08/12/2008 Special Meeting i S MINUTES OF THE 2007/8 MONROE COUNTY VALUE ADJUSTMENT BOARD Special Meeting Harvey Government Center Tuesday,August 12,2008 A Special Meeting of the 2007 Monroe County Value Adjustment Board convened at 10:00 a.m., on the above date, at the Harvey Government Center located at 1200 Truman Avenue, Key West. Present and answering to roll call were Commissioner Sylvia Murphy, Commissioner George Neugent, Commissioner Dixie Spehar, School Board Member John Dick, and School Board Member Duncan Mathewson. Also present were Danny L. Kolhage, Clerk, Pamela Hancock, Deputy Clerk; Karl Borglum, Assistant Property Appraiser; and Suzanne A. Hutton, County Attorney. Robert Tischenkel, applicant for outside counsel to the Value Adjustment Board addressed the Board. After discussion, motion was made by Commissioner Neugent and seconded by Commissioner Murphy to appoint Mr. Tischenkel as outside counsel to the Value Adjustment Board. Roll call vote was unanimous. Suzanne Hutton, County Attorney addressed the Board concerning the appointment of Donald Yates as an alternate for backup in the event that Mr. Tischenkel is not available or has a conflict. Ms. Hutton will negotiate with Mr. Yates for the same contract amount as Mr. Tischenkel. Pamela Hancock, Deputy Clerk advised the Board that Mr. Tischenkel had applied for the Special Magistrate position to hear issues regarding Exemptions and Classifications, but had advised that if he was appointed as outside counsel that he would withdraw the request. Ms. Hancock also advised the Board that William Webster, who applied to hear issues regarding Exemptions and Classifications, had withdrawn his request due to family matters. Motion was made by Commissioner Neugent and seconded by School Board Member Dick to appoint Thomas Wright to serve as Special Magistrate for the 2008 Value Adjustment Board to hear issues of Exemptions and Classifications. Motion carried unanimously. Motion was made by Commissioner Murphy and seconded by School Board Member Mathewson to appoint Regina Corcoran to serve as Special Magistrate for the 2008 Value Adjustment Board to hear issues of Valuation of Real Estate. Motion carried unanimously. Motion was made by School Board Member Mathewson and seconded by School Board Member Dick to appoint Patricia McGrath to serve as an alternate Special Magistrate for the 2008 Value Adjustment Board to hear issues of Valuation of Real Estate in the event that Ms. Corcoran becomes unavailable or has a conflict. Motion carried unanimously. 08/12/2008 2007/9 Ms. Hancock advised the Board of the previous year Special Magistrate Fees as follows: the 2007 Value Adjustment Board approved Special Magistrate fees at $150.00 per hour, with a guaranteed four hours, and no travel reimbursements. Motion was made by Commissioner Neugent and seconded by Commissioner Murphy to approve the Special Magistrate fees for 2008 at last year's rate. Motion carried unanimously.
