ITEM BACKGROUND: GreenKeys! Sustainability Action and Resilience Plan is a
comprehensive plan to address climate change and sea level rise. It provides guidance for decision
makers, as well as for county employees, residents, and business owners. With 165
recommendations and a 5-year work plan, GreenKeys! is a blueprint for increased sustainability and
resilience to climate change. This update is part of the GreenKeys 5-Year Work Plan.
The Community Rating System (CRS) recognizes and encourages community floodplain
management activities that exceed the minimum NFIP standards. Depending upon the level of
participation, flood insurance premium rates for policyholders can be reduced up to 45%. Besides
the benefit of reduced insurance rates, CRS floodplain management activities enhance public safety,
reduce damages to property and public infrastructure, avoid economic disruption and losses, reduce
human suffering, and protect the environment. The Sea Level Rise/Watershed Management Plan is
one of three main prerequisite requirements to achieving a Community Rating System Class 4
Rating, which, if approved, will provide a 30% flood insurance discount to Monroe County property
owners.
On June 19, 2019, the Board of County Commissioners approved Resolution 170-2019 to adopt the
Monroe County Watershed Management Plan as an appendix to the GreenKeys! Sustainability
Action and Resilience Plan.
The team added more structure data to the report, for a more complete inventory of County and
FDOT owned and operated structures as well as their future impacts, and corrected scrivener's errors
(for example: Stormwater Master Plan to Watershed Management Plan).

PREVIOUS RELEVANT BOCC ACTION: 05/20/15: Approval of Monroe County's
participation in a grant application to be submitted May 28, 2015 to the National Oceanic and
Atmospheric Administration (NOAA) for a Grant to fund the South Atlantic Regional Resilience
proposed four (4) state Coastal Community Resilience project, which includes a 30% cash match
from the County; and approval to allow Dr. Jason Evans (Stetson University) and Erin Deady (Erin
L. Deady, P.A.) to prepare and submit the grant application on behalf of the County
09/21/16: Approval to enter into an agreement with Stetson University to improve elevation data and
analyze opportunities and barriers for use in sea level rise adaptation planning. NOAA Grant
UFDSP00011308 was awarded to the University of Florida Sea Grant College Program, OF
subcontracted award to Stetson University. Total work value to be received from Stetson is $105,000
including the County's $30,000 cash match.
03/21/18: Approval of 4th amendment to contract with Lori Lehr to extend deadlines for
Community Rating System (CRS) application for Class 4 which would yield a 30% discount for
National Flood Insurance Policy (NFIP) holders (estimated savings amount $5.3 Million annually)
on their flood insurance beginning after their renewal date, following October, 2019.
08/15/18: Authorize entering into a one year no cost time extension to the agreement with Stetson
University to improve elevation data and analyze opportunities and barriers for use in sea level rise
adaptation planning, retroactive to January 31, 2018 and extending to January 31, 2019.
02/20/19: Authorize entering into a 90-day no cost time extension to the agreement with Stetson
University to improve elevation data and analyze opportunities and barriers for use in sea level rise
adaptation planning, retroactive to January 31, 2019 and extending to April 30, 2019.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA RESCINDING RESOLUTION 170-2019;
ADOPTING THE AUGUST 2019 MONROE COUNTY WATERSHED
MANAGEMENT PLAN AS AN APPENDIX TO THE GREENKEYS
PLAN; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the 2017 Coordinator's Manual for the National Flood Insurance Program
(NFIP) Community Rating System (CRS) introduced a series of credit options for "community
efforts to anticipate" future flood risk in relation to climate change (FEMA 2017, pg. 110-15);
and
WHEREAS, since sea -level rise is expected to be an increasingly critical issue for
floodplain management, many of the CRS credit options and assessment criteria for coastal
communities specifically refer to studies of sea -level rise impact on future hydrologic conditions
and the local drainage systems; and
WHEREAS, the 2017 Coordinator's Manual notes that a mandatory prerequisite for a
community to achieve CRS Class 4 status is that the community must "receive credit for
managing the impacts of a 100-year storm and/or sea level rise, where applicable, based on a
watershed management plan" (FEMA 2017, Credit 450, pg. 14); and
WHEREAS, each improvement in CRS Class rating (starting from a Class 10) translates
into a 5% premium discount on qualifying NFIP policy -holders within the Special Flood Hazard
Area (SFHA), meaning that a CRS Class 4 status makes qualified policy -holders within the
community eligible for a 30% total premium discount; and
WHEREAS, Monroe County is currently rated as a CRS Class 5 community and achieving
CRS Class 4 status would result in an additional 5% premium discount for qualified NFIP policy-
holders within the SFHA; and
WHEREAS, a qualified watershed management plan is defined as a mandatory
prerequisite for CRS Class 4 status and any further NFIP premium discounts that Monroe County
residents may receive through the CRS program will likely require the development and adoption
of a watershed management plan that meets or exceeds the criteria outlined in the 2017
Coordinator's Manual; and
WHEREAS, the CRS Watershed Master Plan — Prerequisites for Section 452b require the
County to adopt a watershed master (or management) plan that evaluates the future conditions,
including the impacts of a median projected sea level rise (based on the National Oceanic and
Atmospheric Administration's (NOAA's) "intermediate -high" projection for the year 2100) on
the local drainage system during multiple rainfall events, including the 100-year rainfall event;
and

