10/02/2008 Organizational Meeting MINUTES OF THE 2008/1 MONROE COUNTY VALUE ADJUSTMENT BOARD Organizational Meeting Marathon Government Center Thursday,October 2,2008 The Organizational Meeting of the Monroe County Value Adjustment Board convened at 10:00 a.m., on the above date, at the Marathon Government Center located at 2798 Overseas Highway, Marathon. Present and answering to roll call were Commissioner Sylvia Murphy, Commissioner George Neugent, School Board Member Duncan Mathewson, and BOCC Citizen Member John Repetto. Also present were Pamela Hancock, Deputy Clerk; Karl Borglum, Assistant Property Appraiser; Robert Tischenkel, Attorney to the Value Adjustment Board. Motion was made by Commissioner Neugent and seconded by School Board Member Mathewson to nominate Commissioner Murphy to serve as Chairman of the 2008 Value Adjustment Board. Motion carried unanimously. Motion was made by Commissioner Murphy and seconded by School Board Member Mathewson to nominate Commissioner Neugent to serve as Vice-Chairman of the 2008 Value Adjustment Board. Motion carried unanimously. Motion was made by Commissioner Neugent and seconded by School Board Member Mathewson granting approval of the Minutes from the Special Meeting of the 2007 Value Adjustment Board(August 12, 2008). Pamela Hancock, Deputy Clerk reported on petitions filed as follows: 1. Exemption Petitions 83 Petitions filed- 62 Petitions resolved 2. Real Property Petitions 811 Petitions filed— 110 Petitions resolved 3. Tangible Personal Property Petitions 37 Petitions filed— 1 Petition resolved 4. Late Filed Petitions—36 Petitions filed Motion was made by Commissioner Neugent and seconded by School Board Member Mathewson to adopt the following Resolution implementing the authorization provided for in I Section 194.013, Florida Statutes,to require a filing fee for certain petitions filed with the Board. Motion carried unanimously. RESOLUTION NO. VAB 001-2008 Said Resolution is incorporated herein by reference. Robert Tischenkel discussed the uniform rules of procedure for hearings before Value Adjustment Boards, and associated form that have been adopted by the Department of Revenue. Motion was made by Commissioner Neugent and seconded by School Board Member Mathewson to appoint Mr. Tischenkel to consider good cause requests for late-filed petitions (Chapter 12D-9.15(b)). Motion carried unanimously. Mr. Tischenkel and Mr. Borglum addressed the Board. Motion was made by Commissioner Mathewson and seconded by BOCC Citizen Member Repetto to appoint the Clerk, or his designee,to re-schedule hearings made fewer than 5 calendar days before the scheduled hearing for an emergency when good cause is shown (Chapter 12D-9.111(4)). Motion carried unanimously. Motion was made by Commissioner Neugent and seconded by BOCC Citizen Member Repetto to not accept any more late-filed petitions, unless there are extreme circumstances involved. Motion carried unanimously. Commissioner Neugent introduced Karl Borglum and Bob Hubbard with the Monroe County Property Appraiser's Office, and Special Magistrate Regina Corcoran to BOCC Citizen Member Repetto. Ms. Hancock advised the Board of the following hearing dates for Exemption Petitions: November 5, 2008, Key West — Harvey Government Center; and November 18, 2008, Key Largo—Key Largo Library. Captain William Grosscup addressed the Board concerning House Bill 909. There being no further business to come before the Board, the meeting was temporarily adjourned until the Final Meeting of the 2008 Value Adjustment Board. Respectfully submitted, Danny L.
