ITEM BACKGROUND: The City of Key West and the Key West Housing Authority are
partnering to develop the site located at 5220, 5224, 5228, and 5230 College Road on the bay side of
Stock Island in Key West with workforce affordable housing known as Garden View Apartments.
The property was formerly used by Easter Seals, Florida Keys Mosquito Control, and the FKSPCA
animal shelter. The project will consist of approximately 104 one-bedroom rental units for
households earning 80% or less of area median income. The project's estimated construction cost is
approximately $27.8 million. The proposed sources for this funding are still being finalized but are
currently estimated at $8 million from Florida Housing CDBG-DR funds, $3.6 million from the City
of Key West, $6,507,916 from the Land Authority's tourist impact tax revenue collected within the
Key West Area of Critical State Concern, and approximately $9.7 million from tax-exempt financing
(a mortgage loan from a bank).
The City Commission's request of$6,507,916 corresponds to the Land Authority's entire FY 2019
budget for projects in the Key West Area of Critical State Concern. The City has also requested that
the Land Authority provide another increment of approximately $2 million toward the project when
said funds become available. This request can be considered after the Land Authority adopts a
budget for FY 2020.
The Key West Housing Authority will be the project developer and applicant for Florida Housing
CDBG-DR funds. In accordance with the attached Local Government Verification of Contribution
form, the Land Authority's funding commitment is in the form of a grant to the Key West Housing
Authority.

ACQUISITION LIST AS AN AFFORDABLE HOUSING SITE;
COMMITTING $6,507,916 IN CONSTRUCTION FUNDING TO
THE HOUSING AUTHORITY OF THE CITY OF KEY WEST FOR
THE PROJECT; AND AUTHORIZING THE EXECUTION OF
DOCUMENTS IN SUPPORT OF A GRANT APPLICATION TO
FLORIDA HOUSING FINANCE CORPORATION.
WHEREAS, the City of Key West and the Housing Authority of the City of Key West (hereinafter
KWHA) are partnering to develop a site located at 5220, 5224, 5228, and 5230 College Road in
Key West as approximately 104 units of workforce affordable housing known as Garden View
Apartments (hereinafter Subject Project); and
WHEREAS, the Key West City Commission has adopted Resolutions 19-047 and 19-065
requesting a total of $6,507,916 from the Land Authority toward construction of the Subject
Project; and
WHEREAS, KWHA will be the project applicant and developer in an application to the Florida
Housing Finance Corporation for Community Development Block Grant — Disaster Relief
(CDBG-DR) funding for the Subject Project; and
WHEREAS, section 380.0666(3)(a), Florida Statues, empowers the Monroe County
Comprehensive Plan Land Authority (hereinafter "Land Authority") to contribute tourist impact
tax revenue to the City of Key West or KWHA for the construction, redevelopment, or
preservation of affordable housing in Key West; and 0

WHEREAS, the Subject Project will provide affordable housing to persons whose income does
not exceed 160 percent of the Area Median Income in accordance with section 380.0666(3)(a),
Florida Statues; and

WHEREAS, the Land Authority Advisory Committee considered this resolution at a meeting held
on June 26, 2019 and voted 4/0 to recommend approval; NOW, THEREFORE,
BE IT RESOLVED BY THE MONROE COUNTY COMPREHENSIVE PLAN LAND U)
AUTHORITY:
Section 1. The site located at 5220, 5224, 5228, and 5230 College Road in Key West known as
Garden View Apartments is hereby added to the Acquisition List as an affordable housing site.

Section 2. The Land Authority hereby commits $6,507,916 in construction funding for the
Subject Project as a grant to KWHA.
Section 3. The Land Authority Chairman and Executive Director are hereby authorized to E