WHEREAS, the County has included the development of a CRS-compliant Monroe
County Watershed Management Plan as part of a NOAA Grant entitled: "Advancing
Understanding of Risk: Increasing Accuracy of Hazard Damage Assessment Tools by Improving
Base Data and Analyzing Opportunities and Barriers for Use in Adaptation Planning ", June
2019; and
WHEREAS, the County has updated its GreenKeys Climate and Sea Level Rise Plan to
incorporate the August 2019 Monroe County Watershed Management Plan to meet these CRS
requirements; and
WHEREAS, the County has previously passed Resolution 170-2019 adopting the previous
Watershed Management Plan.
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of
Monroe County that:
Section. 1. The above recitals are hereby incorporated into this resolution as
restated herein constitute the legislative findings and intent of the Board of County
Commissioners of Monroe County, Florida.
Section. 2. Resolution 170-2019 is hereby rescinded.
Section. 3. The August, 2019 Monroe County Watershed Management Plan is hereby
adopted.
Section. 4. This resolution shall take effect immediately upon adoption.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County
Florida, at a regular meeting of said Board held on the 21st day of August, 2019.

Congratulations! The Department of Homeland Security, Federal Emergency Management Agency (FEMA), has
determined that Monroe County will increase to a Class 5 in the National Flood Insurance Program (NFIP) Community
Rating System (CRS). The floodplain management activities implemented by your community qualifies it for a 25
percent discount in the premium cost of flood insurance for NFIP policies issued or renewed in Special Flood Hazard
Areas on or after October 1, 2017. This increase is based on a field verification of your three-year cycle CRS
application.
Please note Preferred Risk Policies, applicable in Zones B, C, and X, on your community's NFIP Flood Insurance Rate
Map are not eligible for the CRS discount. Standard rated flood insurance policies in Zones B, C, X, D, AR, and A99
are limited to a CRS discount of ten percent in Class 1-6 communities and five percent in Class 7-9 communities. The
rates for these zones already reflect significant premium reductions.
If there are no NFIP noncompliance actions, the CRS rating for your community will automatically be renewed annually
and a notification letter will not be sent to your community. This renewal will occur as long as your community
continues to implement the CRS activities you certify annually. If no additional modifications or new CRS activities are
added, the next verification visit for your community will be in accordance with its established three-year cycle. In the
interim, FEMA will periodically send the NFIP/CRS Update Newsletter and other notices to your CRS Coordinator to
keep your community informed.
I commend you on your community actions and your determination to lead your community to be more disaster resistant.
This commitment enhances public safety, property protection, and protects the natural functions of floodplains, and
reduces flood insurance premiums.

