This Task Order amendment is entered into on the effective date noted above pursuant to the
"Master Agreement for Professional Services" between Monroe County, Florida ("Client") and
JACOBS PROJECT MANAGEMENT CO. ("Consultant"), dated February 15, 2017
("Agreement"). The Agreement is incorporated herein and forms an integral part of this Task
Order.

Chiller Replacement— Design
SCOPE OF WORK
Jacobs will provide HVAC and electrical engineering documents for the replacement of the
existing air cooled chillers.These improvements will be located at the Key West International
Airport in Key West, Florida. All design work shall be designed in accordance with the Florida
Building Code 2014.
The scope will be designed as Alteration Level 1 in accordance with Florida Building Code 503.1
as an equipment replacement. Florida Building Code 706.2 allows the replacement of equipment
to occur without complete evaluation of structural loads, but simply an evaluation of the dead
weight of the equipment. Performing this chiller replacement under this provision will allow the
project to be completely quickly and with less expense.
EXISTING CONDITIONS
The current air cooled chiller system is in very poor condition and in need of replacement. The
system has 4 refrigeration circuits with 3 compressors each. Currently 3 compressors have failed
with an additional 3 nearing failure. Chiller system piping and pumps are in good working
condition and do not need service or replacement at this time.
DESCRIPTION OF WORK
The design and bidding services will provide the following:
Article A—90%Design
The project will be designed in only two phases 90% and 100%. This will allow review from the
owner of design documents and incorporation of any comments provided during that review.
The specific tasks Jacobs will perform are as follows:
A meeting with Monroe County will be held to review the 90% Design documents and
generate comments towards the next design phase. The 90% design will include the
following drawings:
• Title Sheet
• An area location map and legal description of property.
• General Notes, abbreviation and code information.
• Roof plan drawn at an architectural scale that will allow the entire are of work to be
shown on one sheet, without break-lines and with notes and dimensions.

• Mechanical Engineering: Detail of HVAC system to communicate the design intent and
coordination with other disciplines.
• Electrical Engineering: Drawings for power associated with chiller replacement and
effect panel schedules, general legend and abbreviations.
Services for Article A will be provided under a lump sum basis.
Article B—100%Design
The specific tasks Jacobs will perform are as follows:
After written authorization to proceed and based on the approved 90% Design Phase we will
prepare the bid and construction documents for permit and construction of the building. We will
finalize the construction documents and incorporate final owner comments from the 90% review.
The construction documents will include signed and sealed mechanical (HVAC) and electrical
plans.
Documents shall include all content from the 90%design with the incorporation of final owner
review comments.
Services for Article B will be provided under a lump sum basis.
Article C—Bid Phase Services
Upon completion of the construction documents and at the request of the Airport, Jacobs will
prepare the project documents for bidding. Jacobs will perform bidding support services,the
following terms will apply:
• The County appoints Jacobs as its Agent, and Jacobs accepts such appointment to perform
bid/procurement services on its behalf in connection with the project.
• Such services shall be performed under County's direction and in accordance to such
forms, terms and conditions, or modifications or revisions to same as County may in its
sole discretion at any time instruct Jacobs to use. All services shall be carried out in
accordance with the procedures mutually agreed upon by County and Jacobs.
• Jacobs shall not have authority to accept or bind the County in any way to changes,
modifications, revisions, alterations, amendments, or supplemental, additional, or
different terms and conditions (hereinafter referred to as "deviations") which may be
submitted or requested by a vendor or contractor. Jacobs shall immediately submit any
deviations from the County's standard terms and conditions to the County for review by
the County's Purchasing Manager or their representative and such deviations shall not be
accepted by Jacobs unless Jacobs receives express written approval thereof from the
County's Project and/or Purchasing Manager or their representative.
• All documents issued by Jacobs hereunder shall be signed by Jacobs for the County if so
directed. The ownership and title of all items purchased hereunder shall pass directly
from the selling party to the County, and Jacobs shall at no time be a party to such

transaction other than as agent of the County. The County shall have the unilateral right
to have the commitment authority of Jacobs, its employee or this limited agency
authorization in its entirety revoked and cancelled at any time, with or without cause.
The County shall be obligated directly to the selling party for all payments for materials,
equipment, supplies and services procured hereunder.
• The County shall hold Jacobs and its employees harmless from any claims, suits or
liabilities arising out of any breach or other failure of performance by any contractor,
vendor or supplier under any contract or purchase order issued by Jacobs hereunder.
The following task will be performed as part of the bid phase services:
• Coordinate with the County Purchasing Department and the Airport to advertise for bids.
• Coordinate with the County to provide electronic copies of the bid documents to
prospective bidders
• Prepare for and attend a project pre-bid conference
• Prepare responses to address requests for information from prospective bidders
• Prepare and coordinate the issuing one(1)addendum with the County purchasing
department.
• Revise bid documents as necessary for the addendum
• Review bids for responsiveness
• Prepare a bid tabulation
• Make a recommendation for award based on review of the bid information submitted.
QUALIFICATIONS AND ASSUMPTIONS
For the purpose of providing a stipulated fee amount, this proposal has been based on the
following qualifications and assumptions:
• As-built documents will be provided by owner, including underground utilities.
• Permit issuance related work such as processing plans through City, County,
and/or State agencies, other than plan revisions requested by such agencies, are
not included.
• Government Agency cost for all building and engineering permit fees are not
included in this proposal.
• Construction Administration Services are not included.
• Life Cycle Cost Analysis is not included.
• The testing scope of services along with the construction testing is by others.
• Proposal is based on the existing electrical systems having adequate capacity to
properly serve the renovation and addition.No major modifications to the
existing electrical systems are included in this proposal.
• Municipal Agency and all associated permit fees are to be paid by the client.
Jacobs is not responsible for obtaining any permits. Permits are to be obtained by
the contractor. Jacobs will monitor the contractor's progress through the permit
process for the client and provide follow up periodically with the permitting
agency to verify the status,but it is ultimately the responsibility of the contractor
to obtain all permits.
• It is assumed that the existing utilities (with required capacity) are available
adjacent to the renovation and addition.

• Other services not described in the scope of work.
Items identified as not included or limited in the scope of services can be provided or
expanded upon as additional services under a separate agreement or supplemental to this
agreement.
REFERENCES
The client will need to provide the following documentation to Jacobs before commencing with
our scope of work.
• As-built documentation of the existing facility.

SCHEDULE
We anticipate completion of the deliverables in accordance with the following schedule:
