A budget public hearing of the Monroe County Board of County Commissioners
convened at 5:05 p.m. at the Harvey Government Center. Present and answering to roll call were
Commissioner Heather Carruthers, Commissioner Michelle Coldiron, Commissioner David Rice
and Mayor Pro Tem Danny Kolhage. Mayor Sylvia Murphy was absent from the meeting. Also
present at the meeting were Roman Gastesi, County Administrator; Bob Shillinger, County
Attorney; Kevin Madok, Clerk of Court; Pamela Hancock, Deputy Clerk; county staff, members
of the press and radio; and the general public.
ADDITIONS, CORRECTIONS & DELETIONS
A Motion was made by Commissioner Coldiron and seconded by Commissioner Carruthers
granting approval of the Additions, Corrections and Deletions to the agenda. Motion carried
unanimously.
PUBLIC HEARINGS
B1 A Public Hearing was held to consider approval of a Resolution adopting the final Duck
Key Security District Non-Ad Valorem Special Assessment rates for Fiscal Year 2019-2020;
and approval of Non-Ad Valorem Assessment Roll Certificate to be provided to Tax
Collector by September 13, 2019. There was no public input. Motion was made by
Commissioner Coldiron and seconded by Commissioner Rice to adopt the following Resolution.
Motion carried unanimously.
RESOLUTION NO. 232-2019
Said Resolution is incorporated herein by reference.
B2 A Public Hearing was held to consider approval of a Resolution adopting the final
Residential Solid Waste Collection, Disposal and Recycling Non-Ad Valorem Special
Assessment rates for Fiscal Year 2019-2020. There was no public input. Motion was made by
Commissioner Rice and seconded by Commissioner Carruthers to adopt the following Resolution.
Motion carried unanimously.
RESOLUTION NO. 233-2019

B3 A Public Hearing was held to consider approval of a Resolution establishing the final
per month Solid Waste Collection Service rates for Commercial Property in the various Solid
Waste Collection Franchisee Areas for Fiscal Year 2019-2020. The following individuals
addressed the Board: Antonio Gaytan and Howard Leitner. Cheryl Sullivan, Director Solid
Waste, addressed the Board. After discussion, motion was made by Commissioner Coldiron and
seconded by Commissioner Carruthers to adopt the following Resolution. Motion carried
unanimously.

B4 Public Hearing was held to consider adoption of an Ordinance revising Section 19-4 of
the Monroe County Code to increase the toll rates for Card Sound Road Toll; and authorization
for the Monroe County Director of Engineering Services to inform the Florida Department of
Transportation of the changes to the toll rates in accordance with the Agreement for Sunpass and
Toll-by-Plate Electronic Toll Collection at the Card Sound Toll Facility. There was no public
input. Motion was made by Commissioner Rice and seconded by Commissioner Carruthers to
adopt the following Ordinance. Motion carried unanimously.

BUDGET & FINANCE
C1 Tina Boan, Senior Director of Budget& Finance, addressed the Board concerning approval
to award Contract and enter into an Agreement with CDR Maguire, Inc. for FEMA Consulting
Services and approval of Task Order to perform consulting services for the County relating to
on-going disaster recovery from Hurricane Irma. After discussion, motion was made by
Commissioner Rice and seconded by Commissioner Coldiron granting approval of the item.
Motion carried unanimously.
N1 Motion was made by Commissioner Carruthers and seconded by Commissioner Coldiron
granting approval and authorizing execution of Task Order Two to perform FEMA Consulting
Services for the County relating to disaster recovery from Hurricane Dorian. Motion carried
unanimously.
N2 Motion was made by Commissioner Coldiron and seconded by Commissioner Rice to
adopt the following Resolutions for the Transfer of Funds and Receipt of Unanticipated Revenue
for Hurricane Dorian:

BUDGET
D1 Ms. Boan announced the tentative millage rates. Said rates are attached hereto.
D2 Ms. Boan gave a Power Point Presentation on the County Administrator's Fiscal Year
2020 Recommended Budget, dated September 5, 2019. Roman Gastesi, County Administrator;
Kevin Wilson, Assistant County Administrator; and Cary Knight, Director Project Management,
addressed the Board.
D3 The following individuals addressed the Board: Louis LaTorre and Virginia Panico,
representing the Key West Chamber of Commerce. Ms. Boan addressed the Board.
The Board of County Commissioners meeting adjourned for the Board of Governors, Fire&
Ambulance District 1, meeting.
FIRE &AMBULANCE DISTRICT 1
BOARD OF GOVERNORS
The Board of Governors for the Fire& Ambulance District 1 convened. Present and
answering to roll call were Mayor Pro Tern Kolhage, Commissioner Rice and Mayor Bruce Halle.
Absent were Mayor Murphy and Vice Mayor Greg Lewis.
F1 Ms. Boan addressed the Board concerning direction for changes to the District 1 Board of
Governors tentative Fiscal Year 2020 budget. There were no changes to the tentative budget.
F2 Ms. Boan announced the District 1 tentative rolled-back millage rate and percent increase
over rolled-back rate. Said rates are attached hereto.
F3 Motion was made by Mayor Pro Tern Kolhage and seconded by Commissioner Rice to
adopt the following Resolution of the District 1 Board of Governors adopting the tentative
millage rate for Fiscal Year 2020. Roll call vote carried unanimously.

F4 Motion was made by Mayor Pro Tern Kolhage and seconded by Commissioner Rice to
adopt the following Resolution of the District 1 Board of Governors adopting the tentative
budget for Fiscal Year 2020. Roll call vote carried unanimously.

The Board of Governors, Fire& Ambulance District 1, adjourned. The Board of County
Commissioners meeting reconvened with all commissioners present.
BUDGET
G Ms. Boan addressed the Board concerning the tentative Fiscal Year 2020 Monroe County
Budget. Richard Strickland, Director of Airports, addressed the Board.
H Ms. Boan announced the tentative rolled-back millage rates, millage rate and percentage
increases over rolled-back rates. Said rates are attached hereto.
I Motion was made by Commissioner Rice and seconded by Commissioner Coldiron to
adopt the following Resolution adopting the tentative millage rates for Fiscal Year 2020. Roll
call vote was taken with the following results:

L Announcement of Public Hearing for final adoption of the Fiscal Year 2020 millage
rates and budget at 5:05 P.M. at the Murray E. Nelson Government Center, 102050
Overseas Highway, Key Largo, FL on Wednesday, September 18, 2019; the second special
budget meeting is scheduled to occur at 5:05 P.M. on Tuesday, September 10, 2019 at the
Marathon Government Center, 2798 Overseas Highway, Marathon, Florida.
There being no further business, the meeting of the Board of County Commissioners was
adjourned.
