02/22/1990 Hearing Property Appraisal Adjustment Board Thursday, February 22, 1990 Key West A meeting of the Property Appraisal Adjustment Board convened at 9 : 00 a.m. on the above date in Courtroom B of the Courthouse Annex in Key West. Present and answering to roll call were Commissioner Frank Courtney, Commissioner Douglas Jones, Mayor John Stormont, and Chairperson Wilhelmina Harvey. Also present were Danny L. Kolhage, Clerk; Nancy Cohen, Deputy Clerk; Mary Greenwood, Assistant County Attorney; John Dent, Attorney for the Property Appraiser ; and Staff from the Property Appraiser ' s Office. Absent from the meeting was Commissioner Lee Ganim. Raymond Bishop, Special Master , was in the audience. • Motion was made by Mayor Stormont and seconded by Commissioner Courtney to continue Petition 011-Geraldine Green to later in the meeting inasmuch as neither Mrs. Greene nor an authorized representative were present. Motion carried unanimously. Danny Kolhage, Clerk, read into the record a letter received from Petitioner 21-Michael Burton withdrawing his Petition, as an agreement had been reached with the Property Appraiser ' s office . Motion was made by Mayor Stormont and seconded by Commissioner Jones to accept the withdrawal and agreed value. Motion carried unanimously. Petitioner 24-James Boyle addressed the Board. Motion was made by Mayor Stormont and seconded by Commissioner Jones to reduce the per foot price of land on this Petition from $5. 90 to $5. 40. Roll call vote was taken with the following results: Commissioner Courtney No Commissioner Jones Yes Mayor Stormont Yes Chairperson Harvey Yes Motion carried. The Board then continued discussion of Petition 24. Motion was made by Commissioner Jones and seconded by Mayor Stormont to reduce the assessment based on the difference of 102 square feet at $37. 93 for a total reduction of $3, 868. 86, and to incorporate Mr . Boyle ' s sur- vey into the record. Roll call vote was unanimous. Motion was made by Mayor Stormont and seconded by Commissioner Jones to accept the denial on Petition H-26, William White , as agreed by the Petitioner . Motion carried unanimously. Motion was made by Mayor Stormont and seconded by Commissioner Jones to let stand the denial of H-29, Robert and Lorraine Potter , per recommendation of the Property Appraiser ' s office, permitting adjustment if appropriate documentation is presented. Motion carried unanimously. Motion was made by Mayor Stormont and seconded by Commissioner Jones to accept representation of the Property Appraiser ' s Attorney, that Petitions 117 and 119-Ben Woodson • had been withdrawn and the final determination of the Property Appraiser stand. Motion carried unanimously. John Dent, Attorney for the Property Appraiser , advised the Board that an agreement had been reached with Truman Annex-Petitions 126, 128, 133, 139, 145 and 147. Motion was made by Mayor Stormont and seconded by Commissioner Courtney to accept representation made by the Property Appraiser ' s office that adjustments had been made in conformance to actual development plans. Motion carried unanimously. Edward Horan, Attorney for Petitioner Arthur Lujan- 169 , 170, 171 and 172, addressed the Board. After lengthy discussion of the quality grade used in making assessments, motion was made by Chairperson Harvey and seconded by Commissioner Jones to reduce the quality factor on Petition 172 from 19 to 17. Roll call vote was taken with the following results : Commissioner Jones Yes Mayor Stormont No Chairperson Harvey Yes Commissioner Courtney Abstained due to a conflict of interest Motion carried. Raymond Bishop, Special Master for the above mentioned Petitions discussed his findings with the Board. Motion was made by Mayor Stormont and seconded by Commissioner Jones to uphold the Special Master ' s decision on Petition 169 denying any reduction. Roll call vote was taken with the following results : Commissioner Jones Yes Mayor Stormont Yes Chairperson Harvey No Commissioner Courtney Abstained due to a conflict of interest Motion carried. Motion was made by Mayor Stormont and seconded by Commissioner Jones to accept the adjustment made by the Property Appraiser ' s office on Petition 170 from $169 , 685. 00 to $172. 00. Motion carried unanimously. Motion was made by Mayor Stormont and seconded by Commissioner Jones to uphold the Property Appraiser ' s eva- luation of $134, 498. 00 on Petition 171. Roll call vote was unanimous with Commissioner Courtney abstaining due to a conflict of interest. Petitioner 176, Charles Valois , addressed the Board. After a lengthy discussion of the Petitioner ' s property, the Board upheld the decision of the Special Master denying any reduction on this Petition. Roll call vote was unanimous. A letter from Petitioner 211-Alan Schmitt was read into the record by the Clerk. Motion was made by Commissioner Jones and seconded by Commissioner Courtney to accept the withdrawal of Petitioner 211 as an agreement had been reached with the Property Appraiser ' s office. Motion carried unaimously. The Board-.--then entered into a discussion of Petition 011-Geraldine Green, which had been deferred earlier in the meeting. Motion was made by Commissioner Jones and seconded by Commissioner Courtney to accept the recommendation of the Property Appraiser ' s office of no change in assessment. Motion was made by Commissioner Jones and seconded by Commissioner Courtney to approve the Certification of the Real and Personal Property Tax Roll as follows : Real Property $ 5, 123, 296, 965. 00 Personal Property $ 284, 869, 714. 00 Motion carried unanimously.
