Wednesday, September 24, 2003
The Organizational Meeting of the Monroe County Value Adjustment Board convened at
10:00 a.m., on the above date, at the Marathon Government Center located at 2798 Overseas
Highway, Marathon. Present and answering to roll call were School Board Member Anne Cohan,
County Commissioner Murray Nelson, County Commissioner George Neugent, and School
Board Member Eileen Quinn. Absent was Mayor Dixie Spehar. Also present were Danny L.
Kolhage, Clerk; Pamela Hancock, Deputy Clerk; Ervin A. Higgs, Property Appraiser; Richard
Collins, County Attorney; Suzanne Hutton, Assistant County Attorney; and Attorney Sherri
Johnson, representing the Property Appraiser.
Motion was made by School Board Member Cohan and seconded by School Board
Member Quinn to nominate Commissioner Neugent to serve as Chairman of the 2003 Value
Adjustment Board. After discussion, the motion was withdrawn. Motion was made by
Commissioner Neugent and seconded by School Board Member Quinn to nominate Mayor
Spehar to serve as Chairman of the 2003 Value Adjustment Board. Roll call was taken with the
following results:

Mayor Spehar Absent
Motion carried.
Motion was made by School Board Member Cohan and seconded by School Board
Member Quinn to nominate Commissioner Neugent to serve as Vice-Chairman of the 2003 Value
Adjustment Board. Roll call was taken with the following results:

Motion carried.

Pamela Hancock, Deputy Clerk advised the Board on the petitions filed as follows:
1. Homestead Petitions
38 Petitions filed - 24 Petitions resolved
18 Lower Keys/Key West 9 Middle Keys 11 Upper Keys
2. Real/Tangible Property Petitions
197 Petitions filed
78 Lower Keys/Key West 35 Middle Keys 84 Upper Keys
Mrs. Hancock advised the Board that there were sixty-seven revised TRIM Notices sent
out with filing deadlines ranging from September 22 to October 6, 2003.
Motion was made by Commissioner Nelson and seconded by School Board Member
Quinn to adopt the following Resolution implementing the authorization provided for in Section
194.013, Florida Statutes, to require a filing fee for certain petitions filed with the Board.
Commissioner Neugent addressed the Board. Motion carried unanimously.

Said Resolution is incorporated herein by reference.
Ervin Higgs, Property Appraiser addressed the Board concerning legislative changes. Mr.
Higgs introduced the Board to Attorney Sherri Johnson, with Attorney John Dent's Office, and
Karl Borglum with his office.
Motion was made by Commissioner Nelson and seconded by School Board Member
Cohan to appoint Attorney Lee R. Rohe to serve as Special Master for the 2003 Value
Adjustment Board to hear issues of Exemptions and Classifications, and to appoint Herbert E.
Langford, Jr. as the alternate. Motion carried unanimously.
Motion was made by Commissioner Nelson and seconded by School Board Member
Cohan to appoint Regina Corcoran and James Elam to serve as Special Master for the 2003 Value
Adjustment Board to hear issues regarding Valuation of Real Estate. Motion carried
unanimously.
Motion was made by Commissioner Nelson and seconded by School Board Member
Quinn to appoint Gerald A. Lagace to serve as Special Master for the 2003 Value Adjustment
Board to hear issues regarding the Valuation of Tangible Personal Property. Motion carried
unanimously.

Mrs. Hancock advised the Board of the previous year Special Master Fees as follows: The
2002 Value Adjustment Board approved Special Master fees at $150.00 per hour for the
scheduled meeting time, as well as an additional hour each way for time spent for travel from
Marathon to Key West, and Marathon to Key Largo, plus mileage at the standard statutory rate
of .29 cents per mile. Motion was made by School Board Member Cohan and seconded by
Commissioner Nelson to approve the fees as stated. Motion carried unanimously.
Motion was made by School Board Member Quinn and seconded by Commissioner
Nelson to approve the Special Master's schedule. Motion carried unanimously. Said list is
attached hereto.
Motion was made by Commissioner Nelson and seconded by School Board Member
Cohan approving the tentative Final Hearing date of Thursday, December 11, 2003 - 10:00 a.m.,
at the Marathon Government Center. Roll call vote was unanimous.
