ENVIRONMENTAL ASSESSMENT
SCOPE OF SERVICES
This scope of work outlines the tasks Jacobs and the Ricondo&Associates,Inc.(Ricondo)Team propose to perform . .
for the preparation of an Environmental Assessment (EA)for the following,proposed project elements at Key West
International Airport(the Airport or EYW):
® extension of Taxiway A 264 feet to the west
ti expansion of the existing commercial apron
n expansion of the existing general aviation (GA) apron
removal of the existing non-licensed vehicle road (NLVR) connecting to the GA apron
51 construction of a new NLVR road connecting to the GA apron
ea new section of the Aircraft Operations Area (AOA)fence on the north side of Runway 9-27
Taxiway A would be extended to the west to provide access to the usable runway pavement end. Because Taxiway
A intersects at the runway threshold not at the end of the displaced threshold, a back taxi is required to utilize the
full length of the existing runway. A full-length parallel taxiway would provide additional takeoff runway length
without back taxiing and increasing both operational efficiencies and safety.
EYW commercial traffic continues to grow and expanding the commercial terminal -apron is necessary to
accommodate additional aircraft parking during_peak periods and during irregular operations. The expansion of
the commercial apron is key in the future growth at EYW.
The GA apron expansion would include an additional 40,000 square yards of parking apron and up to two connector
taxiways to Taxiway A,the removal of the existing NLVR, and the construction of a new NLVR to the extended apron.
The GA apron area would be constructed to FAA design standards, and include access,shoulders,signage, marking,
and lighting,as required to park,fuel, and tie-down transient and based aircraft.
A new section of AOA fence would be installed on the north side of the runway. The fencing could be a buoy system
across the water with support posts in the upland area.The surrounding water is used for recreational canoeing and
kayaking. The fencing is needed to prevent unauthorized access to the airfield.
This Scope of Services is divided into two parts. Part I consists of the preliminary design and scoping tasks.and Part
II is the remainder of the EA. The Ricondo Team requests the opportunity to revisit the scope for Part II after the
scoping task is complete to make updates, if any are needed,to reflect unanticipated or major issues that emerged
out of scoping that are not currently accounted for in this scope and fee.
The EA shall conform to and be processed in a manner consistent with applicable federal,regional,and local statutes,
regulations, and guidelines. The final product shall conform to the National Environmental Policy Act (NEPA) (42
U.S.C. 4321 et seq.), Council on Environmental Quality (CEQ) regulations (40 C.F.R. Parts 1500-1508), applicable
Department of Transportation (DOT) Orders, and FAA Orders 1050.1F, Environmental Impacts: Policies and

Procedures and 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions.
Personnel assigned to this project will possess a thorough working knowledge of these documents.
The EA will document the purpose :and need, proposed action, alternatives,..affected environment, and
environmental consequences of the proposed project,focusing efforts only on those environmental resources where
potential environmental effects will be anticipated. Environmental resources that will not be affected or are not_
present within or near the project site will be briefly identified as not being present or affected by the proposed
project or alternatives.
During preparation of the EA, issues may arise that will necessitate modification of this scope of work and the
associated budget. If such changes are required, changes to this scope of work will be coordinated with and
approved by Airport staff. While this scope of work identifies all items believed necessary for completion of the EA,
additional work items may arise from comments submitted during agency coordination and agency and public
review periods associated with the Draft EA. The following sections provide descriptions of the various tasks to be
performed.
PARTI
TASK 1. PRELIMINARY DESIGN
TASK 1.1 DATA .COLLECTION
As part of the data collection task,Jacobs will:
sa utilize as-built data and survey information from past projects to the greatest extent possible to support
preliminary design efforts to accurately depict the areas of impact. Additional survey will be acquired if:
necessary.
o investigate options of the type of fence to be installed on the north side of Runway 9-27.
• Coordinate with survey subconsultant.
TASK 1.2 PRELIMINARY DESIGN
Jacobs will perform preliminary designs for the various elements that will be included in the EA. The purpose of the
preliminary design will be to establish the following:

o Proposed footprint, geometry, and layout of the proposed project elements.
o Determine areas of impact through the development of preliminary grading plans and conceptual drainage
solutions.
o Submit preliminary designs to the FAA and the Airport for review and comment.
o Develop construction cost estimates for each element.
Develop preliminary construction schedules, production rates, construction equipment,truck trips, and phasing
plans.

