AGENDA ITEM WORDING: Presentation of a Mayor's Proclamation observing May 12-18,
2019 as National Prevention Week, an annual nationwide health observance dedicated to increasing
public awareness of, and action around, mental health and/or substance use disorders.
ITEM BACKGROUND: National Prevention Week is an annual nationwide health observance
created by the Substance Abuse and Mental Health Services Administration (SAMHSA), U. S.
Department of Health & Human Services, dedicated to increasing public awareness of, and action
around, mental health and/or substance use disorders. The three primary goals of National
Prevention Week are to:
• Involve communities in raising awareness about behavioral health issues and implementing
prevention strategies, and showcasing effectiveness of evidence-based prevention programs;
• Foster partnerships and collaboration with federal agencies and national organizations dedicated
to behavioral and public health; and
• Promote and disseminate quality behavioral health resources and publications.
Each year, National Prevention Week includes daily themes to focus on major substance use and
mental health topics. The 2019 daily themes are:
• Monday, May 13: Preventing Prescription and Opioid Drug Misuse
• Tuesday, May 14: Preventing Underage Drinking and Alcohol Misuse
• Wednesday, May 15: Preventing Illicit Drug Use and Youth Marijuana Use
• Thursday, May 16: Preventing Youth Tobacco Use
• Friday, May 17: Preventing Suicide
National Prevention Week (NPW) is held each year during the third week of May. Originally, the
Substance Abuse and Mental Health Services Administration (SAMHSA) chose this week because it
is near the start of summer, an important time for school, communities, and prevention professionals
to re-focus on prevention. Adolescents and full-time college students most often use substances for
the first time during June or July, according to SAMHSA's National Survey on Drug Use and Health

As national participation in NPW has increased over the years, the third week in May now serves as
a week-long observance created by SAMHSA to celebrate prevention efforts in organizations and
communities across the nation, and across all ages. We know communities make prevention happen
every day — not just during NPW — and NPW is the perfect time to promote and celebrate a year's
worth of prevention efforts, as well as get news, ideas, and resources to strengthen daily, weekly,
and monthly prevention activities.
Plus, the timing of National Prevention Week still provides a timely opportunity for schools and
organizations to host prevention-themed events and activities before the school year ends, raising
awareness about this important issue among students and their families. These are key periods of
social transitions, a risk factor for youth substance use, and an opportunity to develop or strengthen
the community, school, and family bonds that protect young people from substance use and

NATIONAL PREVENTION WEEK
Proclamation
WHEREAS, taking part in prevention-related activities and conversations helps
raise awareness of behavioral health issues and changes lives; and
WHEREAS, substance use and mental health problems affect all communities
nationwide and an estimated 28.6 million Americans age 12 or older are current
illicit drug users; and
WHEREAS, An estimated 15.1 million people ages 12 and older in America are
classified with an alcohol use disorder, and about 44.7 million adults have a
mental illness; and
WHEREAS, studies show one-third of high school students use or have tried
a.
nicotine and the rate of students using vape pens has skyrocketed;
WHEREAS, the Surgeon General has concluded that tobacco advertising greatly
contributes to youth tobacco use rates; and
WHEREAS, these and other behavioral health issues can improve through
education and prevention, leading to healthier lives for each of us today, and
stronger, happier communities tomorrow; and
WHEREAS, the theme "Action Today. Healthier Tomorrow" reminds us that
through commitment and support, behavioral health issues can be prevented;

WHEREAS, from May 12-18, Marathon High School will take part in a nationwide
effort to recognize the seriousness of behavioral health and the tireless efforts of
those working to make a difference, with a ceremony taking place May 12;
NOW, THEREFORE, 1, SYLVIA MURPHY do hereby proclaim May 12-18 as National
Prevention Week, and urge all of Monroe County citizens and students to engage
in activities to recognize the actions of families, communities, and coalitions
which make up the movement of prevention.
