01/03/1997 Final Hearing r MINUTES OF THE MONROE COUNTY VALUE ADJUSTMENT BOARD Final Hearing Value Adjustment Board Friday,January 3, 1997 The Final Hearing of the Monroe County Value Adjustment Board convened at 10:00 a.m.,on the above date, in the County Attorney's Law Library, 310 Fleming Street, Key West. Present and answering to roll call were Mayor Keith Douglass and Chairman Mary Kay Reich; Monroe County School Board members Anne Kelly Cohan and Dr. Debra Walker.Commissioner Wilhelmina Harvey was absent. Also present were Danny L. Kolhage, Clerk; Ruth Ann Jantzen, Deputy Clerk; James Hendrick, County Attorney;Ervin Higgs, Property Appraiser; John Dent, Attorney, representing the Property Appraiser; Special Masters Raymond Bishop, Thomas D. Wright,Esq.,and James Flenner; and members of the public. Motion was made by Dr. Walker and seconded by Mayor Douglass approving the Minutes of the October 2, 1996 Organizational Meeting of the Value Adjustment Board. Motion carried unanimously. Lois Simpson, Petitioner 11012-1996, addressed the Board. After discussion, motion was made by Mayor Douglass and seconded by Mrs. Cohan to uphold the Special Master's decision and granting approval of Homestead. Motion carried unanimously. John Dent announced for the record that in reference to petition H007- 1996, Bessma N. Sharkey,the Special Master denied her request for Homestead pending additional information to be submitted. As of this date, no additional information had been submitted. Motion was made by Mayor Douglass and seconded by Mrs. Cohan granting approval of the recommendations of the Special Masters for the 1996 Homestead Petitions. Motion carried unanimously. David Paul Horan, Esq., representing Don & Mignon Wollard, addressed the Board concerning petitions 117-1996, 118-1996 and 119-1996. The following individuals addressed the Board: John Dent, representing the Property Appraiser's Office; Thomas Wright,Special Master; James Hendrick, County Attorney;Don Wollard. After Board discussion, Motion was made by Dr. Walker and seconded by Mrs. Cohan to support the Property Appraiser's Assessment of the property in question, upholding the Special Master's Reports. Roll call vote was taken with the following results: Anne Kelly Cohan Yes Mayor Keith Douglass Yes Dr. Debra Walker Yes Chairman Mary Kay Reich No Motion carried. Motion was made by Dr. Walker and seconded by Mayor Douglass granting approval of the recommendations of the Special Masters for the 1996 Real Property Petitions. Motion carried unanimously. Motion was made by Mayor Douglass and seconded by Mrs. Cohan granting approval of the Refund List. Motion carried unanimously. Motion was made by Dr. Walker and seconded by Mayor Douglass granting approval of the payment of expenditures including Special Master Fees and Notices of Final Hearing. Motion carried unanimously. Motion was made by Mrs. Cohan and seconded by Mayor Douglass granting approval and authorizing execution of the Certification of the Tangible Personal Property Assessment Roll as submitted by the Property Appraiser to the Value Adjustment Board at $355,388,938.00. Motion carried unanimously. Motion was made by Mrs. Cohan and seconded by Mayor Douglass granting approval and authorizing execution of the Certification of the Real Property Assessment Roll as submitted by the Property Appraiser to the Value Adjustment Board at $6,970,972,120.00indicating a net change in taxable value due to actions of the Board in the amount of$285,881.00 for a taxable value of real property assessment roll incorporating all changes due to action of the Value Adjustment Board at $6,970,686,239.00.Motion carried unanimously.
