FOR MONROE COUNTY HURRICANE IRMA EWP- SEDIMENT REMOVAL In accordance with the Agreement for Marine Debris and Sediment Removal Services as a result of Hurricane Irma made and entered on the 18th day of July, 2018, between Monroe County hereinafter referred to as the "County" and Adventure Environmental, Inc. hereinafter referred to as "Contractor". All terms and conditions of the referenced Agreement for Marine Sediment Removal Services apply to the Task Order, unless the Task Order modifies an Article of the Agreement of which will be specifically referenced in this Task Order and the modification shall be precisely described. This Task Order is effective on the 1St Dayof July 201-9 and will terminate no later than the --31st Day of August 2019' In accordance with Article II Scope of Basic Services, Paragraph 2.1, the Scope of this Task Order is as follows: The scope of services will include Sediment Removal and Disposal (Load and Haul) of organic, silt and sand from the USDA-MRCS eligible canals within the DSR#3 area from Big Pine Key. See Exhibit A-1 for work plan and location maps. In accordance with Article VII, Paragraph 7.1 Contract Sum, the Contract Sum of this Task Order is as follows: The Contractor shall be paid based on rates negotiated and agreed upon and shown in the Pricing Schedule in Attachment B of the agreement. The estimated quantities and equipment allocation for the DSR are based upon review of aerial maps, bathymetric surveys, and representative site visits. See Exhibit B-1 for estimated resource allocation and July/August estimate for DSR#3. The County shall pay the Contractor a not to exceed amount of Four Hundred and Thirty Five thousand and zero cents;($435,000.00). INTRODUCTION Provide all labor, supervision, engineering, materials, supplies, equipment, tools, transportation, surveying, layout, and protection for the proper execution and completion of all the work in accordance with the Contract Documents. The Work shall include but not be limited to that shown on the plans and detailed in the quality assurance plan and technical specifications. All work shall be conducted in accordance with all applicable local, state, and federal standards and regulations. II. SCOPE OF WORK The Scope of Work for the canal sediment removal activities located in DSR#3 (Big Pine Key), DSR#5A (Islamorada), and DSR#5B (Marathon) consists of mechanical dredging to remove the sediment accumulation relating to Hurricane Irma. The utilization of the mechanical system will result in the collection of a slurry from the canal bottom comprised of sediment and saltwater. The vessel-based dredge excavates and places the material in a dedicated dewatering area. The contractor will utilize a passive dewatering system to handle the dredged material. The dewatering system will be located either in the canal on the barge or within the upland staging area adjacent to the canal. Once dewatered the material will be transported to an approved upland disposal location dependent on the chemical characteristics of the material. The Contractor must install temporary construction fencing, consisting of jersey barriers and construction fencing or equivalent, around the staging area(s) and remove the fencing upon completion of the project. The Contractor shall return all staging area property to its original condition or better which includes re-grading and re- sodding of disturbed areas. The County will obtain the USACE, FDEP, FKNMS, and County permits. The Contractor will be responsible to obtain any other necessary permits not identified by the Engineer. Use of private homeowner land may require a Temporary Use approval. The Contractor is required to submit a Construction Methodology Plan (CMP) to Monroe County, including a Maintenance of Traffic (MOT) Plan (including a truck hauling plan) for approval prior to initiation of construction. Given the dense layout of the communities surrounding the project area, the Contractor shall be cognizant of the logistical limitations of dewatering the dredged material and transporting fill material in the space provided in the designated staging areas. Additionally, the Contractor shall be aware of the necessity to take care during the removal of the sediment so as to not damage the boat lifts present in the canal or any other privately-owned property. Damage caused by contractor to privately owned property will be a liability of the Contractor not the engineer or the County. Florida-EWP Page 2 of 6 April 2019 The Contractor shall be cognizant that the information provided regarding surface elevations on the construction documents is an approximate estimate, and that even though the sediment thickness values are a direct observation; no guarantee is made to the accuracy of the data. Therefore, the contractor shall obtain a pre-bathymetric survey to compensate for any potential errors or lack of precision in the presented sediment volume and surface elevation information. The sequence of Major Activities are as follows: 1) Relocation of recreational vessels (if needed) 2) Inspection of the canal for the presence of T&E species 3) Establishment of the dewatering staging area 4) Mobilization of the mechanical dredge to the project site at high tide 5) Installation of the turbidity barrier at the mouth of the canal 6) Mechanical dredging of sedimentation 7) Discharging of low turbidity effluent back into the canal 8) Disposal of dewatered dredge material 9) Sponsor monitoring firm will confirm that the contractor has dredged to the prescribed elevations as shown on the plans and specifications 10)Allow settlement of canal water to ensure turbidity at canal mouth does not exceed 0 NTUs above background. 