was made by Citizen Member Repetto and seconded by School Board Member
Pribramsky to nominate Commissioner DiGennaro to serve as Chairman of the 2009 Value
Adjustment Board. Motion carried unanimously.
Motion was made by School Board Member Pribramsky and seconded by Citizen
Member Repetto to nominate Commissioner Murphy to serve as Vice-Chairman of the 2009
Value Adjustment Board. Motion carried unanimously.
Pamela Hancock, Deputy Clerk reported on petitions filed as follows:
1. Homestead Petitions
56 Petitions filed - 49 Petitions resolved
2. Real Property Petitions
1594 Petitions filed— 196 Petition resolved
3. Tangible Personal Property Petitions
60 Petitions filed—31 Petitions resolved
4. Late Filed Petitions
43 Petitions filed—5 Granted— 13 Denied—25 Under consideration

Ms. Hancock advised the Board that late filed petitions will continue throughout the
process.
Motion was made by Citizen Member Repetto and seconded by School Board Member
Pribramsky ratifying the Value Adjustment Board Attorney's determination of late-filed petitions
to date for the current tax year, and re-authorization of Board Attorney's review and
determination of late-filed petitions on behalf of the Value Adjustment Board(Chapter 12D-
9.105(b)). Motion carried unanimously.
Motion was made by Citizen Member Repetto and seconded by School Board Member
Pribramsky adopting a Resolution implementing the authorization provided for in Section
194.013, Florida Statutes,to require a Filing Fee for certain petitions filed with the Board.

Said Resolution is incorporated herein by reference.
Robert Tischenkel, Value Adjustment Board Attorney discussed the uniform rules of
procedure for hearings before Value Adjustment Boards, and associated forms that have been
adopted by the Department of Revenue. Motion was made by Citizen Member Repetto and
seconded by School Board Member Pribramsky to adopt the proposed interim Rules for the 2009
Special Magistrate hearings. Motion carried unanimously.
Motion was made by Citizen Member Repetto and seconded by School Board Member
Pribramsky appointing the Clerk, or his designee, to re-schedule hearings made fewer than 5
calendar days before the scheduled hearing for an emergency when good cause is shown
(Chapter 12D-9.111(4)). Motion carried unanimously.
Alan Blake addressed the Board.
Edwin A. Scales, III, P.A. addressed the Board. After discussion, motion was made by
Citizen Member Repetto and seconded by School Board Member Pribramsky to appoint Mr.
Scales to serve as Special Magistrate to hear issues regarding exemptions and classifications.
Motion carried unanimously.
Ms. Hancock advised the Board that there were two applicants for the Special Magistrate
to hear issues regarding valuation of real property, but that Patricia McGrath had withdrawn her
request due to a family matter and that Ms. McGrath would serve as an alternate in the event that
Ms. Corcoran was not available.
Regina E. Corcoran addressed the Board. After discussion, motion was made by Citizen
Member Repetto and seconded by School Board Member Pribramsky to appoint Ms. Corcoran to
hear issues regarding valuation of real property and to appoint Ms. McGrath as the alternate.
Motion carried unanimously.
Ms. Hancock advised the Board of the previous year Special Magistrate Fees, as follows:
the 2008 Value Adjustment Board approved Special Magistrate fees at $150.00 per hour, with a

guaranteed four hours, and no travel reimbursements. Karl Borglum, Assistant Property
Appraiser and Danny L. Kolhage, Clerk addressed the Board. After discussion,motion was
made by Citizen Member Repetto and seconded by School Board Member Pribramsky granting
approval of the Special Magistrate fees for 2009 at last year's rate. Motion carried unanimously.
Ms. Hancock advised the Board of the following scheduled Special Magistrate hearing
dates and that more dates will be added as needed:
KEY LARGO
November 19th & 20th—Murray E. Nelson Government Center— 10:00 a.m.
KEY WEST
December 7th through December 11th—Harvey Government Center—9:00 a.m.
January 6th through January 8th—Harvey Government Center—9:00 a.m.
MARATHON
December 17th & 18th—Marathon Government Center- 9:00 a.m.
Mr. Borglum addressed the Board concerning the Certification of the Tax Roll and
advised that the Board would be provided with the document for signature.
There being no further business to come before the Board, the meeting was adjourned.
