Organizational Meeting
Value Adjustment Board
Wednesday,October 1, 1997
The Organizational Meeting of the Monroe County Value Adjustment Board
convened at 10 a.m.,on the above date, at the Harvey Government Center located at
Historic Truman School, 1200 Truman Avenue,Key West. Present and answering to roll
call were County Commissioners Wilhelmina Harvey,Jack London and Mary Kay Reich;
Monroe County School Board member Andy Griffiths. Absent was School Board
member Pat Labrada. Also present were Ruth Ann Jantzen, Deputy Clerk; Ervin Higgs,
Property Appraiser;James Hendrick, County Attorney;John Dent, Attorney,
representing the Property Appraiser, and Leonard Knowles, Property Appraiser's
Appraisal Systems Supervisor.
Motion was made by Commissioner London and seconded by Mr. Griffiths to
elect Commissioner Mary Kay Reich as Chairman of the 1997 Value Adjustment Board.
Motion carried unanimously.
Motion was made by Commissioner London and seconded by Commissioner
Reich to elect Andy Griffiths as Vice-Chairman of the 1997 Value Adjustment Board.
Motion carried unanimously.
Ruth Ann Jantzen, Deputy Clerk to the Value Adjustment Board, gave a report
on petitions filed. There were a total of seven Homestead Petitions filed, with one
petition resolved/granted by the Property Appraiser's Office. There were a total of two
hundred six Real Property/Tangible Property Petitions filed, with three petitions
withdrawn to date; fifty two from the Upper Keys,thirty nine from the Middle Keys area
and one hundred fifteen petitions filed in the Lower Keys/Key West area.
Ms. Jantzen advised the Board of three petitions received late from Don and
Mignon Wollard,citing extenuating circumstances. Motion was made by Chairman
Reich and seconded by Commissioner Harvey to accept the three petitions. Motion
carried unanimously.
Motion was made by Commissioner Harvey and seconded by Mr. Griffiths to
approve Resolution No. VAB001-1997,implementing the authorization provided for in
Section 194.013,Florida Statutes, to require a Filing Fee for certain petitions
filed with the Board. Motion carried unanimously.

Property Appraiser Ervin Higgs gave a report. Motion was made by
Commissioner Harvey and seconded by Commissioner London requesting the scheduling
of a televised meeting to be held before the beginning of Special Master's Hearings,
to include the three Special Master's, the Property Appraiser's Office, Counsel to the
Property Appraiser,John Dent, as well as the County Attorney and staff to review the
new laws and rules, as well as the entire petitioning process. Motion carried
unanimously.
Motion was made by Mr. Griffiths and seconded by Commissioner London to
approve Raymond Bishop, Thomas D. Wright,Esq.,and James Flenner as Special
Masters for 1997. Motion carried unanimously.
Motion was made by Commissioner London and seconded by Commissioner
Harvey to approve a Special Master Fee of$125.00 an hour, for time served in hearings
only. Motion carried unanimously.
Motion was made by Commissioner London and seconded by Mr. Griffiths to
approve the Special Master's Hearing Schedule for 1997 as submitted. Motion carried
unanimously.
Board approved the Final Hearing of the Value Adjustment Board to be held on
January 13, 1998, 10 a.m.,at the Harvey Government Center in Key West.
There being no further business to come before the Value Adjustment Board, the
meeting was adjourned.