• Develop and submit a 7460 form and exhibit to FAA for each project element.
13 Attend a pre-application meeting with the South Florida Water Management District
ga Conduct an in-house QA/QC review. The in-house QA/QC check will involve an experienced independent
individual, depending on each discipline,to conduct a comprehensive check on all documents to be
submitted (i.e. plans, specifications, estimates, etc.). Time will be required for engineers and CADD technicians
to correct items listed under.the in-house QA/QC review.

TASK 2. -AGENCY AND PUBLIC SCOPING
TASK 2.1 PUBLIC AND AGENCY SCOPING MEETINGS
This task will focus on the dissemination and gathering of information from the public, federal, state, and local
agencies, and other organizations regarding the project. One agency scoping meeting and one public scoping -
meeting will be held for this project on the same day (agency scoping meeting will be held in the morning or
afternoon; public scoping meeting will be held in afternoon/evening). Ricondo will draft a letter introducing the
project, preliminary purpose,and need, the Proposed Action, and alternatives considered for mailing to appropriate
federal, state, and local agencies, after review and approval by Airport staff and the FAA. The letter will serve to
initiate informal consultation with appropriate agencies, and announce the date,time, and location for the scoping
meetings. The Ricondo Team will draft a Notice of Scoping for publication in up to two local newspapers
announcing the date,time, location,and purpose of the public scoping meeting. Once approved by Airport staff
and the FAA, Ricondo will be responsible for publication of the Notice of Scoping.
The agency scoping meeting will be held at Airport offices; the Ricondo Team will provide a PowerPoint
presentation, appropriate boards, and informational materials, and participate in the scoping meeting as directed
by Airport staff. Up to four Ricondo Team staff members will attend the agency scoping meeting and prepare
meeting minutes. The public scoping meeting will be held in an accessible location to be determined and will be
conducted as a public information workshop. The Ricondo Team will provide boards explaining the NEPA process,
the preliminary purpose and need, the Proposed Action, alternatives considered, information on environmental
issues of potential concern, and the EA schedule. Sign-in sheets, handouts, directional signs, comment forms, and

comment box(es)will be provided. Up to five Ricondo-Team staff members will attend and staff the public scoping
meeting. Ricondo will coordinate with Airport to determine appropriate staff members to attend the scoping
meetings based on the potential issues anticipated to arise during scoping and agency attendees. Translators will
be made available upon advance request.
TASK 2.2 SCOPING REPORT
At the end of the scoping comment period, Ricondo will prepare a draft Scoping Report that will_include copies of
the scoping letter, Notice of Scoping, comment letters, comment forms, and presentation materials. All comments
received as part of the scoping process will be compiled, reviewed with Airport and FAA; and used in formulation
of the Draft EA. Ricondo will provide an electronic copy,for review and comment. After receiving comments on the
draft Scoping Report, Ricondo will produce a final Scoping Report that will become an appendix to the EA. An
electronic copy of the final Scoping Report will be submitted to Airport staff.
Additional meetings with federal, state, and local agencies may be required to discuss specific environmental issues,
permitting requirements, and any required mitigation. These meetings will be conducted as part of Task 5 or Task
6. Other agency meetings will take place at the discretion of Airport staff based on comments received and interest
expressed in response to the scoping letters.

Ricondo will prepare a preliminary EA chapter that will include background information on the Airport; discuss the
purpose and need for the proposed project;identify the proposed action, requested federal actions, and timeframe
for implementing the proposed action. Monroe County staff will provide supporting documentation including
memos, chapters, or other data to support the operational problems to.be corrected by'the Proposed Action. The
preliminary EA chapter will be submitted electronically to EYW staff for review and comment.

