Monday, July 22, 2019
Marathon, Florida
A special budget meeting of the Monroe County Board of County Commissioners
convened at 10:00 a.m. at the Marathon Government Center. Present and answering to roll call
were Commissioner Heather Carruthers, Commissioner Michelle Coldiron, Commissioner
Danny Kolhage, Commissioner David Rice and Mayor Sylvia Murphy. Also present at the
meeting were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Kevin
Madok, Clerk of Court; Pamela Hancock, Deputy Clerk; county staff, members of the press and
radio; and the general public.
ADDITIONS, CORRECTIONS & DELETIONS
A Motion was made by Commissioner Rice and seconded by Commissioner Kolhage
granting approval of the Additions, Corrections and Deletions to the agenda. Motion carried
unanimously.
PUBLIC HEARING
B 1 A Public Hearing was held regarding the Rebuild Florida Voluntary Home Buyout
Program. This Public Hearing is being held in order to allow for citizen participation and for
public comment and input to be gathered in order to determine whether there are additional
interested parties for the Program. It is also requested that the Board authorize staff to post the
application and registration for the Program, which will include a 14-day public
comment/registration period, and approval to apply for non-matching grant funds from the
Florida Department of Economic Opportunity for the acquisition of homes and parcels,potential
subsequent demolition of the residential structure and conversion of the parcel to green space or
stormwater facilities to prevent flooding, in perpetuity, utilizing Community Development Block
Grant—Disaster Recovery funding for all interested or potential applicants in the Voluntary
Home Buyout Program. Helene Wetherington, Director of Disaster Recovery, gave a Power
Point Presentation. Roman Gastesi, County Administrator; and Christine Hurley, Assistant
County Administrator, addressed the Board. The following individuals addressed the Board:
Ron Oestreicher, representing Duck Key Property Owner's Association; Carl Ditto, and Mayra
Parente. After discussion, motion was made by Commissioner Rice and seconded by
Commissioner Carruthers granting approval of the item. Roll call vote carried unanimously.
FISCAL YEAR 2020 BUDGET PRESENTATION
C1 Tina Boan, Sr. Director Budget & Finance, gave a Power Point Presentation on the Fiscal
Year 2020 Budget. Mr. Gastesi and Bob Shillinger, County Attorney, addressed the Board.

Motion was made by Commissioner Kolhage and seconded by Commissioner Rice to
hold the final budget meeting on September 18, 2019 at 5:05 p.m. in Key Largo. Motion carried
unanimously
Kevin Wilson, Assistant County Administrator; Ms. Hurley and Sheriff Rick Ramsay
addressed the Board. The following individuals addressed the Board: Louis LaTorre,
representing AARP; and Helen Garcia.
DISCUSSION OF FISCAL YEAR 2020 BUDGET
Sheriff Budget
D1 The following individuals addressed the Board concerning the Sheriff's Budget:
Steadman Stahl, President Dade County Police Benevolent Association; Sean Luggi, Vice
President of the Monroe County Firefighter Union L3909; Chief James Callahan, and Bureau
Chief Mike Rice, representing the Monroe County Sheriff's Office. Ms. Boan and Mr. Gastesi
addressed the Board.
Judicial Budget
D1 Holly Elomina, Court Administrator; Ms. Boan and Mr. Shillinger addressed the Board.
Social Services
D6 Mr. Gastesi, Sheryl Graham, Senior Director of Social Services; Rhonda Haag, Director
of Sustainability &Projects; Ms. Boan and Mr. Wilson addressed the Board. After discussion,
motion was made by Commissioner Rice and seconded by Commissioner Carruthers requesting
staff to look at whether a mutual problem could be solved with the City of Key West concerning
Bayshore Manor and Poinciana Gardens. Roll call vote was taken with the following results:

Emergency Services
D6 Chief Callahan, Mr. Gastesi, Ms. Boan, Mr. Shillinger and Ms. Hurley addressed the
Board.
Employee Services
D6 Ms. Boan, Mr. Gastesi and Mr. Shillinger addressed the Board.
Information Technology
D6 Mr. Gastesi and Alan MacEachern, Director of Information Technology, addressed the
Board.
Building Department/Code Enforcement
D6 Ms. Hurley addressed the Board.
Parks & Recreation
D6 Mr. Gastesi, Ms. Boan, Mr. Wilson and Stacey Mitchell, TDC Marketing Director,
addressed the Board.
STRAW MAN DISCUSSION
D2 Bob Eadie, Administrator of the Department of Health, addressed the Board.
D6 Mr. Shillinger, Ms. Boan, Mr. Gastesi, Bryan Cook, Director of Employee Services, and
Sheriff Ramsay addressed the Board. The following individual addressed the Board: Andrew
Axelrad, General Counsel, Dade County Police Benevolent Association.
After discussion, motion was made by Commissioner Carruthers and seconded by
Commissioner Rice to keep both the deputies and the firefighters at 4%; a $1 million dollars for
hurricane reserves; and reduce the Health Department budget to $200,000.00. Roll call vote was
taken with the following results:

ANNOUNCEMENT OF MILLAGE RATES &
PUBLIC BUDGET HEARINGS
E Ms. Boan read the proposed millage rates, that will be certified to the Property Appaiser,
into the record. Motion was made by Commissioner Rice and seconded by Commissioner
Carruthers to accept the rates (said millage rates are attached hereto). Roll call vote was taken
with the following results:
