APRON EXPANSIONS ENVIRONMENTAL ASSESSMENT
PHASE 1 SCOPE OF SERVICES
This scope of work outlines the tasks Jacobs and the Ricondo&Associates, Inc.(Ricondo)Team propose to perform
to initiate preparation of an Environmental Assessment (EA) for the following proposed project elements at Key
West International Airport(the Airport or EYW):
extension of Taxiway A approximately 270 feet to the west
c expansion of the existing commercial apron
L1 expansion of the existing general aviation (GA) apron
• removal of the existing non-licensed vehicle road (NLVR) connecting to the GA apron
o construction of a new NLVR road connecting to the GA apron
o new section of the Aircraft Operations Area (AOA)fence on the north side of Runway 9-27
This Phase 1 scope of services focuses on early critical path items needed to meet the EA processing schedule
desired by Monroe County Key West International Airport staff (EYW staff). This scope assumes that remaining
elements of the full EA scope of services would be authorized by July 1, 2019, as a Phase 2 scope of services;thus,
tasks included in this scope are those that need to be initiated prior to July 1, 2019, to maintain the overall EA
schedule. All tasks identified in the full EA scope of services (March 2019) are included in this Phase 1 scope of
services for consistency, but the effort descriptions only define the work efforts associated with critical path items.
If a task does not include a critical path item,this scope indicates that the task is not included.
TASK 1. PRELIMINARY DESIGN
This task is not included in the Phase 1 scope of services.
TASK 2. AGENCY AND PUBLIC SCOPING
TASK 2.1 PUBLIC AND AGENCY SCOPING MEETINGS
Ricondo will prepare for the public and agency scoping meetings by: (1) drafting a letter for appropriate federal,
state, and local agencies to introduce the project, preliminary purpose and need, the Proposed Action, and
alternatives considered and (2) drafting a Notice of Scoping for publication in up to two local newspapers
announcing the date, time, location, and purpose of the public scoping meeting. This scope includes drafting the
letter and notice, compiling the list of agencies to be included in scoping,and coordinating review of the letter and
notice with Monroe County and FAA.
Distribution of the agency scoping letter and publication of the Notice of Scoping is not included in this scope of
work. The public scoping period, including public and agency scoping meetings, would be initiated through
authorization of the Phase 2 scope of services.

TASK 2.2 SCOPING REPORT
This task is not included in the Phase 1 scope of services.
Deliverables:
• Scoping letter
o Notice of Scoping meetings
Assumptions:
a Site reconnaissance by 1 staff member (Birkitt team member) in preparation for the scoping meeting and
biological resources/wetland field work. Ricondo team member will also attend site reconnaissance visit, but
effort is not covered by this scope of work.
• Location of agency and public scoping meetings to be confirmed as part of this task: the agency scoping
meeting will be held at Airport offices,and the location of the public scoping meeting(to be held in an accessible
location)will be confirmed as part of this task.
TASK 3. PURPOSE AND NEED
•
Ricondo will prepare a preliminary Purpose and Need EA chapter.The preliminary Purpose and Need chapter will
be submitted electronically to EYW staff for review and comment. Revisions and coordination of additional reviews
(including FAA)would be conducted under the Phase 2 scope of services.

TASK 4. ALTERNATIVES ANALYSIS
Ricondo will initiate the alternatives analysis, to support development of the agency scoping letter and Notice of
Scoping, by identifying the range of potential alternatives. Further development of the analysis and documentation,
including EYW staff and FAA reviews,would be conducted under the Phase 2 scope of services. — —

TASK 5. AFFECTED ENVIRONMENT
TASK 5.1 DESCRIPTION AND IDENTIFICATION OF STUDY AREA
Ricondo will identify the preliminary study area for the EA based on the potential effects of the Proposed Action
and reasonable alternatives. A brief description of the study area along with an exhibit depicting the geographic
limits of the study area will be prepared.
TASK 5.2 AFFECTED ENVIRONMENT CHAPTER
Ricondo will initiate preparation of the affected environment chapter of the EA, primarily supporting initiation of
critical path evaluations (i.e., the biological and wetlands assessments).

5.2.1 BIOLOGICAL ASSESSMENT
Birkitt will initiate preparation of the Biological Assessment(BA), defined in the full EA scope of work(March 2019).
Effort included in this initial scope includes background research and documentation to support an onsite visit to
conduct a general protected species survey within the area of direct impact.The onsite visit and field work, however,
would be conducted as part of the Phase 2 scope of services.
5.2.2 WETLANDS ASSESSMENT
Birkitt will initiate preparation of the wetlands assessment, defined in the full EA scope of work (March 2019). A
general description of the surface water habitat and wetlands that exist within the general study area will be
prepared based on a literature review and existing mapping.Effort included in this initial scope includes background
research and documentation to support an onsite visit to conduct a habitat assessment of the uplands and wetlands
within the area of direct impact. The onsite visit would be conducted with authorization of the Phase 2 scope of
services.
5.2.3 CULTURAL RESOURCES ASSESSMENT SURVEY
This task is not included in the Phase 1 scope of services.
