AGENDA ITEM WORDING: Approval to cease negotiations with Wood Environment &
Infrastructure Solutions (Wood) for design of the Harry Harris Park Repair, end the Request for
Qualifications (RFQ) negotiations, and instead utilize a professional architect/engineer on a
continuing contract basis due to a reduction in the scope of work needed for repairs and the
Department's inability to timely enter into an acceptable agreement with Wood.
ITEM BACKGROUND: Harry Harris Park was severely damaged during Hurricane Irma. In
August 2018, Project Management issued a RFQ to acquire the services of an Architectural and
Engineering firm to handle the significant amount of design and engineering work that appeared to
be needed to rebuild and repair the Park. Eventually, Wood was the highest ranked respondent to the
RFQ. Subsequent to publication of the RFQ and during the contract negotiation phase with Wood,
Monroe County Public Works completed many repairs to the Park. Due to a large reduction in the
scope of work needed for repairs of the Park and Project Management's inability to enter into an
acceptable agreement with Wood, Project Management can now utilize the professional services of
its Architectural and Engineering continuing services contracts. The repairs remaining at the Park are
now just coastal repairs at Wilkinson's Point and the Swim Jetty.
PREVIOUS RELEVANT BOCC ACTION:
6/20/18 — BOCC approved advertisement of solicitations and proposals needed for repairs, work, or
services to repair County facilities damaged by Hurricane Irma and authorization to proceed with
such repairs, work, and services. 12/19/18 — BOCC approved to negotiate a Professional Design
Services Contact with Wood, the highest ranked respondent, for the Park repairs. If negotiations are
not successful, approval to negotiate with the next ranked respondent in the ranked order.
