AGENDA ITEM WORDING: Approval of a resolution providing support for the National Park
Service, Division of Historic Resources (DHR) for the submission of a grant application for
supplementary funding of design and repair of two Pigeon Key buildings damaged by hurricane
Irma. Grant application will be for $500,000 with no County match required.
ITEM BACKGROUND: The National Park Service grant program (via DHR processes) is
providing grant funding for national-registered historic buildings needing repair from Hurricane
Irma. Two buildings at Pigeon Key were moved off their foundations. Project Management
proposes submitting a DHR grant application for a project to construct new foundations, repair and
restore the structures, and move the structures to their new foundations.
The National Parks grant provides an opportunity to submit applications for a grant that could
provide the County with supplementary funding for the design and implementation of building
restoration for the Commissary and Honeymoon Cottage buildings at Pigeon Key. Monroe County
would not be required to provide any matching funds for this project. The proposed Resolution is
attached for approval.
PREVIOUS RELEVANT BOCC ACTION: 2/20/2019 — BOCC approved a Task Order with
Bender & Associates for the design of the hurricane repairs to the Commissary Building and
Honeymoon Cottage and also updating of the Historic Structures Report.

WHEREAS, Monroe County's Pigeon Key historic district is a National Register-listed
property of extreme historical significance nationally, statewide, and in the Florida Keys; and

WHEREAS, the National Park Service (NPS) has established an application submission
cycle for a Special Subgrant, giving grants to repair historic buildings damaged by Hurricane Irma;
and

WHEREAS, the NPS application submission will be appropriated through the Florida
State Legislature as a State Division of Historical Resources (DHR) grant for a brief period of
time, from approximately May 1, 2019 through June 15, 2019, and is to provide funding to assist

major local, regional, and statewide efforts to repair damages due to Hurricane Irma; and
WHEREAS,the grant will be applied through and managed by the State as a DHR Special
Category Grant and will receive funding without a matching fund requirement; and
WHEREAS, Monroe County is able to serve as a local sponsor and has the ability to
provide the local project the support necessary to implement the DHR projects in which the County 0
elects to participate; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY AS FOLLOWS: U)
Section 1: Recitals. The recitations set forth above are hereby incorporated by a.
reference herein.
Section 2: The Board of County Commissioners of Monroe County ("BOCC") z
supports the State Division of Historical Resources (DHR), for which funding is requested from
the State of Florida, subject to the County's regulatory authority and Code of Ordinances for the
Monroe County Pigeon Key building foundational structure repairs project. 0
Section 3: The DHR funding is requested for repair of the Commissary and
Honeymoon Cottage buildings at Pigeon Key.

Section 4: The BOCC affirms its ability to serve as local sponsor to implement this

Section 5: Effective Date. This Resolution shall become effective upon adoption.