TASK 4. ALTERNATIVE-S ANALYSIS
This effort will include development of the alternatives chapter of the EA to reflect Monroe County's proposed
solution and the feasibility of implementing the alternatives. The EA chapter will document the alternatives
considered and how-each will meet or not meet the purpose and need for the project. Given the potential impacts
to sensitive environmental.resources,alternatives that avoid or minimize impacts will be considered. An alternatives
analysis will then be conducted to screen out.those that do not meet purpose and need. Ricondo will prepare a
preliminary EA chapter documenting the.identification and consideration of alternatives and submit it electronically
• to Monroe'County staff review. For costing purposes, the Proposed Action,•the No Action Alternative, and up to
one additional-feasible alternative are assumed to be carried forward in the EA.

Ricondo will compile all comments on the chapter and discuss the comments with Monroe County staff during a
meeting or teleconference. After concurrence by Monroe County staff on responses to the comments, Ricondo will

TASK 5. AFFECTED ENVIRONMENT
TASK 5.1 DESCRIPTION AND IDENTIFICATION OF STUDY AREA
Ricondo will identify the study area for the'EA based on the potential effects of the Proposed Action and reasonable
alternatives. A brief description of the study area along with an exhibit depicting the geographic limits of the study
area will be prepared. This scope of work assumes a recent aerial photo of the Airport is available from the master
plan.
TASK 5.2 AFFECTED ENVIRONMENT CHAPTER
Ricondo will prepare the affected environment chapter of the EA, including a description of the project area and
baseline information on existing conditions. The Ricondo Team will develop study areas that will be used
throughout the EA. A "project study area" will be identified that incorporates the Proposed Action and covers the
areas needed for construction and operation. The project study area will be used.for all environmental impact
categories that could result in impacts due to physical construction or operation of the project. A "general study
area".will be used for all environmental impact categories that could result in impacts to areas outside the proposed
project site(s), such as air quality, noise, and visual impacts.
This chapter will include discussion on the project setting,existing and planned land uses,the political jurisdictions(s)
the Proposed Action and any reasonable alternatives will affect,demographic information,and population estimates
for the affected area. This chapter will also identify those resources that are not present and will therefore not be
affected by the Proposed Action. Farmlands, off-Airport-traffic, and wild and scenic rivers are assumed not to be
either present or would not be affected and will require very limited discussion.
The regulatory setting and affected environment will be described for each of the following resource categories:

A Biological Assessment,Wetlands Assessment,and Cultural Resources Assessment Survey(CRAS)will be conducted
to support the Affected Environment chapter.These separate reports will become appendices to the EA.
5.2.1 BIOLOGICAL ASSESSMENT
To support the EA, the Ricondo Team will prepare a Biological Assessment (BA) to document the biological and
natural :resources analysis including the wetlands habitat. The Ricondo Team will identify the area within which
indirect effects to biological and natural resources could occur. A general,description of the biological and'natural
resources that exist within this general study area will be prepared.
The BA will focus on identifying any biological and natural resources that may be affected within the project study
area or indirectly affected within the general study area. The Biological Study Area (BSA) will be considered the
same as the general study area. The biological and natural resources present will be determined based upon existing
published documents such as Florida Fish and Wildlife Commission (FWC) Bald Eagle Nest Locator, Florida Natural
Areas Inventory report, FWC Wading Bird Rookery data, National Marine Fisheries Service (NMFS) Areas of Critical
Habitat, USFWS Consultation Areas, field reconnaissance, and information gathered from appropriate natural
resource agencies.
Ricondo Team will conduct.one site visit to provide a general reconnaissance of the general area and detailed survey
of the project study. The site visit will include general protected species survey and habitat assessment_of the
uplands and wetlands within the area of direct impact. Sensitive habitats within the BSA will be identified based on
available literature or visual confirmation during the general reconnaissance site visit. A detailed documentation of
findings within the proposed area of direct impact will be provided.
The Ricondo Team assumes that the habitat within the project study.area does not include any tropical hardwood
hammock. If tropical hardwood hammock is found during the site visit and would be impacted by the Proposed
Action, then, a specialized survey of the tropical hardwood hammock will b,e required and is included as Optional
Task 11.This task would require special authorization from Monroe County to complete.
After completion of the impact analysis (Task 6.2) and the mitigation planning (Task 6.14),the BA will be given to
Monroe County and FAA for review. The Ricondo Team will respond to two (2) rounds of comments.The Draft BA
will be finalized and provided to FAA to circulate to USFWS and NMFS. The Ricondo Team will respond to agency
comments.The revised Draft BA will be included as an appendix to the Draft EA.
5.2.2 WETLANDS ASSESSMENT
A general description of the surface water habitat and wetlands that exist within the general study area will be
prepared. Birkitt will conduct a site visit to identify existing resources in the area of direct impact and delineate
wetlands or waters of the United States that would be affected by the Proposed Action. Wetlands will be delineated
according to the criteria found in F.A.C. 62-340 — "Delineation of the Landward Extent of Wetlands and Surface

