A meeting of the Property Appraisal Adjustment
Board convened at 8 : 30 a.m. on the above date in the
Commission Chambers, 310 Fleming Street, Key West. Present
and answering to roll call were Commissioner Ruth Alice
Campbell, Commissioner Geraldine Caron, Mayor Eugene Lytton,
Commissioner Michael Puto, and Chairman John Stormont. Also
present were Danny L. Kolhage, Clerk; Shelley Brown, Deputy
Clerk; Lucien Proby, County Attorney; Ervin Higgs, Property
Appraiser; and county staff from the Property Appraiser ' s
office.
Motion was made by Mayor Lytton and seconded by
Commissioner Campbell to approve the following correction:

Petition #015-1987 (Lot 22) was erroneously reflected as an
upheld assessment. The correct assessment should reflect
that there was an adjustment made by the Property
Appraiser ' s office. The new assessment is $12,078. Motion
carried unanimously.
The Board entered into a discussion regarding
Petition #115-1987 (Johnson) . Michael Halpern, attonrey
representing the Petitioner , addressed the Board. Motion
was made by Mayor Lytton and seconded by Commissioner Puto
to direct the County Attorney to employ an appraiser who is
familiar with the Land Use Plan as it relates to unimproved
property in Monroe County and to do an appraisal of the pro-
perty which is the subject of Petition #115-1987 . When the
appraisal has been completed, the Petitioner shall be
notified in writing of the date, time, and place of the
Board Hearing at which the appraisal will be considered by
the Board. Motion carried unanimously.
Danny Kolhage, Clerk , advised the Board he was in
receipt of the Special Masters' bills. Mr . Flenner ' s, in
the amount of $3 ,000; Mr . Milligan' s, in the amount of
$1,500; Mr . Tobin' s, in the amount of $3 ,750. Motion was
made by Commissioner Campbell and seconded by Commissioner
Puto to approve the Special Masters' bills. Motion carried
unanimously.
Danny Kolhage, Clerk , advised the Board he was in
receipt of invoices from The Key West Citizen and The
Keynoter regarding publication of the Special Master adver-
tisement. Motion was made by Mayor Lytton and seconded by
Commissioner Puto to approve these bills and to also pay The
Reporter ' s invoice when that is received. Motion carried
unanimously.
Shelley Brown, Deputy Clerk , advised the Board that
Petition #132-1987 (Humphrey' s) did not pay the required
filing tee. Motion was made by Chairman Stormont and
seconded by Commissioner Campbell to uphold the assessment
of the Property Appraiser . Motion carried unanimously.
There being no further business, the meeting was
adjourned.
