02/28/2006 Final Meeting MINUTES OF THE 2005/8 MONROE COUNTY VALUE ADJUSTMENT BOARD Value Adjustment Board Harvey Government Center Tuesday, February 28, 2006 The Final Meeting of the Monroe County Value Adjustment Board convened at 1:00 p.m., on the above date, at the Harvey Government Center, 1200 Truman Avenue, Key West. Present and answering to roll call were School Board Member Andy Griffiths, Mayor Charles "Sonny" McCoy, School Board Member Walker, and Chairman George Neugent. Absent was Commissioner David P. Rice. Also present were Danny L. Kolhage, Clerk of the Court; Pamela Hancock, Deputy Clerk; Suzanne Hutton, Interim County Attorney; John C. Dent, Attorney for the Property Appraiser. All stood for the Invocation and Pledge of Allegiance. Motion was made by Mayor McCoy and seconded by School Board Member Griffiths to approve the Minutes of the January 12, 2006 Final Meeting of the Value Adjustment Board. Motion carried unanimously. Motion was made by School Board Member Walker and seconded by School Board Member Griffiths granting approval of the Special Magistrate's rewritten recommendation concerning Petition No. E094-2005 Mark Kresser. Motion carried unanimously. Pamela Hancock, Deputy Clerk addressed the Board concerning approval of the invoice from Special Magistrate Lee Rohe to research and write order of remand regarding Petition No. E094-2005 in the total amount of$300.00. Motion was made by Mayor McCoy and seconded by School Board Member Griffiths to pay the invoice. Motion carried unanimously. John Dent, Attorney for the Property Appraiser addressed the Board concerning approval of the Special Magistrate's recommendation concerning Petition No. E127-2005 Vincent Tubiana with regard to the re-hearing to allow for additional information to be placed into the record. After discussion, motion was made by Mayor McCoy and seconded by School Board Member Walker to uphold to the Special Magistrate's recommendations regarding this petition. Motion carried unanimously. Ms. Hancock addressed the Board concerning approval of the invoice from Special Magistrate Lee Rohe for the re-hearing of Petition No. E127-2005. Motion was made by School Board Member Walker and seconded by School Board Member Griffiths to pay the invoice. Motion carried unanimously. Roger Akers, Petition No. R063-2005 addressed the Board concerning his petition. Robert Hubbard, Monroe County Property Appraiser's Office addressed the Board and gave the 2005/9 adjusted value for Mr. Akers property based on the County Biologist's report. After discussion, motion was made by School Board Member Walker and seconded by Mayor McCoy to approve the adjusted value concerning this petition. Motion carried unanimously. Motion was made by School Board Member Walker and seconded by School Board Member Griffiths granting approval of the Special Magistrate's recommendation concerning Petition Nos. R199-2005 and R200-2005 Robert & Astrid Dublis with regard to the land values. Motion carried unanimously. Ms. Hancock addressed the Board concerning the approval of the forthcoming invoice from Special Magistrate James Elam regarding Petition Nos. R199-2005 and R200-2005. Motion was made by School Board Member Griffiths and seconded by School Board Member Walker to pay the forthcoming invoice. Motion carried unanimously. Motion was made by Mayor McCoy and seconded by School Board Member Walker granting approval of the 2005 Certification of Tax Roll. Motion carried unanimously. Suzanne Hutton, Interim County Attorney discussed the Auditor General's County Value Adjustment Boards Performance Audit, dated July 2005 with the Board and requested direction from the Board. After discussion, motion was made by School Board Member Griffiths and seconded by School Board Member Walker directing the County Attorney's Office to go forward with a RFQ for outside counsel for the Value Adjustment Board with the possibility that at the Organizational Meeting for the next term that person would also be appointed, as an option, to advise the Special Magistrates. Motion carried unanimously. School Board Members Griffiths and Walker discussed the School Board appointments to the Value Adjustment Board.