Specific effects during construction that may create adverse environmental impacts include noise of construction
equipment on the site, noise and dust from delivery of materials through residential streets, potential disturbance
of soil, and waste pollutionfrom stormwater runoff and erosion. These impacts are not anticipated to.be significant
in nature and are expected to be temporary, short-term impacts to the surrounding environment. A general
description of the type.and nature of construction activities anticipated and measures to be taken to minimize
potential adverse effects will be included under each environmental resource category as appropriate.
TASK 6.1 AIR QUALITY
A construction emissions analysis of the construction of the taxiway, aprons, and access road will be required to
demonstrate that the construction emissions will not exceed the National Ambient Air Quality Standards (NAAQS).
For this scope of work, it is assumed_that aircraft operational emissions will not need to be assessed quantitatively.
The increase in taxiway distance is minimal and would only affect takeoffs on Runway 9. Ricondo assumes that the
number and type of aircraft operations at EYW will be the same with or without the Proposed Action. The Proposed
Action will not affect vehicular trips and will not result in a notable change in vehicle miles traveled. Therefore, a
qualitative operational air quality analysis will be prepared and documented. It is assumed that no analytical
operational emissions assessment will be required.

TASK 6.2 BIOLOGICAL RESOURCES
In the Biological Assessment, the Ricondo Team will evaluate and :quantify impacts to-biological and natural
resources affected by the Proposed Action. The nature and extent of anticipated impacts to natural communities,
essential fish habitat, and protected species and habitat within the Project Study Area will be assessed. Permits or
approvals required from the regulatory agencies will be identified. . `
TASK 6.3 CLIMATE
Ricondo will document the.limited effects of the,alternatives on climate.by conducting a greenhouse gas emissions
inventory associated with construction. Like Air Quality, no operational analysis will be required.
TASK 6.4 COASTAL RESOURCES
The Airport lies within the purview of the Florida Coastal Management Program (FCMP). This section will state that-
the Proposed Project is within the coastal zone and -that a coastal zone consistency determination is required.
Ramifications for the No Action Alternative and the Proposed Project will be discussed, and the consistency
determination process will be described. Typically, a'preliminary consistency determination is issued by.the FCMP
during the development of the EA, and a final consistency determination is issued later during the Environmental
Resource Permitting process.
TASK 6.5 DEPARTMENT OF TRANSPORTATION, SECTION 4(F)
The Ricondo Team will consult with the National Park Service; Florida Department of Environmental Protection,
Division of Recreation and Park; Monroe County Facilities Maintenance Department responsible for Monroe County
parks and beaches;and the City of Key West, Department of Community Services to identify resources protected by
the U.S. Department of Transportation Act of 1966, Section 4(f)and-Land and Water Conservation Fund Act,Section
6(f)in the general study area. The Ricondo Team will use the concurrent Section 106 consultation process to identify
historic properties qualifying as Section 4(f) resources, including NRHP-listed or eligible parks, and to inventory
contributing and non-contributing features and character-defining attributes in support of a Section 4(f) use
determination.
Properties subject to the provisions of Section 4(f) and Section 6(f) within the general study area will be identified
on a GIS base map. Documentation of each Section 4(f) and Section 6(f) property located within the general study
area will be compiled to provide a general understanding of the resource, its existing attributes,and a determination
regarding a Section 4(f) use caused by the Proposed Action and any reasonable alternatives.
TASK 6.6 HAZARDOUS MATERIALS, SOLID WASTE, AND POLLUTION
PREVENTION
Several federal laws regulate the production, transport, and disposal of hazardous waste, including the Resource
Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation, and -
Liability Act (CERCLA). Ricondo will review existing information on known environmental issues on the Airport,
specifically within or near the project study area, and document potential effects of the Proposed Action and any
reasonable alternatives. Ricondo will utilize existing Airport environmental documents and search federal, state,
and local databases for any known or potentially hazardous waste sites in or near the general study area. An EDR
report will be run but a Phase 1 environmental survey will not be prepared.

