ITEM BACKGROUND: The engineering design for the Sea Level Rise Pilot Project for the Sands Subdivision in Big Pine Key requires installation of drainage system pump station equipment. Due to safety and design considerations, the above ground drainage system equipment will need to be installed partially on the Right of Way and partially on the County owned Tier 1 ROGO lot RE number: 00306160- 000000, located on the SE corner of Father Tony Way/Avenue H. Alternate lots have been identified for purchase by the County (RE 00302870, 00302880, 00304870) if this lot is not approved for use, although use of another lot will require purchase by the County and some redesign by the Engineer of Record. The above ground equipment includes a fenced area with a concrete slab for electrical equipment, a generator and transformer and will occupy approximately 20 feet by 85 feet of the lot running parallel to Father Tony Way. There will be 5 underground structures to house the pump station equipment and appurtenances (under Father Tony Way) which includes a valve box, 2 wet wells, an inlet structure and a treatment unit. (see attached schematic). The intent of the design is to lessen the severity of flooding and decrease predicted flood damage. The County adopted an interim standard methodology for adapting transportation infrastructure for sea level rise in January 2017, based on the Sea Level Rise Pilot Project Report. Based on the report, the Sands Community specified roads should be designed to 11 inches of elevation NAVD88 and the recommended drainage solution is a pretreated pressurized closed system. PREVIOUS RELEVANT BOCC ACTION: November 20, 2018 — The BOCC approved a contract with WSP USA, Inc. in the amount of $517,518.04 for Engineering Design and Permitting for the Sea Level Rise Pilot Project. Packet Pg. 197 C.3 July 18, 2018 — The BOCC approved negotiations with WSP USA, Inc., the highest ranked respondent for Engineering Design and Permitting for the Sea Level Rise Pilot Project. January 18, 2017 — The BOCC approved by resolution the final report of the Tidal Flooding Roads Demonstration Project, which recommends road improvements in two communities (Twin Lakes subdivision in Key Largo and the Sands Subdivision in Big Pine Key) and to move forward with the design phase to implement the recommendations. November 22, 2016 — The BOCC approved Amendment No. 9 to the Sustainability Action Plan/Climate Change and Energy Savings Initiatives contract to finalize tasks for the Pilot Roads/Tidal Flooding Roads Demonstration Project for specified roads in the Twin Lakes subdivision in Key Largo and the Sands Subdivision in Big Pine Key.
