Resolution 083-1998 Mayor London RESOLUTION NO. 083-1998 A RESOLUTION OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS IN SUPPORT OF THE CONCEPT OF ESTABLISHING A NON- TRANSPORTATION TOLL ON U.S. 1 TO ASSIST IN FUNDING THE IMPLEMENTATION OF THE MONROE COUNTY YEAR 2010 COMPREHENSIVE PLAN POLICY 101.2.13 (FIVE YEAR WORK PLAN) Whereas, an incredible variety of state and oationaI resources are contained within the boundaries of Monroe County, represented in numerous aquatic preserves, national wildlife refuges, state and national parks, national marine sanctuaries and thousands of acres of wilderness designated lands; and Whereas, local, state and federal interests have made significant investments in pursuing the protection of these wrique resources over the past several decades; and Whereas, Monroe County and the State of Florida have spent 8 years preparing and deliberating the successful adoption of a comprehensive land use plan intended to reconcile the outstanding issues which continue to threaten the vitality of these resources; and Whereas, Policy 101.2.13, the Five Y ear Work Plan, identifies the a~o~ =- ::!:! respo~ible agencies, and timetable with which those agreed upon a~ i! ::;; must be implemented, including land acquisition, wastewater improvBitiiis,;: ~ stonnwater management, and canying capacity analysis; and g~ f- N ~ c:.- .-, x?J'" ""0. -t ..0 :z ::0 Whereas, Policy 4 commits Monroe County, with the assistance of tIJ6~; _ ~ Department of Community Affairs, to report to the Legislature the rutfi@l.;;' g cost of implementing the plan, the state and local shares of such' at c implementation, and shall include reconunendations for funding initiatives and alternatives for implementation; and Whereas, Monroe COWlty has provided to the Florida Administrative Commission a Report by Monroe County on the Status oftbe Five-vear Work Pro2l'am and Financial implications for the Implementation of the Monroe COWlty Year 2010 Comprehensive Plan which outlines the successful implementation of the first year of required actions; and "Whereas, Policy 1 of the Monroe COWlty Year 2010 Comprehensive Plan recognizes that implementation of this plan will require funding which exceeds the reasonable budgetary constraints of Monroe COWlty, and that as an Area of Critical State Concern and site of unique natural resources of national importance, Monroe County should not be expected to bear the sole burden of implementing these policies without substantial fmanciaI assistance from state and federal partners; and Whereas, the proper implementation of the Five Year Work Plan is anticipated to be in the hundreds of millions of dollars; and Whereas, the success of efforts to secure assistance from state and federal partners requires clear guidance to these partners from Monroe County; and Whereas, Monroe County is pursuing local funding initiatives as well as creative funding partnerships to assure successful implementation; and Whereas, a non-transportation toll on U.S. Highway I has been identified both now and in past discussions as a possible source of funding for such comprehensive plan implementation; and Whereas, tolls have been established in other areas to assist with non- transportation costs associated with secondary effects of transportation impacts including the Alligator Alley toll adopted by the Florida Legislature in the Everglades Forever Act and by the United States Congress. Therefore, be it resolved that the Monroe COlUlty Board of County Commission supports and endorses efforts to designate U.S. Highway 1 as a toll road for purposes of implementing the Monroe County Year 2010 Comprehensive Plan, particularly Policy 101.2.13, the Five Year Work Plan.