TASK 6.7 HISTORICAL, ARCHITECTURAL, ARCHAEOLOGICAL, AND

historic properties listed or eligible for listing on the National.Register of Historic Places within the APE. The draft
CRAS will present the methods, findings, evaluations, and recommendations of the study. The draft CRAS will be
submitted to the FAA for review and comment.The final CRAS will be provided to FAA for distribution to the SHPO,
and federally recognized Native American Tribes for review and/or concurrence. The Ricondo Team will assist with
the final agency coordination as directed by FAA.
TASK 6.8 LAND USE
The existing land uses around the Airport will be documented and the Proposed Action and any reasonable
alternatives will be reviewed with respect to all applicable local and state land use plans. The EA will identify possible
conflicts between the Proposed Action, any reasonable alternatives, and the objectives of federal, regional, state,: -
and local land use plans,policies and controls near the Airport as well as public controversy based on environmental
impacts.

TASK 6.9 NATURAL RESOURCES AND ENERGY SUPPLY
Ricondo will evaluate and document the potential effects of the alternatives on energy supplies and natural.
resources. Based on engineering estimates and proposed construction methods, Ricondo will identify the
commitment of natural resources the project alternatives will require, if any.
Because no changes in the number of aircraft operations or fleet mix are anticipated, an energy analysis is not
required.
TASK 6.10 NOISE AND NOISE-COMPATIBLE LAND USE
6.10.1 AIRCRAFT NOISE AN-A.LYSIS •
The Ricondo Team will conduct an aircraft-related noise analysis, resulting in noise contours that are representative
of the existing base year (2018), future year 2023, and future year 2028 aeronautical activity and existing/future
(Proposed Action) airfield configuration consistent with the Airport Master Plan. Day-night average sound level
(DNL) contours of 65,70, and 75 decibels (dB)will be prepared for this project for the following scenarios:

The proposed project would not increase airfield capacity, the number of aircraft gates; accommodate a different
aircraft fleet mix, or significantly alter flight paths or procedures at the Airport. The focus of the aircraft noise
analysis will be to quantify potential aircraft noise impacts associated with the No Action Alternative and Proposed
Action. Noise analyses will be conducted to assess projected aircraft noise resulting from implementation of the
Proposed Action and to identify potential impacts according to FAA noise analysis guidance defined in Federal
Aviation Administration (FAA) Order 1050.1F.
The Aviation Environmental Design Tool (AEDT) input files prepared for the Runway 9 Displaced Threshold and
Application of Declared Distances Categorical Exclusion in March 2016 will be updated to reflect the Proposed Action.
Fleet mix information,-however, will be updated to reflect the FAA-approved activity forecasts developed,for the
Master Plan. 'A narrative description of the airport noise analysis methodology and exposure will be prepared for
inclusion as an appendix in the EA.The noise contours and flight tracks will be shown on an aerial photograph base
map.
Revise Aircraft.Fleet Mix
The aircraft fleet mix representing the average annual day aircraft operations for the existing and future airfield
conditions will be used for noise modeling. Helicopter operations will be modeled in the same manner as in the
Runway 9 Displaced Threshold and Application of Declared Distances Categorical Exclusion.
Data will be needed to update the fleet mix in a manner that is consistent with the Runway 9 Displaced Threshold
and Application of Declared Distances Categorical Exclusion.
The following data sources will be collected, reviewed, and compiled into the 2019 aircraft fleet mix:
® Aircraft Situational Display for Industry(ASDI),
13 Airport Traffic Control Tower(ATCT) records/interviews,
® Fixed Base Operator(FBO) records/interviews,
m FAA Air Traffic Activity Data System (ATADS),

