ITEM BACKGROUND: At the October 16, 2013 BOCC meeting, commissioners raised the question as to why a canal wasn't selected that offered only a weed gate and no other combined technology. At the Canal Advisory Subcommittee meeting held on October 18, 2013, the issue was presented for discussion. The Advisory Committee agreed that a demonstration project with only a weed gate would assist in eva➢uating the effectiveness and cost of this technology. The second ranked canal under the "Weed Barrier" technology category, #288 on Big Pine Key, was selected and the Advisory Committee voted to recommend that this project be included as an additional demonstration project in order to gain information on the potential benefits of a Weed Barrier. PREVIOUS RELEVANT BOCC ACTION: 03/21/12: Approval of a Grant Agreement from FDEP to fund Phase I of the Canal Management Master Plan (CMMP)and also authorized execution of a task order with AMEC under the on-call professional engineering services contract to develop the Phase I CMMP. 06/20/12: Approval of a grant application submitted to EPA requesting $100,000 for Phase 2 of the CMMP and specified a$10,000 match of in-kind services. 09/19/12: Approval of a$100,000 grant agreement from EPA that funded Phase 2 of the CMMP. 11/20/12: Approval of a Task Order with AMEC Environmental & Infrastructure, Inc. under the on-call professional engineering services contract to develop Phase 2 of the CMMP. 05/20/13: Approval of FDEP Grant 50640 providing $100,000 to perform bathymetric surveys and also approved a$100,000 Task Order with AMEC to perform the bathymetric work. 03/20/13: Approval of$5 million for the canal restoration demonstration projects. 05/15/1.3: Approval of a $37,725 contract with AMEC to select the demonstration projects, as a result of a request for quotes. 08/21/13: Approval of the selection process for the top 15 canals. 09/17/13: Approval of a time extension to the AMEC contract for selection of the demo projects. 10/16/13: Approval of the top 15 canals, selection of 6 canals for the demonstration projects, and a 90 day limitation on the homeowner approval period. WHEREAS, Monroe County, Florida, encompasses the uniquely beautiful natural environment of the Florida Keys; and WHEREAS, the Monroe County Board of Commissioners (BOCC) is dedicated to preservation of the built and natural environment; and WHEREAS, the purpose of the FKNMS WQPP Canal Restoration Advisory Subcommittee is to advise on canal restoration technologies and policies needed to address water quality issues in canals; and WHEREAS, the Subcommittee has recommended criteria for selection of the demonstration projects based on scientific criteria; and WHEREAS, the Subcommittee and Monroe County BOCC has approved the top fifteen (15) canals categorized by technology group and in rank order in each group; and WHEREAS, the Subcommittee and Monroe County BOCC have previously approved six (6) canal demonstration projects; and WHEREAS, a seventh demonstration projects is recommended so that the potential benefits of a weed barrier can be tested. NOW, THEREFORE,BE IT RESOLVED BY THE MONROE COUNTY BOCC. Section 1. The FKNMS WQPP Canal Restoration Advisory Subcommittee recommends that the BOCC add a seventh demonstration project,#288 Hollerich Subdivision on Big Pine Key, as a weed barrier installation. Such project will evaluate the benefits of solely the installation of a weed barrier. A combination of technologies will not be used on this canal. Therefore, the seven demonstration projects include 5 projects that test the effectiveness of a sole technology. Section 2. Approval is authorized to move to the next ranked canal under this category if homeowner approval cannot be obtained within 90 days. Section S. This Resolution was passed by the Monroe County board of County Commission at a meeting on the I 11h day of December, 2013. Pagel Section 6. EFFECTIVE DATE.
