Three such cases contributed to the shock of the nation’s consciousness bringing attention to the seriousness of child victimization and forever changing the response by law enforcement agencies to reports of missing children; and WHEREAS , on the average 797,500 children under the age of 18 are reported missing every year. Of that number, 203,900 are family abductions, 58,200 are non- family abductions, and 115 are victims of stereotypical kidnapping; and WHEREAS , when a child is reported missing, there is a three hour golden opportunity to locate that child alive; and WHEREAS, 76.2 percent of abducted children who are murdered are dead within three hours of the abduction; and WHEREAS, Monroe County has four Child Abduction Response teams. One of their goals is to educate the community on the importance of calling 911 the moment a child is missing. Moreover, when a child is reported missing, to allocate all of its available resources to recover the child alive; and WHEREAS , National Missing Children’s Day, May 25, 2011, raises awareness of the effort to bring missing children home safely while also highlighting the importance of proactive education programs, NOW, THEREFORE, I, Heather Carruthers, by virtue of the power vested in me as Mayor of Monroe County, Florida, hereby proclaim May 25, 2011 as “MISSING CHILDREN’S DAY in MONROE COUNTY” th Dated this 18 day of May, 2011 __________________________ Heather Carruthers, Mayor