BI FAA Form,5010 (Airport Master Records).
The future years (2023 and 2028) fleet mix and operations will be sourced from the Master Plan forecasts. The. .
corresponding AEDT aircraft types will be determined for each category of aircraft included in the Master Plan
forecasts.
Establish Air Traffic Operational Profile
The air traffic operational profile was established as part of the Runway 9 Displaced Threshold and Application of
Declared Distances Categorical Exclusion. As such, it is anticipated that this effort will be limited to the update of
the AEDT model data to reflect the future/proposed airfield configuration. For budgeting purposes, it has been
assumed that the assumptions regarding flight track and runway utilization from the Runway 9 Displaced Threshold
and Application of Declared Distances Categorical Exclusion remain valid and won't need to be updated.
Establish Baseline(Existing)Noise Contours
The aircraft noise contours of DNL 65, 70, and 75 dB resulting from the average annual day operations for the
existing baseline condition will be created using the AEDT. The annual aircraft operations for the existing baseline

Establish Future Year(2023 And 2028) No Action Alternative and Proposed Action Noise Contours
The aircraft noise contours of DNL 65, 70, and 75 dB resulting from the average annual day operations for the two
future year conditions will be created using the AEDT. The annual aircraft operations and the fleet mix will be
estimated based on data developed in the Master Plan. The contours will be mapped, in GIS format, and noise
sensitive impacts calculated.
Develop Narrative Report on Aircraft Noise Contours
A narrative report will be prepared detailing the data analysis and results of the airport noise evaluation. The report
will include text, tables, and noise contour exhibits for existing and future airport and aircraft operations. The
methodology and findings will be summarized in the noise sections of the Affected Environment and Environmental
Consequences chapters of the EA. The narrative report will be an appendix to the EA.
6.10.2 CONSTRUCTION NOISE. ANALYSIS
Construction noise will be evaluated at the closest noise sensitive land use using typical sound levels produced by
pieces of equipment that would typically be required to implement the types of construction projects proposed for
EYW.
TASK 6.11 SOCIOECONOMICS, ENVIRONMENTAL JUSTICE, AND
CHILDREN'S ENVIRONMENTAL HEALTH AND SAFETY RISKS
Ricondo will evaluate the alternatives to determine potential socioeconomic impacts and environmental justice
impacts. Ricondo will also assess;the potential for environmental health or safety risks that may disproportionately
affect children, pursuant to Executive Order 13045, "Protection of Children from Environmental Health Risks and
Safety Risks". These environmental health-risks and safety risks are risks that are attributable to products or
substances that a child is likely to encounter or ingest.
The socioeconomic statistics for the general study area will determine if there are minority or low-income
populations in the study area. If there are low-income or minority populations within the general study area, the
EA will determine if the Proposed Action and any reasonable alternatives could cause disproportionally high and
adverse effects to these populations.
Traffic impacts are considered under socioeconomic impacts. The No Action Alternative, Proposed Action,and any
reasonable alternatives would not affect on- or off-Airport roadways. Traffic will be addressed qualitatively rather
than quantitatively.
TASK 6.12 VISUAL EFFECTS
6.12.1 LIGHT EMISSIONS The Ricondo Team will describe the extent to which any lighting associated with the Proposed Action and any
reasonable alternatives would create an annoyance for people in the general study area or interfere with their normal
activities. If necessary, the documentation will identify any mitigation measures that would be applied to reduce
light emission impacts.

