Wednesday, May 8, 2019
Key West, Florida
A special budget meeting of the Monroe County Board of County Commissioners
convened at 10:00 a.m. at the Harvey Government Center. Present and answering to roll call
were Commissioner Heather Carruthers, Commissioner Michelle Coldiron, Commissioner
Danny Kolhage, Commissioner David Rice and Mayor Sylvia Murphy. Also present at the
meeting were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Kevin
Madok, Clerk of Court; Pamela Hancock, Deputy Clerk; county staff, members of the press and
radio; and the general public.
ADDITIONS, CORRECTIONS & DELETIONS
A Motion was made by Commissioner Rice and seconded by Commissioner Coldiron
granting approval of the Additions, Corrections and Deletions to the agenda. Motion carried
unanimously.
BUDGET & FINANCE
B1 Tina Boan, Sr. Director of Budget & Finance, addressed the Board concerning approval
to advertise a Request for Proposals for FEMA Consulting Services. After discussion, motion
was made by Commissioner Rice and seconded by Commissioner Coldiron granting approval of
the item. Motion carried unanimously.
HURRICANE IRMA RECOVERY
C1 Motion was made by Commissioner Rice and seconded by Commissioner Kolhage
granting approval and authorizing execution of Amendment No. 1 to the $1.5 million
Stewardship Grant LP44073 from the Department of Environmental Protection to authorize
$42,265.44 of remaining funds towards marine debris clearing of canals. Motion carried
unanimously.
C2 Rhonda Haag, Director Sustainability &Projects, addressed the Board concerning
approval to enter into a Contract with Wood Environmental & Infrastructure Solutions, Inc. for
an amount not to exceed $42,465.66 for monitoring services for Hurricane Irma marine debris
removal from plugged canals and potentially non-plugged canals in unincorporated Monroe
County, funded by grant funds from the Florida Department of Environmental Protection and
authorizing execution of the contract by the County Administrator. After discussion, motion was
made by Commissioner Carruthers and seconded by Commissioner Coldiron granting approval
of the item. Roll call vote was taken with the following results:

Commissioner Rice Yes
Mayor Murphy Yes
Motion carried.
C3 Motion was made by Commissioner Coldiron and seconded by Commissioner Carruthers
granting approval and authorizing execution of a Contract with Adventure Environmental, Inc.
the top ranked vendor for marine debris removal services for plugged and non-plugged canals in
an amount of$200,000.00; funded by grants LP44073, LP44074 and SDO05 from the Florida
Department of Environmental Protection. Motion carried unanimously.
SOCIAL SERVICES
D1 Motion was made by Commissioner Carruthers and seconded by Commissioner Coldiron
granting approval and authorizing execution of a Mortgage Subordination Agreement between
the Monroe County State Housing Initiative Partnership Program and the US Department of
Housing and Urban Development in favor of A.H. of Monroe County, Inc., d/b/a Aids Help, Inc.,
in the amount of$200,000.00 for the rental rehabilitation of the property known as Seebol Place,
711 Catherine Street, Key West, Florida 33040. Motion carried unanimously.
COUNTY ATTORNEY
F1 Cynthia Hall, Assistant County Attorney, addressed the Board concerning approval of the
Healthcare Services Agreement with Fishermen's Health, Inc. for the use of ad valorem taxes
levied through the Middle Keys Health Care Municipal Service Taxing Unit; and approval of
Business Associate Agreement with Fishermen's Health, Inc. The following individuals
addressed the Board: Steven Cook, representing City of Marathon; and Kevin Madok, Clerk of
Court. After discussion, motion was made by Commissioner Rice and seconded by
Commissioner Coldiron granting approval of the item. Roll call vote carried unanimously.
BUDGET PRESENTATION & DISCUSSION
G1 Ms. Boan gave a Power Point Presentation on the discussion and direction of the Fiscal
Year 2020 Preliminary Budget. Roman Gastesi, County Administrator; Bryan Cook, Director
Employee Services; James Callahan, Fire Chief, Mr. Madok, Bob Shillinger, County Attorney;
and Kevin Wilson, Assistant County Administrator, addressed the Board. The following
individual addressed the Board: Dotti Moses, representing Island of Key Largo Federation of
Homeowner's Association. The Board took no official action.

El The following individuals addressed the Board concerning KOTS update, discussion and
direction: Bart Smith, representing Sunset Marina; and Christina Ramirez-Platt. Mr. Gastesi and
Mr. Shillinger addressed the Board. The Board took no official action.
There being no further business, the meeting of the Board of County Commissioners was
adjourned.
