OF THE MONROE COUNTY
VALUE ADJUSTMENT BOARD
Organizational Meeting
Value Adjustment Board
Tuesday, October 11, 1994
The Organizational Meeting of the Monroe County Value
Adjustment Board convened at 1: 30 p.m. , on the above date, at the
County Attorney' s Law Library, 310 Fleming Street, Key West.
Present and answering to roll call were County Commissioners
Shirley Freeman, Wilhelmina Harvey and Mary Kay Reich; Monroe
County School Board members Frank Butler and Andy Griffiths.
Also present were Danny L. Kolhage, Clerk; Ruth Ann Jantzen,
Deputy Clerk; Ervin Higgs, Property Appraiser; Randy Ludacer,
County Attorney; John Dent, Attorney, representing the Property
Appraiser; and County Staff.
Motion was made by Commissioner Harvey and seconded by
Andy Griffiths to elect Commissioner Mary Kay Reich as Chairman
of the 1994-95 Value Adjustment Board. Motion carried
unanimously.
Motion was made by Commissioner Freeman and seconded by
Chairman Reich to elect Andy Griffiths as Vice-Chairman of the
1994-95 Value Adjustment Board. Motion carried unanimously.
Danny L. Kolhage, Clerk to the Value Adjustment Board,
gave a report on petitions filed. There are a total of two
Homestead Petitions and one hundred seventy three Real Property
Petitions to be heard by Special Masters, broken down as follows:
sixty one in the Upper Keys, fifty three in the Middle Keys, and
fifth nine in the Lower Keys/Key West.
Mr. Kolhage presented a General Information and
Requirements pamphlet to the Board that was sent to each
petitioner at the time of filing.
Motion was made by Commissioner Freeman and seconded by
Chairman Reich to adopt the following Resolution of the Value
Adjustment Board of Monroe County, Florida, implementing the
authorization provided for in Section 194 . 013 , Florida Statutes,
to require a Filing Fee for certain petitions filed with the
Board.

Commissioner Freeman made a motion to appoint Jim
Flenner, Tom Wright, and Raymond Bishop as Special Masters for
1994-95. Motion died for lack of a second.
Motion was made by Commissioner Freeman and seconded by
Frank Butler to appoint Jim Flenner as Special Master for the
Lower Keys/Key West area. Motion carried unanimously.
Motion was made by Chairman Reich and seconded by
Commissioner Harvey to appoint John Jabro as Special Master for
the Middle Keys area. Roll call vote was taken with the
following results:
Frank Butler Yes
Commissioner Freeman No
Andy Griffiths No
Commissioner Harvey Yes
Chairman Reich Yes
Motion carried.
Motion was made by Chairman Reich and seconded by
Commissioner Harvey to appoint Raymond Bishop as Special Master
for the Upper Keys. Roll call vote was unanimous.
Danny Kolhage addressed the Board concerning Special
Master Fees. Motion was made by Frank Butler and seconded by
Andy Griffiths to keep the Special Master Fees the same as last
year at $150 . 00 per hour for time spent in hearings only. Motion
carried unanimously.
Motion was made by Chairman Reich and seconded by Frank
Butler to approve the tentative schedule of Special Master
Hearings presented by staff. Motion carried unanimously.
After discussion by the Board, a tentative date of
January 5, 1995 was set as the Final Hearing date of the Value
Adjustment Board with a time and place to be determined. Motion
carried unanimously.
There being no further business, the meeting was
adjourned.