TASK 6.13 WATER RESOURCES
6.13.1 WETLANDS
The Ricondo Team will quantify impacts to the wetlands and associated surface waters affected by the Proposed
Action. The Florida Unified Mitigation Assessment Method (UMAM) functional assessment methodology will be
utilized to evaluate functional loss and identify state and federal mitigation requirements. Permitting requirements
for proposed impacts to wetland and surface waters will be identified. This task does not include an Individual
Permit application to the U.S.Army Corps of Engineers.
6.13.2 FLOODPLAINS
Floodplain impacts will be discussed for the No Action Alternative, the Proposed Action, and any reasonable
alternatives. The impact to the 100-year floodplain and floodway boundaries within the project study area will be
assessed using GIS to calculate the acreage of 100-year floodplains that occur within areas that will be filled due to
the construction of the Proposed Action. The floodplain analysis will be incompliance with Executive Order 11988,
Floodplain Management and DOT Order 5650.2,.Floodplain Management and Protection. The analysis will document
avoidance of floodplains if a practicable alternative exists. If no practicable alternative exists, the analysis will
document actions to minimize or mitigate adverse impacts to the floodplain's natural and beneficial values.The text
will state that the final design will provide one to one flood storage volume compensation for volume that is lost
due to placement of fill for construction of the Proposed Action. •
6.13.3 SURFACE WATERS
Potential for impacts to water quality of surface waters around EYW will be examined for the No Action Alternative
and the Proposed Action and any reasonable alternatives.This section will state whether the Proposed Action would
result in any fill within surface waters, and if so will describe the surface areas impacted and the acreage of the
impact. If the Proposed Project would discharge to any 303(d) listed surface waters, it will be reflected in the text.
If so, measures that will be used to prevent the Proposed Action from contributing to water quality impairment of
the receiving waters will be described. The amount of new impervious surface that would be created will be included
along with an explanation of how treatment will be provided for runoff from those impervious surfaces in general
terms. Sediment and erosion control methods to be employed during construction will be described briefly.
6.13.4 GROUNDWATER
The potential for impacts to groundwater because of implementation of the No Action Alternative or the Proposed
Action or any reasonable alternatives will,be discussed. Protection of groundwater provided by implementation of
a Stormwater Pollution Prevention Plan during construction will be described. The Airport is not located above a
sole source aquifer or a recharge area for a sole source'aquifer. The Proposed Action would not impair drinking
water sources.
TASK 6.14 MITIGATION MEASURES
The Ricondo Team will identify and document any mitigation measures required for implementation of the Proposed
Action. Where appropriate, mitigation measures will be defined to mitigate any potentially significant impacts of

Ricondo will produce five (5) printed copies, and an electronic copy of the Draft EA for distribution. Electronic
distribution can be posted on a website, or distributed via USB drive, or both. A notice of the availability of the
Draft EA will be published in the local newspaper and mailed to agencies, elected officials, public interest groups,
and individuals as directed by Monroe County staff. The Draft EA will also be sent to the local library for access by
the public; an electronic version in PDF format will also be provided to Monroe County staff for posting on the
Airport web site.
TASK 7.3 PRELIMINARY FINAL EA
Ricondo will catalog all oral (obtained from transcripts recorded at the public meeting/public hearing).and written
comments received on the Draft EA during the public comment period. Public comments will be summarized, and
the issues addressed in a general response in the Final EA. Ricondo will draft responses to each of the agencies'
comments. Draft responses to comments will be submitted to Monroe County staff for their review and comment.
Ricondo will meet with Monroe County staff and FAA in person or via.teleconference to discuss the response to
comments. A revised response to comments and draft public involvement appendix will be assembled and
submitted to Monroe County staff and FAA for their review and comment.

