VALUE ADJUSTMENT BOARD
Special Meeting
Marathon Government Center
Friday, October 24, 2003
The Special Meeting of the Monroe County Value Adjustment Board convened at 10:00
a.m., on the above date, at the Marathon Government Center located at 2798 Overseas Highway,
Marathon. Present and answering to roll call were County Commissioner George Neugent,
School Board Member Eileen Quinn and Mayor Dixie Spehar. Absent were County
Commissioner Murray Nelson and School Board Member Anne Cohan. Also present were Danny
L. Kolhage, Clerk; Pamela Hancock, Deputy Clerk; Ervin A. Higgs, Property Appraiser; Richard
Collins, County Attorney; and Suzanne Hutton, Assistant County Attorney.
Pamela Hancock, Deputy Clerk advised the Board that Gerald Lagace who was appointed
to hear issues regarding valuation of Tangible Personal Property had turned down the
appointment due to being selected by several other counties. Ms. Hancock was directed by the
County Attorney's Office to view the list provided by the Department of Revenue online and find
someone to hear these cases. Ms. Hancock located Ms. Pamela Andrea, a name also provided by
Mr. Lagace, and she agreed to hear the cases. Ervin Higgs addressed the Board. After
discussion, motion was made by School Board Member Quinn and seconded by Commissioner
Neugent to ratify the appointment of Ms. Andrea to serve as Special Master to hear issues
regarding valuation of Tangible Personal Property. Roll call vote was unanimous.
School Board Member Quinn addressed the letter from Mr. Higgs to Mayor Dixie Spehar
dated October 20, 2003. Mr. Higgs addressed the Board. After discussion, the meeting
concluded.
