ITEM BACKGROUND: The Marathon Tax Collector's Office located at 3101 Overseas Highway
suffered damage to a portion of the building due to the storm surge from Hurricane Irma. There was
substantial damage to the southwest portion of the exterior walls and the slab on grade of the vault
room. Design is in progress for permanent repairs. Due to continued deterioration of the affected
area, emergency shoring of the structure is needed before final permanent repairs can be completed.
This First Amendment for design of emergency shoring is needed to ensure the safety of the public
and employees.
PREVIOUS RELEVANT BOCC ACTION:
6/22/18 — BOCC approved a Task Order with Wood for a Facilities Condition Assessment,
Construction Documents and Construction Services for the repair of the Marathon Tax Collector's
building in the amount of$64,561.00.
3/18/15 — BOCC approved a 4-year Continuing Services Agreement with Amec Foster Wheeler
Environment& Infrastructure, Inc. n/k/a Wood.

In accordance with the Consultant Agreement for Professional Architectural and Engineering Services
("Agreement"), made and entered on March 18, 2015, and as amended on January 18, 2017, April 19,
2018 and June 20,2018, between MONROE COUNTY,hereinafter referred to as the"County",and WOOD
ENVIRONMENT& INFRASTRUCTURE SOLUTIONS, INC., hereinafter referred to as "Consultant", wherein
professional services are allowed if construction costs do not exceed $2,000,000.00, or for study activity
if the fee for professional services for each individual study under the contract does not exceed

This First Amendment to the Task Order is effective on the 21st day of August,2019.

Monroe County Tax Collector's office has suffered damage due to Hurricane Irma on September 10,2017. @
A Task Order was issued for an assessment condition report to document the existing damage, and

Further deterioration of the building now requires emergency shoring of the vault area of the building in
order to keep occupants safe prior to completion of the permanent repairs.

The Agreement is amended as follows; 2
Article II Section 2.1 Scope of Work is amended as follows: 0
Design: Consultant will provide design services for emergency shoring of the existing vault
concrete slab at the roof level,the perimeter walls at the vault and the west side of building.
Deliverables: Consultant will provide County with signed and sealed drawings for the emergency
shoring work which conform to all written codes and regulations of the federal government,
county, state, municipalities, and agencies, and shall be of such completion as to receive all
permits when applied for.

Article VII, Section 7.1 Payment Sum is amended as follows:
The County agrees to pay the Consultant a total lump sum fee amount of Ten Thousand Dollars
and 00/100 ($10,000.00) upon completion of the design and receipt of the deliverables as

In accordance with Article It,Scope of Basic Services, of the Professional Services Agreement,

the Consultant shall provide the following;
SCOPE OF WORK—PHASE I
1. Site Visit - Consultant has conducted a preliminary site visit of the Property. An 19
additional site visit would be necessary to take necessary measurements and M
document the specific areas of concern. Observations will be made from grade. No
material sampling is predicted to be taken at the time of site visit.

2. Construction Documents — Consultant will produce a set of construction documents 6-3

to the local municipality having jurisdiction on behalf of the client. The County will be
responsible for providing all permit application fees. Response to agency reviews will
be limited to clarification of the previously submitted material and excludes additional
engineering or analysis. The fees Include up to two (2) meetings with the building
department. Permitting and review of additional aigencies is not anticipated, If'
required',additional agency reviews will be covered under a separate proposal.

6. Geotechnical Exploration- Consultant proposes to, perform one (1) Standard CL
Penetration Test(5PT)borings located along the west perimeter of the existing building <
due to the access constraints along the area facing the channel. The SPT borings wiill be 00
performed to maximum depths of 2.5 feet bellow the existing ground surface, with
continuous sampling to 15 feet below existing grade and then 5-foot Intervals from 15
feet to 25 feet below existing grade, in general accordance with ASTliwrl LD 1586;
Consultant wilt use a 2.4" sampling device for each SPT sample. Rased on site
reconnaissance, the SPT boring locations are currently accessiblie to ai trunk-mounted
drill rig equipment. Upon completion, the SPT test boreholes will be backfilled with a o
mixture of Portland cement and bentonite grout.
In accordance with Article IV of the Professional i Services Agreement,the County shall provide

Consultant will collect and synthesize relevant data from Monroe County, the City of
Marathon, the US. Geological Survey, the U.S. Army Corps of Engineers, the Federal _
Emergency Management Agency,. the National Oceanic and Atmospheric
Administration,the South Florida Waiter Management District,and the State of Florida,
Consultant will use the synthesis to determine whether a structure can mitigate similar 0
damage, and If so, what type of structure. Consultant will describe its synthesis in a U)
letter report, If Consultant determines that a flood-m,ltigation structure cannot iM
mitigate similar damage, consultant will,explain this determination in the letter report. o
If Consultant determines that a flood-mitigation structure can mitigate similar damage,
they will describe the structure — conceptually — in the Phase 11 letter report, and
estimate the construction cost,
4, If Consultant determines in Phase 11 that a flood-mitigatilon of the existing structure is
necessary'and possible, a new proposal for the proposed remediation and design will
be given, (Proposal will include remediation,, design, structural plans, assistance with o
