12/07/1999 Final Hearing MINUTES OF THE MONROE COUNTY VALUE ADJUSTMENT BOARD Value Adjustment Board Harvey Government Center at Historic Truman School Tuesday, December 7, 1999 Key West, Florida The Final Hearing of the Monroe County Value Adjustment Board convened at 10:00 a.m., on the above date, at the Harvey Government Center at Historic Truman School, 1200 Truman Avenue, Key West. Present were Commissioner Wilhelmina Harvey, Mayor Shirley Freeman, Commissioner Mary Kay Reich; Monroe County School Board Members Anne Cohan and Eileen Quinn. Also present were Danny L. Kolhage, Clerk of the Court; Pamela Hancock, Deputy Clerk; Ervin A. Higgs, Property Appraiser; James T. Hendrick, County Attorney. Motion was made by Commissioner Reich and seconded by School Board Member Quinn to approve the Minutes of September 27, 1999 Organizational Meeting of the Value Adjustment Board. Motion carried unanimously. The Board heard the following item concerning Petition #H019-1999, Henry C. Hendel, Trustee. The Clerk advised the Board that there was a letter submitted on behalf of the Petitioner. After discussion, motion was made by Commissioner Reich and seconded by Mayor Freeman granting approval of the Special Master's Report, Findings of Fact, Conclusions of Law & Recommendations to the Value Adjustment Board for the 1999 Homestead Petitions. Motion carried unanimously. Said list is attached and made part of the record (attachment 1). The following Real/Tangible Petitioners addressed the Board: Petition 066-1999 - Marvin Cooper; Petition 075-1999 - Norman Davison; Petition 114-1999 - Imogene Synon, Attorney for Lucretia Godinet; Petition 044-1999 - Arcadio Rodriguez; Petition 015-1999 - Leonard Reiss; Petitions 073 & 074-1999 - Robin Lacey; Petitions 157, 158 & 159-1999 - Joseph Cohen, represented by Donald Craig. After discussion, Mr. Craig excused himself as he did not have a letter of authorization to represent Mr. Cohen. Petition 076-1999 - Robert Weinbaum submitted a letter on behalf of his petition. Petition 244-1999 - Lynn Kephart's petition was remanded to the Property Appraiser's Office. Ron Felton representing the Property Appraiser's Office addressed the Board and requested that the Board uphold the assessed value. The Clerk read into the record amendments to the Special Master's Recommendations, Findings of Fact, Conclusions of Law & Recommendations to the Value Adjustment Board. Motion was made by Mayor Freeman and seconded by School Board Member Quinn granting approval of the Special Master's Recommendations, Findings of Fact, Conclusions of Law & Recommendations to the Value Adjustment Board for the 1999 Real/Tangible Petitions. Motion carried unanimously. Said list is attached and made part of the record (attachment 2). . Motion was made by Mayor Freeman and seconded by School Board Member Quinn granting approval of the Refund List which includes petitioners whose values were reduced. Motion carried unanimously. Said list is attached and made part of the record (attachment 3). Motion was made by School Board Member Quinn and seconded by Mayor Freeman granting approval of the Special Master fees. Motion carried unanimously. Said list is attached and made part of the record (attachment 4). Motion was made by Mayor Freeman and seconded by School Board Member Quinn granting approval of all other expenditures of the Value Adjustment Board. Motion carried unanimously. Motion was made by Mayor Freeman and seconded by School Board Member Quinn granting approval of the certification of the 1999 Tax Roll. Motion carried unanimously. Marvin Cooper addressed the Board. There being no further business to come before the Board, motion was made by Mayor Freeman and seconded by School Board Member Quinn to adjourn the hearing.
