AGENDA ITEM WORDING: Discussion and direction related to canals 82, 83 and 84 in the
Rock Harbor area of Key Largo regarding resident-requested repairs to the jetty near these canals
and/or installation of air curtains in the canals or perimeter canal.
ITEM BACKGROUND: At the September 18, 2019 Monroe BOCC meeting held in Key Largo
residents of canals 82, 83 and 84 in Rock Harbor, Key Largo presented to the BOCC during a
Sounding Board item and requested that the County fund repairs to the jetty that was damaged by
Hurricane Irma that lies outside of canals 82, 83 and 84. Residents presented that repairs to the jetty
would help control the floating vegetation that is currently floating over the top of the jetty into the
residents' canals. Commissioners asked staff to return with information on the number of jetties
throughout the Keys that would potentially be affected and the cost to repair this jetty if the County
decided to assist with the repair.
An alternate option is the installation of an air curtain at the entrance to each of the three canals to
restrict floating vegetation from entering. Reimbursement funds are available from FEMA to install
an air curtain in canals 83 and 84. An assessment would be required to fund the operations and
maintenance. The Canal 483 Combined Organic Removal and Backfilling project was the first
combination muck removal and backfilling project completed by the County.

Options For Moving Forward 1 3
t. County does nothing and expends no County funds.County does not design or permit the Jetty
repairs nor install the air curtains in canals 82,83 or 84.
2 County pays for Jetty design and permitting($50,000;/-)with no regard to needed air curtains.
• Residents pay for construction and any mitigation costs(potential 51,000,000 per UMAM
credit)and construction.
3 County expends resources to research how many residents on each canal (82, 83 and 84)
support paying an assessment for the operations and maintenance of an air curtain on their
canal and County proceeds with air curtain installations based on resident response.
-. If yes:residents on canal 83-already restored by the County - are willing to pay the assessment move
forward at full speed to install an air curtain(already designed)to take advantage of the FEMA-authorized
project before the FEMA deadline of March 2020.Then move forward with assessment set up.
• If no:C83 residents don't support an assessment BOCC must decide if County wants to move forward
with an assessment regardless to protect the County's$1.6 M investment in the previous restoration.
rr, It yes:if residents on canal 84 are willing to pay the assessment, move forward at full speed to design and
install an air curtain in their canal to take advantage of the FEMA-authorized project before the FEMA
deadline-currently March,2020. May need FEMA extension.Put canal 84 on a waitlist for restoration when
funding become available.
• If no:do not restore canal 84.Lose potential for FEMA reimbursement for air curtain.
If yes:If residents on canal 82 are willing to pay the assessment, put them on a waitlist for restoration and an
air curtain when funding becomes available.
• If not:do not restore canal 82
