Rehabilitate Taxiway A Construction Support and RPR Services SCOPE OF WORK Jacobs Project Management Co. (Jacobs)will provide construction support and resident project representative(RPR) services for the"Rehabilitate Taxiway A"project at Key West International Airport(EYW). These construction services will provide the following: ASSUMPTIONS ■ Construction phase services are based on an anticipated duration of 200 calendar days of construction in field. In the event the construction duration exceeds the calendar days listed above, Jacobs reserves the right to revise our proposal. • Jacobs will invoice on a percent complete, including expenses,to compensate the level of effort required for each assignment. • All as-built drawings to be provided to Jacobs in electronic(AutoCad)format and hard copy (printed)format. • Construction Support services are based upon the following: 60 shop drawings/product submittals. Our assumption is 80% of submittals will be approved on the first review and 20%will require re-submittal for further review; respond to 30 Contractor RFI's. ARTICLE D—CONSTRUCTION ADMINISTRATION SERVICES 1. Prepare and issue conformed drawings for construction. 2. Prepare and issue construction contract to the awarded low bidder. 3. Issue a"Notice to Proceed," on behalf of the Airport,to the Contractor. 4. Review the Contractor's construction schedule. 5. Prepare for and attend the Pre-Construction conference. 6. Review all shop drawing submittals for conformance to the plans and specifications and respond to the Contractor and Airport with detailed summary of the applicability and acceptability of the shop drawing. 7. Respond to Contractor's RFI's. Page 1 of 4 8. Attend site visits and bi-weekly progress meetings. Observe work in progress and provide reports to Owner. Assume fourteen (14) site visits throughout the course of the construction project. 9. Prepare construction management plan. 10. Prepare Field Sketches, as necessary. 11. Provide general supervision and administrative support for resident project representative (RPR). 12. Review and approve estimates submitted by the Contractor for progress/final payments. 13. Prepare and negotiate change orders, as necessary. Assume four change orders. 14. Attend final inspection meeting. 15. Review Closeout Documentation. 16. Review quality assurance testing results. 17. Obtain as-built data from the Contractor, prepare record drawings and provide hardcopies and electronic files to the Airport. 18. Prepare and submit FAA closeout documentation and prepare and process final change order. Services for Article D will be provided under a lump sum basis. AMENDMENT TO ARTICLE E - RESIDENT PROJECT REPRESENTATIVE (RPR) 1. Attend pre-construction conference. 2. Coordinate and attend progress meetings with the contractor, Airport, and any other interested parties, as required prior to construction (e.g. Staging area coordination, setting up Contractor's trailer.). 3. Provide full-time RPR services for the work associated with the project. The RPR's for the project shall have field experience in the type of work to be performed, be fully qualified to make interpretations, decisions, field computations, and have knowledge of testing requirements and procedures. The RPR's shall be responsible for the following: • Checking of construction activities to ensure compliance with the plans and specifications. Inform the contractor and County of any work, which is in non-compliance. • Coordinate quality assurance tests and verify they have been performed at the frequency stated in the specifications. • Review certifications for conformance with the specifications. Page 2 of l • Document quantities of materials used on the project by actual measurements and computations in a field notebook or computer printout retained in a folder. • Maintain a set of working drawings on the job site, which can be used to prepare "As-Built" drawings. • Review the test reports and certifications for conformance with the specifications and maintain a file for all reports and certifications. • Inform the County of deficiencies so corrections can be made and retesting performed. • Jacobs does not have control over or charge of and shall not be responsible for construction means, methods, techniques, sequences or procedures of construction or for safety precautions and programs in connection with the work, since these are solely the Contractor's responsibility under the contract for construction. • Jacobs shall make every reasonable effort to ensure that the Contractor completes the work in accordance with the current approved schedule and carries out the work in accordance with the contract documents. • Review close out documentation. • Review payment requests and certified payrolls from the contractor. • Maintain a diary, which will contain entries made and signed by the resident engineer. Each entry should include the following, plus any additional pertinent data: a. Date and weather conditions. b. Names of important visitors. c. Construction work in progress and location. d. Size of contractor's work force and equipment in use. e. Number of hours worked per day for contractor and subcontractors. • Record drawings will be prepared, in part, on the basis of information compiled and furnished by others, and may not always represent the exact location, type of various components, or exact manner in which the project was finally constructed. Consultant is not responsible for any errors or omissions in the information from others that is incorporated into the record drawings. 4. Quality Assurance Testing of Construction Materials will be provided by our subconsultant, Tierra South Florida. 5. Avirom and Associates will provide survey services to provide survey checks to confirm Contractor's grade controls and elevations during construction 6. Sightline will provide on-site Quality Control for permanent airfield marking installation and measure reflectivity performance. 