There is a five-minute time limit on presentations to the Board. t I 1. Call to Order and Pledge of Allegiance , Commissioner Neugent called the meeting to order at 10:07 a.m. and lead the Pledge of r Allegiance. The following were present: County Commissioner George Neugent, County Commissioner Danny Kolhage, School Board Member John Dick, School Board Citizen Member James Leonard, Clerk of Court Kevin Madok, Deputy Clerk Pam Hancock, VAB Counsel Jennifer Sanchez, VAB Clerk Sally Abrams, Property Appraiser Scott Russell, PA Counsel John Dent, and PA Supervisors DeeDee Harnish and Mike Russo. 2. Election of Chair and Vice Chair—Danny Kolhage motioned and James Leonard seconded to appoint George Neugent as Chairman. Motion passed unanimously.John Dick motioned and George Neugent seconded to appoint Danny Kolhage as Vice- Chairman. Motion passed unanimously. George Neugent announced that today's VAB meeting would be his last VAB meeting , and therefore, Danny Kolhage would become the next Chairman and a Vice-Chair should be appointed after the seating of the next county commissioner. • (Chair must be a County Commissioner, F.S 194.015) • 4. Acknowledge Jennifer G. Sanchez, Esq.,to continue as Private Board Legal Counsel for the 2018 Value Adjustment Board, contract term expires September 30, 2019. (see s. 194.015, F.S.). Danny Kolhage motioned and James Leonard seconded to accept VAB Counsel Jennifer Sanchez. Motion passed unanimously. S � 5. Approval to Adopt Resolution No. 001-2018 Authorizing a Filing Fee for Certain Petitions Filed with the Value Adjustment Board Pursuant to Fla. Stat. sec. 194.013. John Dick motioned and James Leonard seconded to approve Resolution No. 001-2018. Motion passed unanimously. 6. Selection and Appointment of Special Magistrates for the 2018 Value Adjustment Board. Upon the recommendation of VAB Counsel Jennifer Sanchez,John Dick motioned and Danny Kolhage seconded to accept her recommendations as follows: • Exemption and Classifications—David Van Loon, Esquire Motion passed unanimously Upon the recommendation of VAB Counsel Jennifer Sanchez, Danny Kolhage motioned and James Leonard seconded to accept her recommendations as follows: • Valuation—Residential and Commercial—Kevin Talbott and Steven Nystrom • Tangible Personal Property—Steven Nystrom Motion passed unanimously Organizational Meeting September 28,2018 2 of 5 v 7. The Board Clerk read the List of 2018 VAB Reference Materials listed below which is available to the Public, Special Magistrates and Board Members: - No action was required. 1 • DOR Uniform Policies and Procedures Manual • Rule Chapters 12D-9 and 12D-10, Florida Administrative Code • Rules 12D-51.001, 51.002, 51.003, Florida Administrative Code • Florida Statute Chapters 192 thru 195 { • Florida's Government in the Sunshine Laws and Manual I 1 • Florida Department of Revenue Property Tax Oversight Program &VAB Information • Review 2018 Legislative Changes (Board Counsel) — VAB Counsel Jennifer Sanchez briefed the Board on Rule Number 12DER18-05 — Forms for 1 Abatement of Taxes for Homestead Residential Improvements Damaged or Destroyed by Hurricanes Hermine, Matthew or Irma. a 8. Approval of Administrative Actions: . Danny Kolhage motioned and John Dick seconded to • Authorize Board Counsel to review and make good cause determinations of late-filed petitions for tax appeal year 2018, pursuant to Rule 12D.9-015; ratifying such good cause determinations, if any, made to date. IMotion passed unanimously. 1 i Danny Kolhage motioned and John Dick seconded to • Direct Board Clerk to interpret "filed" as when the petition is received by the Clerk, and not to base a timely filing on the postmark. Motion passed unanimously. I Danny Kolhage motioned and James Leonard seconded to 1 I • Authorize Board Clerk, or her designee, to re-schedule hearings requested 1 by petitioners or Property Appraiser for a single time good cause. F.S I 194.032 (2)(a). VAB Counsel Jennifer Sanchez recommended that the VAB Counsel be the Clerk's designee. Motion passed unanimously. 9. Approval of 2017 VAB Final Meeting Minutes of June 25, 2018. John Dick motioned and James Leonard seconded approval. Motion passed unanimously. 1 10. Approval to Adopt Local Rules of the Board (Board Counsel). Danny Kolhage motioned and James Leonard seconded to adopt the three Local Rules below. • No telephone hearings during the 2018 tax appeal year. • No de novo hearings or appeals at the Final Meeting of the Board. • Confirmation of denial of all petitions without further hearing where petitioner has not made partial payment of property taxes by deadline, pursuant to Fla. Stat. sec. 194.014. Motion passed unanimously. 11. Number of 2018 Petitions Filed:The Clerk read into the record the following count: • Exemption and Classification Petitions: 10 • Valuation Petitions: 320 • Tangible Personal Property Petitions: 25 • Late-Filed Petitions (to date): 3 the current count was about 7. c� Pi 12. Approval of Initial Certification of the 2018 Unadjusted Tax Rolls Pursuant to Fla. Stat. sec. 193.122. Danny Kolhage motioned and James Leonard seconded approval. Motion passed unanimously.
