ITEM BACKGROUND: The sanitation and wastewater phase of the Plantation Key Judicial Courthouse and Detention Facility project (Project) requires the decommissioning of the existing water treatment sanitation facilities. The Florida Keys Children's Shelter (Shelter) shares the same sanitation system that also services the Government Center. The Shelter is required to connect to the sanitation system. Several requests were made to the Shelter to connect to the new utilities. The Shelter did not connect and continues to delay the Project from progressing. Staff recommends that the BOCC approve Biltmore's proposal to handle the Shelter's connection to the sanitation system at a cost of $93,598.57, while still maintaining the approved wastewater GMP of $783,765.00 as approved in Amendment 41. FOR THE PLANTATION KEY JUDICIAL COURTHOUSE AND DETENTION FACILITY This Third Amendment to the Construction Management at Risk Contract between Monroe County, Florida ("Owner") and Biltmore Construction Co., Inc. The Florida Keys Children's Shelter a building ("Children's Shelter") utilizes and shares the sanitation system that also services the Plantation Key Government Center property. Many requests were made to the Children's Shelter E to have it connect to the new utilities and sanitation system being installed. The items included as General Requirements expenses are listed in the List of Itemized General Requirements in the GMP. The Construction Contractor acknowledges and agrees that any work which is to be charged against the contingency allowance that does not receive such prior written approval from the Owner shall be deemed to be part of Construction Contractor's basic Work compensated within the GMP and not chargeable against the Project Contingency Allowance.Unused contingency remaining at the end of the job will be credited from the GMP. Construction Contractor has no entitlement to any portion of any unused 0 contingency. Contractor shall prepare and submit to Owner a monthly report regarding contingency usage and consumption with supporting back up and documentation in a form acceptable to Owner. All contingency expenditures shall be subject to audit and review by Owner prior to issuing a progress or final payment. 2.7 The parties have agreed to establish allowances within the GMP for items and amounts identified in the GMP Proposal. Construction Contractor shall not proceed with any portion of the Work associated with the aforesaid allowance ("Allowance Work") without first obtaining Owner's express written authorization to proceed with said Allowance Work. Unused Allowance Amounts remaining at the end of the job will be credited from the GMP. Construction Contractor has no entitlement to any portion of any unused allowances. Allowances that are exceeded shall be adjusted via change order. 2.8 Construction Contractor recognizes that the Agreement may include work for trench excavation in excess of five feet deep. Surrounded by ocean water,sand, prevailing winds and unrelenting UV rays, Plantation Key Judicial Courthouse is located in one of the most corrosive environments in the country.Due to this environment 1 would anticipate even the most well maintain off-the-shelf units would corrode to the point of failure in one third to half of the expected life cycle of units in other parts of the country. For instance, even, Palm Beach County Municipal Facilities plan into their"life-cycle"budget the need to recoil air cooled units every 5—7 years and replacing this same equipment every 10-12 years. This includes air cooled units that are well 0 inland from the coast. Tavernier is a much more corrosive environment than Palm Beach county. Standard equipment simply is not designed or built to withstand the burden of this area. It is for this very reason that SEASONS 4 set out to address this very unique issue. Most manufacturers start with a standard off the shelf unit,selected from their catalog. They will have limited upgrades for corrosion prevention or added options to try and address the issue. Some manufacturers must send units to a"final finisher"or 3rd party to have these modifications made in an effort to achieve the needed protection.SEASONS 4 starts from a blank sheet of paper and designs custom built HVAC solutions to specifically meet their customer's needs.All of this is done in house at our facility. Currently we have over 50 specific options for Seacoast corrosion prevention. SEASONS 4 Extreme Seacoast options are a living list as it is constantly under evaluation as we receive feedback from the field. By approaching every job in this manner,SEASONS 4 0 ensures that every part was meant to work together and that the design is made using the most energy efficient approach possible. Seasons 4 has years of experience building Custom Built HVAC solutions and Package DX Units. E It is important to remember what manufacturers are up against when it comes to the harsh reality of seacoast environments. It is hard,even impossible,to stop all corrosion forever, but we can slow it down to the point we get life expectancies of equipment that make sense for our facilities and budgets. Seasons 4 does this by its attention to detail and interest in the small things that make your unit last in corrosive environments. Some years ago SEASONS 4 did a Government project that was approximately 2500 feet from the Atlantic Ocean. They produced a white paper that was used some years ago with the tagline"2,500 feet from the Atlantic Ocean and miles ahead of the competition". The tagline was clever,but the message was important. What separates SEASONS 4 Extreme Coastal units will be listed below but the comparison isn't fair. There is no comparable standard equipment manufacturer. SEASONS 4 is not trying to compete with or against Pagel of 7 Packet Pg. 1195 C.34.b Standard cataloged equipment. The same can be said for those manufacturers,they simply do not build they same type of equipment as SEASONS 4. Standard manufacturers do offer some options as previously stated,some of which are very good options,but comparing the two types of units would be unfair to both companies. SEASONS 4 is not adding to or coating over standard construction for extreme coastal environments. Seasons for is replacing standard metals, materials,and components to build an Extreme Seacoast unit. One final example before we look at a few of the options that make the Seasons 4 units what they are. Seasons 4 has obtained a Miami Dade County NOA certification for Category 5 Hurricane wind loads,with an all-aluminum unit. The equipment for this job has an air-cooled condensing section which prevents the NOA label being applicable to this unit, but the construction of this unit is built to that same standard.This shows that the SEASONS 4 equipment is not only addressing the corrosive properties of seacoast projects but the wind loads. This is the quality of equipment these types of projects require and is not something you 06 will find in standard units. Condenser Section: - '` Aluminum is an excellent and durable construction material for marine and coastal M �f►� ��• applications as long as care is taken to avoid dissimilar metal to metal contact that leads to galvanic corrosion.Heavy gauge aluminum treadplate condenser floors are a 0 ' ^ great way to slow and control corrosion.A -_ =- layer of aluminum oxide or"white fluff'will form naturally in just a few months of g, — exposure,but this film actually protects the inner metal and doesn't allow the corrosion to go deeper.This is why we call out for E thicker gauges of aluminum over our ' already aluminum floored condenser sections for extreme coastal applications. �a Seasons 4 has used Luvata Electrofin coating for over 10 years and considers it the best when it comes to coil coatings and a more economical alternative to using copper/copper coils. In addition to coating the coils,we still recommend using a stainless steel casing.Some might consider this a"belt and suspenders"approach,but o corrosion can form at every attachment point where the coating is penetrated.The stainless steel casing offers an additional level of protection at minimal cost. This is not a standard unit and it is not the"cheapest"upfront option, but it most likely is the right solution and the lowest life-cycle cost of any unit in the industry. Extreme coastal environments are harsh, unforgiving and unrelenting. Protecting equipment in these environments is not easy. Therefore,VERY few manufacturers take on this daunting task. SEASONS 4 is a manufacturer that is unnerved by this challenge and this is the very reason customers with many South Florida units or locations continue to come back to SEASONS 4.
