02/26/1991 Final Meeting Property Appraisal Adjustment Board February 26, 1991 Stock Island Chapel Key West A meeting of the Property Appraisal Adjustment Board took place on February 26, 1991 at 1 : 00 p.m. at the Stock Island Chapel, Junior College Road, Key West, Florida. Present and answering to roll were Commissioner Jack London and Mayor Wilhelmina Harvey, and representatives of the Monroe County School Board, Dr . Geraldine Caron and Mrs. Ruth Alice Campbell. Commissioner Jones arrived after the roll call. Also present were Nancy Cohen, Deputy Clerk; Ervin Higgs, Property Appraiser ; Mary Greenwood, Assistant County Attorney; John Dent, attorney for the Property Appraiser ; and Staff of the Property Appraiser ' s Office . Kirk Burns , attorney for Petitioner 114-1990, Safe Harbor Enterprises, addressed the Board. Mary Greenwood , Assistant County Attorney, read from Florida Statute 194 . 034 (2) . Special Master Raymond Bishop addressed the Board. After lengthy discussion, motion was made by Commissioner London and seconded by Commissioner Campbell to allow the Special Master to respond to statements made by the attorney representing Safe Harbor Enterprises , if he deemed those statements to be inaccurate . Motion carried unanimously. After further discussion, motion was made by Commissioner Jones and seconded by Commissioner London to uphold the Property Appraiser and the Special Master ' s report. During discussion, motion was withdrawn. Special Master Jim Flenner addressed the Board . Motion was made by Commissioner Jones and seconded by Commissioner London to approve the negotiated figure of $836, 053. 99, based on the income approach suggested by the Property Appraiser ' s office . Roll call vote was unanimous. Jim Hendrick, attorney for Petitioner 151-1990, Key West Resort Golf Course Corp; Special Master Jim Flenner ; and John Dent, attorney for the Property Appraiser ' s Office addressed the Board . After lengthy discussion, motion was made by Mayor Harvey and seconded by Commissioner Jones to overturn the Special Master ' s report and grant the tax exempt status of the Key West Resort Golf Course Corp. as it serves a governmental, municipal or public purpose or func- tion as found in F. S. 196. 012 (6) . During discussion the motion was withdrawn. Motion was then made by Commissioner Campbell and seconded by Commissioner Caron to overturn the Special Master 's report and grant the tax exempt status of the Key West Resort Golf Course Corp. , as it serves a governmental, municipal or public purpose or function as found in F. S. 196. 012 (6) . After discussion, motion was withdrawn. Jim Hendrick, attorney for the Petitioner , addressed the Board and withdrew Petition 151-1990 inasmuch as an agreement had been reached with the Property Appraiser ' s Office . There being no further business , the meeting was adjourned . •
