AGENDA ITEM WORDING: Discussion and direction regarding permitting options for a potential mooring field in Boca Chica Basin, including discussion of options to identify a suitable shore-side facility and consideration of beginning permit preparation and submittal. ITEM BACKGROUND: In response to boating-associated impacts at unmanaged anchorages in the Keys, Monroe County has (for several decades) considered using managed mooring fields as an effective strategy to address the issues of derelict and abandoned vessels, inappropriate shoreside access, as well as the illegal overboard discharge of vessel waste. To address significant boating impacts in the unmanaged anchorage in Boca Chica Basin, the Board of County Commissioners ("BOCC or "Board") at its November 2016 BOCC meeting approved contracting with Coastal Systems International ("CSI") to develop a mooring field feasibility study for Boca Chica Basin. CSI completed the Boca Chica Mooring Field Detailed Feasibility Study (attached) in October 2017. That plan included utilizing the Gulf Seafood site as the selected shore- side facility to serve as a potential mooring field. At the February 21, 2018, BOCC meeting, CSI's Danielle Irwin presented that study's findings, including site characteristics, permitting challenges, and suitability of the Gulf Seafood site as a shore-side facility. The County did not ultimately acquire the Gulf Seafood site. The County also considered acquiring the Murray Marine site, which would likely have been a suitable location for such a shore-side facility. The Murray Marine site was also not ultimately acquired. To expedite permitting a mooring field and to demonstrate that such a mooring field is `permittable', staff would like to discuss with the Board several different permitting options (i.e., General Permit, Conceptual Permit, or Individual Permit) that may provide for permit submission to the Florida Department of Environmental Protection ("DEP") without yet having a specific location for a shore- side facility identified or acquired. CSI shall present specific permitting pathways that provide for various scenarios, including a DEP Conceptual Permit which allows for submittal of a permit application without yet having a shore-side facility acquired or established. CSI shall explain the pros and cons of these permitting pathways and their timelines. Packet Pg. 996 1.1 Staff will also be providing an update on the status of its efforts to identify a suitable shore-side facility. Based on the foregoing discussions, staff is seeking direction to proceed with preparing and submitting a permit to DEP, as well as direction regarding further research for sites that may be suitable for a shore-side facility to serve as a mooring field. Staff anticipates issuing a Request for Proposals for said mooring field permit preparation and submittal.
