12/29/2000 Organizational Meeting MINUTES OF THE MONROE COUNTY VALUE ADJUSTMENT BOARD Organizational Meeting Harvey Government Center at Historic Truman School Friday, September 29, 2000 The Organizational Meeting of the Monroe County Value Adjustment Board convened at 10:00 a.m., on the above date, at the Harvey Government Center located at Historic Truman School, 1200 Truman Avenue, Key West. Present and answering to roll call were County Commissioners George Neugent, and Mary Kay Reich, Monroe County School Board Members Anne Cohan, and Eileen Quinn. Commissioner Nora Williams arrived later in the meeting. Also present were Danny L. Kolhage, Clerk of the Court; Pamela Hancock, Deputy Clerk; Ervin A. Higgs, Property Appraiser; James T. Hendrick, County Attorney; and Attorney John Dent, representing the Property Appraiser. Commissioner Reich made a motion and was seconded by Commissioner Neugent to nominate School Board Member Anne Cohan to serve as Chairman of the 2000 Value Adjustment Board. Motion carried unanimously. Commissioner Reich made a motion and was seconded by Commissioner Neugent to nominate School Board Member Eileen Quinn to serve as Vice-Chairman of the 2000 Value Adjustment Board. Motion carried unanimously. Pamela Hancock, Deputy Clerk advised the Board on the petitions filed as follows: 1. Homestead Petitions 26 Petitions filed - 19 Petitions resolved 2. Real/Tangible Property Petitions 173 Petitions filed 123 Lower Keys/Key West 21 Middle Keys 29 Upper Keys Motion was made by Commissioner Reich and seconded by Commissioner Neugent to adopt the following Resolution implementing the authorization provided for in Section 194.013, Florida Statutes, to require a filing fee for certain petitions filed with the Board. Motion carried unanimously. Resolution No. VAB001-2000 Ervin Higgs, Property Appraiser addressed the Board. No official action taken. Commissioner Williams arrived at the meeting. • The Board discussed the applications received for the position of Special Master. Motion was made by Commissioner Reich and seconded by Commissioner Williams to appoint Attorney Thomas Wright to serve as Special Master for the 2000 Value Adjustment Board. Motion carried unanimously. Motion was made by Commissioner Neugent and seconded by Commissioner Williams to approve Special Master fees at $150.00 an hour for time spent in hearings, plus mileage at the standard statutory rate of.29 cents per mile. Motion carried unanimously. Motion was made by Commissioner Reich and seconded by Commissioner Neugent to approve the Special Master schedule. Motion carried unanimously. Motion was made by School Board Member Quinn and seconded by Commissioner Reich approving the tentative Final Hearing date of Thursday, December 7, 2000 - 10:00 a.m., in Key West. Motion carried unanimously. After discussion, the Board directed the Clerk to schedule a location in the Marathon area for the Final Hearing. Motion was made by School Board Member Quinn and seconded by Commissioner Williams to adjourn the meeting. Motion carried unanimously. Mr. Higgs addressed the Board. Respectfully submitted, Danny L.
