Dear Mr. Strickland,
A public bid opening was held on January 9, 2019 for the above subject project. From the submitted rya
proposals Jacobs has compiled the unit prices and bid amounts in the attached Bid Tabulation Matrix.
After our review it is our opinion that the unit prices appear to be fair and reasonable.
U)
From the values represented in the attached bid tabulation the following is a summary of the bid results. r-
as
Proposer Bid Amount 22
Hughey &Phillips $71,742.00
Marathon Electric Sign &Light, Inc. $66,557.40
as
Precision Approach, LLC $71,132.00
Engineer's Estimate $88,300.00 E
Marathon Electric Sign&Light, Inc.included the additional parts requested in the procurement package
as a separate line item instead of including it in their pay items. Marathon Electric Sign &Light, Inc.
remains the low bidder. ca
Based on our review of the bid prices and contingent upon Monroe County's legal review of the a
proposer bid documents and funding availability, Jacobs recommends award to Marathon Electric Sign r-
&Light, LLC. If you have any questions or require any additional information, please do not hesitate to 0
contact us.
Sincerely,
Lasa F. Ennis,P.E.

2.1 Is Bid Item 95 a duplicate of Bid Item 91 (Bid Form,pg 3, Bid Proposal/Forms)?
Answer:Please see Attachment No. I in this Addendum for the corrected Bid Form.
2.2 Will the transformers in the ground for each light be replaced as well as the fixture?
Answer: The Contractor shall provide the transformers, signs, and all miscellaneous items. ca

Answer: The MTH Illuminated Airfield Signs package is only for the procurement and delivery
of the signs. All installation will be completed by the Airport.
2.4 Are base cans needed?
as
Answer:Base cans will not be required.
2.5 Do you want the legend for sign 912 to be two lines on one side? If with a legend height not
exceeding 7"the sign legend would only require a 1-module sign. However, the message:
<-INTL->with FAA size 2 legend height of 15 inches will fit on a 3-module sign.
Answer: The legend for Sign 912 will be a single line on a Size 2, 3-module sign. The sign will
be double sided.

2.6 Spare parts are listed as one each per sign. That would be 28 each of the four items listed (LED
Lamp, LED Controller, CCFL Low Pass Filter, Medium Screw Socket). I would like to ask you
to reconsider. For example, 28 spare controllers will cost approximately $14,000; 28 CCFL
Low Pass Filters will cost approximately $4340. With the 24-hour replacement program
specified we usually recommend no more than one spare LED Controller and one spare Low
Pass Filter. I also would recommend 10% spare LED Lamps (they have a 25,000 hour life) and
10% Medium Screw Sockets. g'
06
Answer: The Contractor shall supply only 10%of the spare parts for the Illuminated Airfield
Signs. t%s
a
2.7 Upon looking at the scope of work for the above project I find no reference to removal of
existing directions signage or installation. Will this be a part of the scope of work? If so are the W
existing directional signage pads/foundations to be re-utilized? 0
Answer: The MTH Illuminated Airfield Signs package is only for the procurement and delivery
of the signs. All removal and installation will be completed by the Airport.

2. Questions
2.1 I downloaded addendum 1 this morning and noted that this RFQ is for materials only and not
installation(question 2.3 answer). This effectively removes all bidders except for Lumacurve if
it is procurement only. However in Section Three, 1. A. the following specification: "The
Contractor shall also unload all of the equipment at a location determined by the Airport." Since
we do not employ any one in Florida this would bring contractors back into the mix as we would
not send someone down to unload a truck and store materials. So what I am trying to ascertain is 0
whether or not more than one bid is required for the RFQ, and if we are bidding others. It makes 06
no difference to me one way or the other, I just want to be certain we are doing this by the book.
