01/05/1982 Hearing Property Appraisal Adjustment
Board Meeting
Wednesday , January 5 , 1982
10 : 00 A. M . , Key West
A meeting of the Property Appraisal Adjustment Board
convened on the above date . Present and answering to roll call
were Mayor Jerry Hernandez , Jr . , Mr . Johnny Walker , and Mr .
Robert Padron . Also present were Ralph W. White , Clerk ; Lucien
Proby , County Attorney; Ervin Higgs , Property Appraiser ; members
of the Press and Radio ; and general public .
Motion was made by Mayor Hernandez to elect Mr . Padron
as Vice Chairman . There was no objection from the Board .
The first petition heard by the Board was Petition
Number 001 -1982 , Lawrence Gomez . After discussion , motion was
made by Mayor Hernandez to give Mr . Gomez a reduction from
$84 , 939 to $75 , 000 . Motion failed for the lack of a second .
Motion was then made by Mr . Walker and seconded by Vice Chairman
Padron to accept the special masters recommendation under
Findings of Facts which was the method of assessment used by the
Property Appraiser was determined to be according to Law . No
evidence was presented to overcome these facts . Conclusions of
Law: The property was assessed in accordance with the guidelines
established by Florida Statutes . Roll call was taken with the
following results :

Mr . Padron Yes
Mr . Walker Yes
Motion carried .
Next was Petition No . 086 -1982 , Richard Hawkins . After
discussion , motion was made by Mr . Walker and seconded by Vice
Chairman Padron to accept the special masters recommendation .
Findings of Facts : The method of assessment used by the Property
Appraiser was determined to be in accordance with the Law. No
evidence was presented to overcome these facts . Conclusions of
Law: The property was assessed in accordance wtih the guidelines
established by Florida Statutes . Roll call was taken with the
following results :

Mr . Walker Yes
Vice Chairman Padron Yes
Motion carried .
Next was Petition No . 098-1982 , Mr . Norman Wood , repre -
senting Key West Resort Association Golf Course . After
discussion , motion was made by Mayor Hernandez and seconded by
Mr . Walker to accept the special masters recommendations .
Findings of Facts : The method of assessment used by the Property
Appraiser which was determined to be in error and that the price
paid for the property was the true value at this time .
Conclusions of Law: The property was improperly assessed and
that the guidelines established by Florida Statutes allow for a
reduction . Roll call taken with the following results :

Mr . Walker Yes
Vice Chairman Padron Yes
Motion carried unanimously .
There being no further business before the Board , the
meeting was adjourned .
