ITEM BACKGROUND: On August 8, 2019, the County hosted a public meeting held in the Marathon Government Center, 2798 Overseas Highway, Marathon, Florida which was attended by the following two (2) members of the County Commission who spoke at the meeting: 1) Commissioner Michelle Coldiron 2) Commissioner David Rice The meeting was noticed and open to the public. Other County staff and members of the public also attended. While the topics discussed at the meeting did not involve specific issues that are presently anticipated to come before the Board for a vote, this report of the meeting is being submitted in an abundance of caution because it is reasonably foreseeable that some of the topics might come before the Board at some point in the future. This report, as drafted, satisfies the Sunshine Law's requirements that written minutes be taken when public meetings are held. To be clear, the County Commissioners present took no votes or other official action at any of these meetings. They merely provided comments on topics relevant to the meetings. In February 2015, the BOCC approved an interlocal agreement with the Monroe County School Board for the library to be constructed on school property, with the lease agreement finalized in July 2015. The $7 million construction 2 project is funded through the one-cent infrastructure sales tax and a groundbreaking on the site took place in July 2019. Construction is expected to be complete in fall 2020. PRESENTATION Kimberly Matthews opened the presentation with an explanation that the vision for the library is"Timeless design, flexible spaces, user-focused service, a robust collection and dynamic programming." The architectural style will be a two-story, traditional Keys cottage. It will be a"True 2 1" Century library, 00 designed to last for the next 50-100 years, ideally," Matthews said. It will be built two feet above flood level and able to withstand a Category 5 hurricane plus 250 mph wind gusts. A portion of the first floor will comprise the Monroe County Adult Education center learning center. The first g floor will also include adult reading collections, meeting rooms, and areas for patrons to spend time socially a. together or privately. It will have a modern, book store vibe. U) The second floor will cater to young library patrons and teenagers. It will have a vast collection of children's books, interactive touch-screen games and playful spaces. There will be a space dedicated for teenagers, designed with a welcoming vibe and possibly, gaming screens. a 1 Packet Pg. 2444 P.6.a The furniture on both levels will be contemporary and multi-use. The floor will be elevated to conceal all wires and make the process of moving furniture easier. Some of the walls will be movable in order to create larger or smaller spaces for certain events. Standalone e-book vending machines are a possibility, along with Red Box-type DVD vendors. If possible, there will be hold lockers for those who cannot access the library during normal business hours. There will be parking for 42 vehicles along with several bike racks. 0 BOCC DISCUSSION Audience member Frank Greenman asked what the former, bayside library property and building will be used for, to which Commissioner David Rice replied: "There have been a few interested buyers in the former library property, but we're not sure at this point." There was no further discussion about the future use of the old library. PUBLIC COMMENT Commissioner Coldiron asked about the security of the new building, to which Matthews replied, "We've put a particular eye on this. All kinds of things happen in libraries, and we have made plans for a 33-camera system and are intending to use the same vendor that the Monroe County Sheriff's Office uses. (The building)is glass fronted, which is a huge security feature." 00 2 Cary Knight said, "There are a lot of safety features and the biggest one is the sight line. There is a great view of almost everywhere on the first and second floors —no hiding spots." E 4- 0 Audience member Steve Cook asked about electronic security, to which Matthews said, "Our ebook provider is Overdrive and they supply the standalone machines, which do not access our computers. Our computer and 0 server are housed on a separate system and server. They are designed specifically to be stand alone and access the overdrive cloud server and avoid the spread of viruses."
