09/27/1990 Organizational Meeting September 27, 1990 Organizational Meeting Property Appraisal Adjustment Board The Organizational Meeting of the Property Appraisal Adjustment Board took place on September 27, 1990 at 10 : 00 a.m. in the Boardroom of the Property Appraiser ' s Office in the Monroe County Courthouse, 500 Whitehead Street , Key West , Florida. Present and answering to roll call were Commissioner Wilhelmina Harvey, Commissioner Douglas Jones and Commissioner Eugene Lytton. Also present were Mrs . Ruth Alice Campbell and Dr . Geraldine Caron, representatives of the Monroe County School Board; Nancy Cohen, Deputy Clerk ; Ervin Higgs, Property Appraiser ; and John Dent , Attorney for the Property Appraiser . The Board proceeded to discuss the appointment of the position of Chairman to the PAAB. Motion was made by Commissioner Lytton and seconded by Commissioner Jones to appoint Geraldine Caron to the position of Chairperson. During discussion, Dr . Caron declined the appointment. After further discussion, Commissioner Wilhelmina Harvey was appointed Chairperson by acclamation. The Board then discussed the position of Vice-Chairman. Commissioner Lytton nominated Commissioner Jones to the position of Vice-Chairman. After brief discussion, Commissioner Jones was appointed Vice-Chairman by acclamation. Motion was made by Commissioner Jones and seconded by Dr . Caron to accept the applications of Mr . Jim Flenner and Mr . Raymond Bishop for position of Special Master , with Mr . Flenner to hear petitions south of the Seven-Mile Bridge and Mr . Bishop to hear petitions north of the Seven-Mile Bridge. During discussion , motion was made by Mrs . Campbell and seconded by Dr . Caron to amend to include the wording "to allow the Special Masters to work out between them any petitions they might deem as a conflict of interest if any" . Motion as amended carried unanimously. Motion was made by Commissioner Jones and seconded by Commissioner Lytton to allow those petitions received by the Clerk ' s Office without notarization or filing fee before the September 18, 1990 deadline, thirty days to be brought into compliance with Florida Statutes 194. 011 (3) (a) and 194. 013 (3) . Motion carried unanimously. Motion was made by Mrs . Campbell and seconded by Commissioner Jones to approve the $15. 00 filing fee collected by the Clerk 's Office as per Florida Statute 194. 011 (3) (a) . Motion carried unanimously. County Attorney Randy Ludacer arrived and took his seat . There being no further business, the meeting was adjourned . * * * * *
