09/28/1989 Organizational Meeting Organizational Meeting Property Appraisal Adjustment Board Thursday , September 28 , 1989 Key West The Organizational Meeting of the Monroe County Property Appraisal Adjustment Board convened at 11 : 00 a.m. on the above date in the Conference Room of the Property Appraiser ' s Office in Key West. Present and answering to roll call were Commissioners Wilhelmina Harvey and Douglas Jones , representing the Board of County Commissioners , and Frank Courtney , representing the School Board . Also present were Danny L. Kolhage , Clerk; Nancy Cohen , Deputy Clerk; Joe Kellinson , Assistant County Attorney; Ervin Higgs , Property Appraiser; and John Dent, Property Appraiser ' s Attorney. Motion was made by Commissioner Jones and seconded by Mr. Courtney to appoint Commissioner Harvey as Chairman of the Property Appraisal Adjustment Board . Motion carried unanimously. The Board selected Lee Ganim as Vice-Chairman by acclamation . Motion was made by Commissioner Harvey and seconded by Commissioner Jones to charge a petition filing fee of $15 . 00 per parcel with the understanding that a refund would be made if the petition was withdrawn prior to the date of scheduled hearing or if the petitioner ' s assessment was lowered by the Special Master . Motion carried unanimously. The Board discussed the number of petitions received and the applicants for Special Master . Motion was made by Commissioner Jones and seconded by Mr. Courtney to name the following Special Masters: Raymond Bishop Upper Keys Flo Chabin Middle Keys Jim Flenner Lower Keys Motion carried unanimously. The Clerk presented to the Board certain discrepan- cies with some of the petitions received. Motion was made by Commissioner Jones and seconded by Commissioner Harvey that final disposition of these petitions would rest upon decisions of the County Attorney ' s Office . Motion carried unanimously . LEE GANIM ARRIVED AT THE MEETING Ervin Higgs , Property Appraiser , discussed the time needed for hearings in each area. The Clerk advised the Board that hearings would begin as soon as possible after October 15th. There being no further business , the meeting was adjourned . •
