Dear Ryan:
Please find attached our scope of services and fee proposal detail to provide DBE Support Services for
Key West International Airport and Florida Keys Marathon Airport for FAA FY 2016 (October 1, 2015—
September 30, 2016). The elements and tasks of the scope are the same as the scope for our current
year, though we have shifted labor hours based on the anticipated 6—9 projects that will receive
federal money this year (FAA and/or FDOT grants) at Key West and Marathon airports.
Our fee proposal identifies the labor and expenses, which should be eligible for reimbursement by the
FAA based on the FAA ADO determination last year and the costs of the DBE/ACDBE program that FAA
determined ineligible. It is noted that FAA eligible fees are higher this year than last as there are more
FAA projects anticipated in the upcoming year based on the pre-applications submitted to the FAA.
This year we do not need to establish 3-year DBE or ACDBE goals for the airports but will be required to
establish individual project goals for each FAA and/or FDOT project that will need to be consistent with
the established average goals. Please note that in next year's scope, we will need to budget for an
update of the 3-year DBE and ACDBE goals.
We look forward to this opportunity to continue to provide DBE/ACDBE support services to Monroe
County and work with Jacobs at Key West International Airport and Florida Keys Marathon Airport.

Overview
The Key West International and Florida Keys Marathon Airports Disadvantaged Business
Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) Program
was established in 2000 in accordance with the requirements of the U.S. Department of
Transportation's guidelines 49 CFR Part 26 and Part 23; respectively.
In 2004, the Key West International & Florida Keys Marathon Airports (Airports) became a
certifying member of the Unified Certification Program (UCP) within the State of Florida. As a
certifying agency, the Airports have a responsibility to adhere to and uphold UCP and DOT rules
and regulations regarding DBE /ACDBE certification, file and UCP DBE directory maintenance.
Key West International & Florida Keys Marathon Airports have average 3 -year goals for DBE and
ACDBE participation for FAA FY 2014 — 2016 have been approved by FAA. Interim goals for each
professional services and construction project that uses federal funding (FAA and FDOT funded
projects) are determined on a case -by -case in order to meet the overall 3 -year average
DBE /ACDBE goals. Compliance reporting for each grant is also a federal requirement.
This scope of services identifies the elements and tasks the Montgomery Consulting Group
(MCG) will undertake to provide DBE /ACDBE support services to the Key West International
Airport and Florida Keys Marathon Airport. The time period for this scope of services is
estimated as the FAA FY from October 1, 2015 through September 30, 2016.
Specific Elements /Tasks
Element 1. DBE Certification Support Services
1. Accept, maintain & review applications for DBE and ACDBE certification under 49 CFR Parts
23 & 26. This task includes identification of request of needed additional information from
applicants and completion of on -site visit reports for applicants that are located in Monroe
County. Coordination will be made with the applicant and appropriate agencies for
applicants located outside of Monroe County. The Key West International and Florida Keys
Marathon Airports currently have UCP certification responsibility and management for firms
located within Monroe County. Labor hours and out of pocket expenses for certifying new
applicants have been included in this scope, along with development, delivery and review of
No Change Affidavits which each certified firm is required to complete on their yearly
certification anniversary date. Make written recommendations to the Airport DBELO as to
whether applicant firms should be considered for certification by the Airport(s) /UCP and
prepare (as appropriate) a draft certification letter and certificates. For firms ineligible for
certification, a letter stating the reason why the firm cannot be certified will be prepared for
the DBELO;
2. Participate in UCP meetings on behalf of the airport(s). UCP meetings are held by
teleconference approximately 3 times per year. In addition, one annual two -day meeting
(typically located at an airport in the central Florida area) is held once a year;

3. Maintain the UCP Directory of DBEs certified by the Monroe County Airports. The directory
will be documented in accordance with UCP regulations and contain all required UCP
fields /categories. This DBE Directory will be updated each time a new firm applies or is
certified.
Element 2. DBE Outreach Support Services
1. Update & maintain the Key West International & Florida Keys Marathon Airports DBE
website to include information regarding the DBE program for the purpose of increasing
awareness of the DBE and ACDBE programs and inclusion of the DBE Directory; and
2. Development and email distribute (Eblast) three (3) DBE Newsletters to highlight airport
contacts, DBE firms, DBE, ACDBE and small business - related information, and opportunities.
Element 3. DBE Project Support for Projects that Receive Federal Grants
1. For each federally funded project (where FAA and /or FDOT funds are received), make
recommendations regarding contract monitoring and reporting related to DBE and ACDBE
goals, good faith efforts, small business program element of the DBE and ACDBE programs,
compliance, and language in requests for proposal, contract documents;
2. For each federally funded project (where FAA and /or FDOT funds are received), prepare
project DBE goals (for planning, engineering, construction and construction administration
for federally funded projects) to meet the overall three -year DBE Goals for Key West
International Airport and Florida Keys Marathon Airport;
3. Prepare FAA reporting forms for DBE and ACDBE compliance including the annual DBE
Concessionaire Awards & Commitments Reports and annual DBE Goal Methodology
Updates based on contract compliance reporting for Key West International Airport and
Florida Keys Marathon Airport for each active /open federal grant. Prepare an annual report
for the DBELO with this documentation.