This Verification Report is provided to explain the recommendations of Insurance
Services Office, Inc. (ISO) to DHS/FEMA concerning credits under the Community
Rating System (CRS) for the above named community.
A total of 382 credit points are verified for this modification. Along with the 2468 points
previously verified, the community now has a total of 2850 credit points. This
modification results in a recommendation that the community improve from a CRS
Class 6 to a CRS Class 5. The community has met the Class 5 prerequisite with a
Building Code Effectiveness Grading Schedule (BCEGS) Classification of 3/3. The
following is a summary of our findings based on the submitted modification with the total
modified points noted in parenthesis:
Activity 310 — Elevation Certificates: The Building Department maintains elevation
certificates for new and substantially improved buildings. Copies of elevation
certificates are made available upon request. (38 points)
Activity 320 — Map Information Service: Credit is provided for furnishing inquirers
with basic flood zone information from the community's latest Flood Insurance Rate
Map (FIRM). Credit is also provided for the community furnishing additional FIRM
information. The service is publicized annually and records are maintained.
(50 points)
Activity 330 — Outreach Projects: Credit is provided for informational outreach
projects that include brochures, general outreach projects that include mailers, public
service announcements and rack brochures at multiple public locations, and targeted
outreach projects that include repetitive loss mailers. These projects are disseminated
annually. Credit is also provided for having a pre -flood plan for public
information. Credit is enhanced by having a Program for Public Information (PPI),
and by having the information disseminated by stakeholders outside the local
government. (350 points)
Activity 340 — Hazard Disclosure: Credit is provided for state regulations requiring
disclosure of flood hazards. Real estate agents provide a brochure advising
prospective buyers about insurance and checking property flood hazards. Credit is
enhanced by having a PPI. (22 points)

Activity 350 — Flood Protection Information: Documents relating to floodplain
management are available in the reference section of the Monroe County Library.
Credit is also provided for floodplain information displayed on the community's website

Activity 360 — Flood Protection Assistance: Credit is provided for offering one-on-
one advice regarding property protection. Credit is also provided for giving advice
on financial assistance. Credit is enhanced by having a PPI. (95 points)
Activity 420 — Open Space Preservation: Credit is provided for preserving
approximately 46 percent of the Special Flood Hazard Area (SFHA) as open space,
protecting open space land with deed restrictions, and preserving open space land in a
natural state. Credit is also provided for regulations and incentives that minimize
development in the SFHA. (818 points)
Activity 430 — Higher Regulatory Standards: Credit is provided for enforcing
freeboard for new and substantial improvement construction, foundation protection,
regulations that require enclosure limits, and local drainage protection. Credit is also
provided for the enforcement of building codes, a BCEGS Classification of 3/3, state
mandated regulatory standards, and regulations administration. (258 points)
Activity 440 — Flood Data Maintenance: Credit is provided for maintaining and using
digitized maps in the day to day management of the floodplain. Credit is also provided
for maintaining copies of all previous FIRMs. (134 points)
Activity 450 — Stormwater Management: The community enforces regulations for
stormwater management, soil and erosion control, and water quality. (181 points)
Section 502 — Repetitive Loss Category: Based on the updates made to the NFIP
Report of Repetitive Losses as of September 30, 2013, Monroe County, FL has 409
repetitive loss properties and is a Category C community for CRS purposes. The
community is required to submit either a Repetitive Loss Area Analysis or Floodplain
Management Plan. (No credit points are applicable to this section)
Activity 510 — Floodplain Management Planning: Credit is provided for the adoption
and implementation of the Monroe County LMS on November 17, 2015. A progress
report must be submitted on an annual basis. An update to the credited plan will be due
by October 1, 2020. (290 points)
Activity 530 — Flood Protection: Credit is provided for 57 buildings that have been