received during the public comment period. The Ricondo Team assumes that comments received will not
necessitate re-evaluation of project impacts or additional assessments for wetlands mitigation. If additional analysis

TASK 8. AGENCY AND PUBLIC COORDINATION/
INVOLVEMENT
TASK 8.1 PROJECT KICK-OFF MEETING WITH KEY STAKEHOLDERS
The Monroe County Department of Airports will hold a project kick-off meeting with key stakeholders including the
Board of County Commissioners (BOCC) and affected tenants to explain the NEPA process, the scope of the
Proposed Action and the environmental categories to be evaluated in the environmental assessment. Ricondo will
assist the Airport sponsor by preparing the presentation materials for the stakeholder meeting. Ricondo will provide
up to three staff members at the meeting. For costing purposes,the project kick-off meeting was assumed to occur
the day before the agency and public scoping meetings.
TASK 8.2 AGENCY WEB-BASED CONFERENCE CALLS
Coordination with the U.S. Fish and Wildlife Service, National Marine Fisheries Service — Habitat Conservation and
Protected Resource Divisions, Florida Department of Environmental Protection and/or South Florida Water
Management District, Florida Fish and Wildlife Conservation Commission, and other appropriate natural resource
agencies will be undertaken to identify any federally or State-listed species, essential fish habitat, or unique natural
communities within the general and project study areas. Coordination will be conducted as needed with South
Florida Water Management District and the USACE and federal resource agencies regarding surface waters and
wetlands impacts and permitting requirements. The calls will be a web-based conference call.
This task includes one (1) web-based conference call with regulatory agencies after the affected environment and
environmental consequences are identified to share the findings and seek agency input on mitigation needed and
potential locations to consider. Comments received will be documented and incorporated into EA and BA.

determines that enough public interest is expressed concerning the project, then a public information workshop
and/or meeting on the Draft EA may be required, Ricondo will discuss the need for a public meeting with EYW and
FAA staff during preparation of the Draft EA. For purposes of this scope of work and associated budget,it is assumed
that one public information workshop/meeting would be required after release of the Draft EA. Budget associated
with this task would only be expended upon approval by EYW staff.
A Notice of Availability(scoped in Task 8.2) would be published in local newspapers announcing that a Draft EA is
available for review, locations where the Draft EA can be viewed, the time and date of a public information.

workshop/meeting would be held no sooner than 30 days after publication of the Notice of Availability and

The public meeting would be run as a public information workshop. EYW would be responsible for securing the

tables, chairs, comment box, the number:of easels required, directional signage, and audio-visual equipment, if
needed); and preparing handouts, announcements, presentation boards, court reporter, and presentations, if
necessary. In advance of the public information workshop, members of Ricondo would meet with EYW and FAA
staff to review workshop materials in draft form. Comments from this meeting would be incorporated into the final
workshop materials. Up to five Ricondo Team members would attend. Ricondo would coordinate with EYW to
determine appropriate staff members to attend the public meeting/public information workshop based on the
issues that will be presented.

TASK 9. PROJECT ADMINISTRATION AND
COORDINATION
This task covers additional day-to-day project administration and coordination required for the project for purposes
of scope and budget development.If public and agency scoping move expeditiously and additional study items or
unusual public and agency controversy,are not revealed in scoping, the Ricondo Team can provide the Preliminary
Draft EA to the FAA in 10 months. Additional coordination with FAA,federal,state and local agencies,and the public
will follow. For budgeting purposes, a conservative total project duration of 18-months was assumed.
® The Ricondo Team will coordinate with Monroe County staff via conference calls on a monthly basis over the
expected 18-month duration of the project. This coordination is assumed to require two (2) hours per meeting
to prepare for, conduct, and prepare meeting notes as needed. The number of attendees will vary for each bi-

TASK 11. TROPICAL HARDWOOD HAMMOCK
ASSESSMENT (OPTIONAL)
If Tropical Hardwood Hammock or other protected upland habitat is found to occur within the project study area