7. RDM will provide review of the P-401 job mix formula, attend the pre-paving meeting, test strip, and make site visits during paving operations. RDM will assist in reviewing QC results and provide input into the quality requirements for off-peak construction. Page 3 of 4 8. Attend final inspection and create punch list. 9. (JACOBS)has requested that RDM International, Inc. (RDM)to submit a technical scope and fee proposal to provide construction support services during the construction,of the Rehabilitation of Taxiway A at Key West International Airport(EYW). JACOBS has included RDM in their proposal to assist with monitoring the construction. Currently,three(3)site visits have been accommodated for during the project by RDM's PE or CR. 2) As part of the JACOBS team, RDM will assist JACOBS to review, evaluate and make recommendations for acceptance or approval of the contractor's construction schedule,field deviations and operational considerations. 3) RDM shall assist JACOBS to provide a technical review of shop drawings,contractor's means and methods, equipment and other non-design related contractor submittals for understanding of off-peak construction and quality requirements.The JACOBS team shall maintain a log of all contractor information. a) Submittals shall not be used as a vehicle for modifying the Contract Documents or other requirements of the Contract. b) For projects that include sub-consultants of several disciplines,JACOBS shall establish a responsibility matrix that defines primary and secondary responsibility for review of submittals by the JACOBS team and JACOBS Design Team or any other Owner Departments including Design/Engineering, Safety, Quality Assurance and Construction. 14310 Sullyfield Circle,Suite 600,Chantilly,VA 20151.1666 (703)709.2540 Fax(703)709.2535 www.rdmintlinc.cam • CM Support Services EYW—Project No. EDY37935 Rehabilitate Taxiway A Page 2 of 3 4) As requested by the JACOBS PM,timely consultation and advice to interpret or clarify the intent of the plans and specifications and answer questions that may arise during the construction of the project shall be provided. 5) Observations of Contractor non-conformance with the contract documents by the JACOBS PM or the JACOBS team will be evaluated. When requested, RDM will review daily QA/QC testing to evaluate adjustments to the contract price or compliance with the specification,when appropriate,where statistical acceptance procedures are specified in the contract documents and make recommendations to the JACOBS PM. 6) During the construction period, RDM shall provide consultation time to review potential contractor-requested construction modifications. It is anticipated that the JACOBS Design team will be responsible for preparing change order plans and specifications at the direction of the JACOBS PM. As noted, RDM shall provide an on-site construction representative for inspection during selected phasing and or construction paving operations. RDM's construction representative(s)shall be Rick Boyd(CR)with back up support from Rick Hines(CR)and or Chris Decker(PE)on an as needed basis. When RDM is on-site, we shall provide continuous monitoring of milling and P-401 placement operations during the daily operations. Proper placement will start with mix temperature, consistency, compaction and depth of placement.The paving equipment,tools and crew will be monitored for equipment maintenance, cleanliness of tools, cleaning solutions used during placement, uniform placement, removal of coarse material from the surface of the mat, roller movements along joints and tie-ins as well as the center of the paving lanes and how the material responds to the movement of the rollers during compaction. Check cracking,screed shadows, non-uniform locations and proper tack coating during placement will discussed with the contractor on an as needed basis with the intention to correct prior to placement of the final wearing course. Observation reports will be provided when requested by the JACOBS PM. Statement of Assumptions/Listing of Limitations This proposal is submitted on the basis of the following assumptions and requirement that the following terms and conditions form an integral part of a subsequent agreement for the services. - The presence or duties of RDM's personnel at a construction site, whether as onsite representatives or otherwise, do not make RDM or RDM's personnel in any way responsible for those duties that belong to the JACOBS and/or the Contractor or other entities, and do not relieve the construction contractors or any other entity of their obligations, duties, and responsibilities, including, but not limited to, all construction methods, means,techniques, sequences, and procedures necessary for coordinating and completing all portions of the construction work in accordance with the construction Contract Documents and any health or safety precautions required by such construction work. - RDM and RDM's personnel have no authority to exercise any control over any Contractor or other entity or their employees in connection with their work or any health or safety precautions and have no duty for inspecting, noting, observing, correcting, or reporting on health or safety deficiencies of the construction contractor(s) or other entity or any other persons at the site except RDM's own personnel. - The presence of RDM's personnel at a construction site is for the purpose of providing to the JACOBS a greater degree of confidence that the completed construction work will conform generally to the construction documents and that the integrity of the design concept as reflected in the construction documents has been implemented and preserved by the Contractor. RDM neither guarantees the performance of the Contractor nor assumes responsibility for Contractor's failure to perform work in accordance with the construction documents. Additional QA testing may be necessary as a result of the Contractor's non-conformance.
