A meeting of the Property Appraisal Adjustment
Board convened at 9 : 00 a.m. on the above date in the
Commission Chambers, 310 Fleming Street, Key West. Present
and answering to roll call were Commissioner Ruth Alice
Campbell, Commissioner Geraldine Caron, Commissioner Michael
Puto and Chairman John Stormont. Absent from the meeting
was Mayor Eugene Lytton. Also present were Danny L.
Kolhage, Clerk; Shelley Brown, Deputy Clerk; Ervin Higgs,
Property Appraiser; Randy Ludacer , Assistant County
Attorney; and County Staff from the Property Appraiser ' s
office.
Motion was made by Commissioner Campbell and
seconded by Commissioner Caron to deny Petitions #044-1987
(Jemec) and #133-1987 (Fawley) due to the fact that they had
not paid their filing fee and was, therefore, invalid.
Motion carried unanimously.
The Board entered into a discussion regarding
Petition #135-1987 (Robbins) . This Petitioner did not pay
the required $15 filing fee but was adjusted by the Property
Appraiser ' s office and acknowledged by the Special Master .
Motion was made by Commissioner Puto and seconded by
Commissioner Campbell to uphold the Property Appraiser ' s
assessment on Petition #135-1987 (Robbins) . Motion carried
unanimously.
Chairman Stormont asked the Property Appraiser ' s
office if they wished to challenge any of the Special
Masters' findings. Mr . John Dent, attorney for the Property
Appraiser ' s office, indicated negatively.
At this time, the following Petitioners indicated
they wished to address the Board either for Homestead
Exemptions or Real Property Petitions:

Commissioner Stormont and seconded by Commissioner Puto to
approve. Motion carried unanimously.

Jack Pelzer , attorney representing The Pier House,
and Michael Halpern, co-counsel representing The Pier House,
addressed the Board. Mr . Pelzer requested a re-hearing at a
later date. Motion was made by Commissioner Campbell and
seconded by Commissioner Caron to uphold Special Master ' s
recommendation on Petition #034-1987 , #035-1987 , and
#036-1987 , and to uphold Property Appraiser ' s adjustment on
#037-1987 . Roll call vote was taken with the following
results:

Motion carried.
041-1987 KEY WEST TOWERS
Mike Halpern, attorney representing Petitioner ,
addressed the Board and indicated he did not wish to address
the Board.
042-1987 THE ISLANDER
Mr . John Samuels addressed the Board on behalf of
his grandfather , Leo Samuels, who was unable to attend. Mr .
Samuels read into the record a statement from Mr . Leo
Samuels, President of The Arlee Corporation d/b/a The
Islander on the Keys. Motion was made by Commissioner Caron
and seconded by Commissioner Campbell to uphold the Special
Master ' s recommendation. Motion carried unanimously.
060-1987 PERKINS
Mr. George Perkins addressed the Board. Motion was
made by Chairman Stormont and seconded by Commissioner
Campbell to uphold the Property Appraiser ' s recommendation.
Roll call vote was taken with the following results:

114-1987 CASA MAGNA INVESTMENTS , INC.
Mike Halpern, attorney representing Petitioner ,
addressed the Board. Motion was made by Commissioner Caron
and seconded by Chairman Stormont to uphold the Special
Master ' s recommendation. Motion carried unanimously.
115-1987 MARY LIN JOHNSON
Mike Halpern, attorney representing Petitioner ,
addressed the Board. Mr . John Dent, attorney representing
Property Appraiser ' s office, rebutted. Motion was made by

Commissioner Campbell and seconded by Commissioner Caron to
uphold the recommendation of the Special Master. Roll call
vote was taken with the following results:

Motion failed. Motion was then made by Chairman Stormont
and seconded by Commissioner Puto to adjust the assessment
by a 10 percent increase over last year ' s assessment. Roll
call vote was taken with the following results:

Chairman Stormont Yes
Motion failed. Chairman Stormont called a meeting for
Friday, December 18 at 8: 30 a.m. for the purpose of con-
tinuing this hearing so that a full board may be present to
consider this case. Mr . Halpern waived the requirement of
notice of hearing.
176-1987 SASSAMAN
Mr . Tom Sireci , attorney representing Petitioner ,
addressed the Board. Motion was made by Commissioner
Campbell and seconded by Commissioner Puto to uphold the
Property Appraiser ' s assessment. Motion carried unani-
mously.
107-1987 BAER
Mr . Mark Kelly, attorney representing Petitioner ,
addressed the Board. The Board would not allow Mr . Kelly to
present his case as he did not appear for the preliminary
hearing before the Special Master. Motion was made by
Commissioner Campbell and seconded by Chairman Stormont to
uphold the Property Appraiser ' s assessment. Motion carried
unanimously.
Motion was made by Chairman Stormont and seconded
by Commissioner Puto to approve the attached List
(Attachment 1) in either denying or approving homestead
exemptions, except for Petition #H46-1987 , which was heard
before the Board previously. Motion carried unanimously.
Motion was made by Chairman Stormont and seconded
by Commissioner Puto to approve the attached List
(Attachment 2) in either approving the Real Property Special
Master ' s recommendations or upholding the Property
Appraiser ' s assessments, except for those items previously
heard before the Board * 034-1987 , 035-1987 , 036-1987,
037-1987 (Pier House) , 042-1987 (Islander) , 041-1987 (Key