11)Demobilization of dredge 12)Restoration of the dewatering staging area 13)Remove erosion and sediment control measures. III. MATERIAL TO BE REMOVED The material to be removed is generally comprised of sand and silt. The Contractor shall complete physical and chemical analysis on the material prior to construction commencement to determine the most efficient and economical methodology for the removal and disposal of the material. The Contractor and Engineer will communicate on the quantity and location of the sediment to be analyzed to ensure it complies with all local, state and federal guidelines. IV. ARTIFICIAL OBSTRUCTIONS The Contractor shall identify all existing utilities on site before construction commencement to ensure no impacts. Additionally, the contractor shall identify and segregate all artificial obstructions within the canals that may impair the dredge equipment such as vegetative or construction and demolition debris. V. QUANTITY OF MATERIAL The Contractor shall independently estimate the sediment quantities to removed based on the pre-bathymetric survey, plans and the Contractor's independent site investigation of existing conditions. An initial estimate based on limited bathymetric data is shown in the Florida-EWP Page 3 of 6 April 2019 plans for each canal, however this figure should be used as guidance only; actual, estimated volume determination will be the responsibility of the Contractor. Prior to commencement of the sediment removal, the Contractor shall engage a licensed surveyor in the State of Florida to provide a 10-foot by 10-foot bathymetric survey grid of the project area. This will be classified as the pre-bathymetric survey data obtained by the contractor's surveyor. The Engineer will review this data and provide the Contractor with a proposed elevation for dredging limits based on the pre-Irma canal bottom elevations for the project area. The pre-Irma canal bottom elevations will be used as the controlling elevation for the specified area approved for sediment removal The Contractor shall take progress soundings or sweepings to verify compliance with plans, specifications and work plan. The Sponsor will use this data to verify that the Contractor does not dig below the pre-Irma canal bottom elevation. Contractor is responsible for quality control. Sponsor is responsible for quality assurance. On completion of the sediment removal, the Contractor shall engage a licensed surveyor in the State of Florida to provide a 10-foot by 10-foot bathymetric survey grid of the project area using the same locations of the pre-bathymetric survey. This survey data will be classified as the post-bathymetric survey data obtained by the contractor's surveyor. The post-bathymetric survey shall be compared to the pre- bathymetric survey to demonstrate that sediment has been dredged to the pre-Irma canal bottom elevations .as shown on the plans. The Contractor is allowed a +/- 6-inches dredging tolerance from the pre-Irma canal bottom elevations. As part of the Quality Assurance process, the quantity of volume removed will be compared to the pre vs. post bathymetric survey analysis and the calculated field volume by the monitor utilizing the capacity of the trucks/roll offs and percentage full of sediment. The volumetric analysis calculation between the pre versus post bathymetric survey, completed by the Sponsor, will be used as the method of measurement and payment. VI. ENVIRONMENTAL PROTECTION REQUIREMENTS The Contractor shall provide and maintain during the life of the contract, all necessary environmental protective measures. The Contractor will comply with Federal, State, and local regulations pertaining to water, air, and noise pollution. VII. DREDGE EQUIPMENT The Contractor shall utilize mechanical dredge equipment to remove the sediment. The Contractor shall be aware that removal rate may be constrained by the sediment dewatering rate and area and shall implement the appropriate equipment accordingly. Florida-EWP Page 4 of 6 April 2019 The Contractor shall maintain the plant, scows, combings, barges, pipelines, and associated equipment to meet the requirements of the work. Immediately repair leaks or breaks along pipelines. Immediately remove dredged material discharged in wetlands or other areas outside of the identified project area due to leaks and breaks. Removal of material shall bring the impacted area back to original condition and shall be conducted at Contractor's expense. Operations shall be immediately halted if a pipeline breaks or a leak occurs. Except where authorized in the plans and specifications, dredge pipelines or open ditches shall not block roads or Rights of Way (ROW) or otherwise interfere with access unless approved. VIII. DEWATERING OF EXCAVATED MATERIAL The Contractor shall implement a passive dewatering system. The passive dewatering system is dependent on the material consistency. The Contractor shall provide the Sponsor a dewatering plan for review and approval. It shall be noted that the final hauling weight of each load (load = sediment + truck + trailer) is not to exceed Standard Highway Loading rates or a gross weight of 11,000 ton/axle, whichever is less. The effluent from the dewatering system will be discharged back into the canal. The Contractor is required to operate the dredging and dewatering operations such that mandated permitted turbidity limits are not exceeded. The State turbidity requirements are 0 NTU increase above background levels in the Florida Outstanding Waters outside the canal mouth. The Contractor will make any required adjustments to the operations to ensure compliance with these limits. The monitor will measure the turbidity throughout the project to ensure compliance with permits using a Hach 2100Q portable turbidity monitor, or equivalent. IX. DISPOSAL OF EXCAVATED MATERIAL The Contractor shall provide for safe and legal transportation and disposal of dredged materials according to plans, specifications and quality assurance plan. The deposit of dredged materials in unauthorized places is forbidden. Spoil material inadvertently spilled on roads,public ROWs and private property shall be promptly removed and the area restored by the Contractor. The dredged material may not be disposed of under an unrestricted use scenario. Therefore, the Contractor shall provide their proposed method of disposal, dependent on the chemical analysis for the dredged material to Engineer and County for approval. MEASUREMENT Surveys prior to Work 1. Prior to commencement of the sediment removal, the Contractor shall engage a licensed surveyor in the State of Florida to provide a 10-foot by 10-foot bathymetric survey grid of the project area. Surveys during Progress of Work 1. Preliminary checks of design depth will be determined by soundings or sweepings taken behind the dredge and barge as the work progresses. The Contractor shall take progress soundings or sweepings to verify compliance with plans, specifications and quality assurance plan requirements. Final Examination and Acceptance: 2. On completion of the sediment removal, the Contractor shall engage a licensed surveyor in the State of Florida to provide a 10-foot by 10-foot bathymetric survey grid of the project area. The post-bathymetric survey shall be compared to the pre- bathymetric survey to demonstrate that sediment has been dredged to the pre-Irma canal bottom elevations as shown on the plans.
