Organizational Meeting
Marathon Government Center
Friday, September 28, 2001
The Organizational Meeting of the Monroe County Value Adjustment Board convened at
10:00 a.m., on the above date, at the Marathon Government Center located at 2798 Overseas
Highway, Marathon. Present and answering to roll call were County Commissioner Dixie
Spehar, Commissioner Nora Williams, and Mayor George Neugent, Monroe County School
Board Members Andy Griffiths, and Debora Walker. Also present were Danny L. Kolhage,
Clerk; Pamela Hancock, Deputy Clerk; Ervin A. Higgs, Property Appraiser; Suzanne Hutton,
Assistant County Attorney; and Attorney John Dent, representing the Property Appraiser.
Motion was made by Mayor Neugent and seconded by Commissioner Williams to
nominate Commissioner Spehar to serve as Chairman of the 2001 Value Adjustment Board. Roll
call vote was unanimous.
Motion was made by Commissioner Williams and seconded by Mayor Neugent to
nominate School Board Member Andy Griffiths to serve as Vice-Chairman of the 2001 Value
Adjustment Board. After discussion the motion was withdrawn. Motion was made by
Commissioner Spehar and seconded by School Board Member Walker to nominate
Commissioner Williams to serve as Vice-Chairman of the 2001 Value Adjustment Board.
Motion carried unanimously.
Pamela Hancock, Deputy Clerk advised the Board on the petitions filed as follows:
1. Homestead Petitions
26 Petitions filed- 18 Petitions resolved
2. Real/Tangible Property Petitions
212 Petitions filed
121 Lower Keys/Key West 28 Middle Keys 63 Upper Keys
Motion was made by Mayor Neugent and seconded by School Board Member Griffiths to
approve the Property Appraiser's extension of filing deadline to September 21, 2001, due to

National crisis. Motion carried unanimously. Said list is attached and made part of the record
(attachment 1).
Motion was made by Mayor Neugent and seconded by School Board Member Walker to
approve the late file Petitions due to other circumstances for: (1)Naomi Van Steelandt; (2) Mij a
L. Baney and William Selesnick. Roll call vote was unanimous.
Board requested that the Property Appraiser's Office bring back to the Board at the Final
Hearing for their approval the criteria for what constitutes a complete Petition to the Value
Adjustment Board.
Ervin A. Higgs, Property Appraiser addressed the Board.
Mrs. Hancock advised the Board of the applications received for the position of Special
Master. Motion was made by Mayor Neugent and seconded by Commissioner Williams to
appoint Attorney Thomas Wright to serve as Special Master and Attorney Lee Rohe as the
alternate for the 2001 Value Adjustment Board. Roll call vote was unanimous.
Susan Rohe and Tom Wright addressed the Board.
Motion was made by Commissioner Williams and seconded by Mayor Neugent to
approve Special Master fees at $150.00 an hour for time spent in hearings, plus mileage at the
standard statutory rate of.29 cents per mile. Roll call vote was taken with the following results:

Commissioner Spehar No
Motion failed.
Motion was made by Commissioner Williams and seconded by School Board Member
Griffiths to approve the Special Master's schedule. Roll call vote was unanimous. Said list is
attached and made part of the record(attachment 2).
Motion was made by Commissioner Williams and seconded by Mayor Neugent
approving the tentative Final Hearing date of Tuesday, December 4, 2001 - 10:00 a.m., at the
Marathon Government Center. Roll call vote was unanimous.
Motion was made by Mayor Neugent and seconded by School Board Member Walker to
approve Special Master fees at $150.00 for the scheduled meeting time, as well as an additional
hour each way for time spent for travel from Marathon to Key West, and Marathon to Key Largo.
Roll call vote was unanimous.

Motion was made by Commissioner Spehar and seconded by Commissioner Williams to
adjourn the meeting.
